Comment Number: 4 09/26/2025: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. Comment Number: 5 09/26/2025: SUBMITTAL: Resubmittals are accepted any day of the week, with Wednesday at noon being the cut-off for routing the same week. When you are preparing to resubmit your plans, please notify me with an expected submittal date with as much advanced notice as possible. o Applicant Response: Understood, our plan is to submit it on Wednesday October 22nd before noon to minimize any delays in the review process. However, we understand that if submittal is made after noon on Wednesday the submittal package will not be routed for review until the following week. Comment Number: 6 09/26/2025: INFORMATION: Please resubmit within 180 days, approximately 6 months, to avoid the expiration of your project. o Applicant Response: Understood, we plan on submitting and moving the review process forward well before the 180-day period to avoid expiration of the project. Comment Number: 7 09/26/2025: INFORMATION: ANY project that requires four or more rounds of review would be subject to an additional fee of $3,000.00. o Applicant Response: We understand that if additional review of the project submittal package is required by the city after the third round of review an additional $3,000 fee will need to be provided to the city to move the project forward. Comment Number: 8 09/26/2025: FOR FINAL APPROVAL: All "For Final Approval / For Approval" comments need to be addressed and resolved prior to moving forward with the final documents and recording of this project. I will provide a recording checklist and process information when we are closer to this step. o Applicant Response: Understood and Thank you for your feedback. We hope this submittal package addresses and resolves all "For Final Approval / For Approval" comments required but if needed we understand and will address any additional updates 4 needed prior to final approval and recording. Comment Number: 9 09/26/2025: INFORMATION: When your final plan or site-specific development plan gets approved, you have up to three (3) years to finish all the necessary engineering work like water, sewer, streets, and lighting. This time frame is called the 'term of the vested property right.' If you don't finish these improvements within this time, you'll lose your right to develop the property without starting the approval process again. o Applicant Response: Thank you for the clarification regarding the term of the vested property right. We understand that once our final plan or site -specific development plan gets approved, we have up to three years to complete all necessary engineering work including water, sewer, streets, and lighting. The geotechnical report called out on the plans references a date of February 13, 2014, and performed by a different engineering company. See sheet C1.0 of the Utility Plans for update. 5 Comment Number: 2 09/16/2025: FOR APPROVAL: The geotechnical report calls for sulphate resistant concrete to be utilized on the site. This should include any sidewalk built within the right of way. The inspectors usually do not receive the geotechnical report in the field. Can the Engineer please add a note on the plans to notify the inspector of the concrete mix design recommendations from the soils report. o Applicant Response: Note added, see note 7 on sheet C2.0 of the Utility Plans for update. Thank you for confirming the site development area is not located in an area of the city that requires historic review at this time. 6 Department: Traffic Operation Contact: Steve Gilchrist sgilchrist@fcgov.com 970-224-6175 Topic: General Comment Number: 1 09/24/2025: INFORMATION - DA LANGUAGE: The City agreed to install the relocated pedestrian button on for the traffic signal at College and Kensington, as long as the developer agreed to reimburse the costs. This will be reflected in the development agreement language. A cost estimate will be provided. o Applicant Response: Thank you for confirming that the City will install the relocated pedestrian button for the traffic signal at College and Kensington, contingent on the developer agreeing to reimburse the costs. We will work with the City to address this in the development agreement. The language reflecting this agreement will be included, and we will await the cost estimate to be provided. Comment Number: 2 09/24/2025: FOR RECORDING: Be sure to include the final signed and stamped Transportation Impact Study with each round of FDP submittal. We would also like a final copy of the Access Permit through the Colorado Department of Transportation included within the FDP packet so it is documented within the project for City records. o Applicant Response: We have included both the final signed and stamped Transportation Impact Study, as well as a copy of the Approved Access Permit from CDOT, as requested. These documents will be included with each round of FDP submittal to ensure they are documented within the project for City records. Comment Number: 3 09/24/2025: INFORMATION: DCP We will need to have your contractors performing the concrete work for the ADA improvements at the College and Kensington intersection remember to coordinate with the City of Fort Collins Traffic Operations Signal team for the tie in of the relocated pedestrian push button into the City traffic signal cabinet. Most likely, these mains 8 are not 6 feet to top of pipe. Could be 4 to 5 feet, which would provide a conflict with the storm sewer. o Applicant Response: Waterlines are 5.5’ and 5.8’ below existing surface. See updated design on sheet C5.1. Pothole report also provided for reference. Comment Number: 2 09/30/2025: FOR FINAL APPROVAL: On Sheet C6.4, please remove/cross-out the word "optional" for the inspection ports on Detail 5 0f 7. o Applicant Response: “Optional” has been removed from detail 5 of 7. There needs to be a weir at the downstream manifold of the Stormtech systems to contain the water quality volume. This weir needs to be set at the water quality elevation. Comment Number: 4 09/30/2025: FOR FINAL APPROVAL - REPEAT COMMENT: 05/06/2025: FOR FINAL PLAN: The existing 1.5 inch water service is labeled as proposed. Comment Number: 5 09/30/2025: FOR FINAL APPROVAL - REPEAT COMMENT: 05/06/2025: FOR FINAL PLAN: There may be other sewer services on the western parcel. If not used, these will need to be abandoned as well. There are two potential locations where services probably exist per our records off of Mason Street. o Applicant Response: Coordinating with Wes Lamarque to get potential service line locations. No known locations currently have been provided. Will update if locations are discovered. Comment Number: 6 09/30/2025: FOR FINAL APPROVAL - REPEAT COMMENT: 05/06/2025: FOR FINAL PLAN: There is also a 3/4-inch water service off of Mason Street at the southwest corner of the site. Comment Number: 2 09/22/2025: INFORMATION: With the new transformer location and the proposed meter location, the secondary service will be ~300ft. The service will be customer owned and maintained, so this is fine for Light and Power, but I wanted to make you aware of this just in case you wanted to talk about moving the meter location closer to the transformer or moving the transformer location closer to the meter. o Applicant Response: The transformer and the meter have been moved. See sheet C4.0. Comment Number: 3 09/22/2025: INFORMATION: There will be building site charges for getting primary wire and conduit to the new transformer as well as the removal of our existing facilities. Once we are closer to starting construction, we will reach out to you for an estimate of these costs. 11 Comment Number: 4 09/22/2025: INFORMATION: There will be added electric capacity fees for the upgraded service size. Please document the size of the current service to receive capacity fee credits for what you currently have. Please feel free to reach out to me if you have any questions about these fees or credits. o Applicant Response: The existing SES is 1600A at 120/208V, 3-Phase. The new SES is 3000A at 277/480V, 3-Phase. Department: Environmental Planning Contact: Clint Anders canders@fcgov.com Topic: General Comment Number: 1 09/29/2025: FOR FINAL APPROVAL: In April 2024, City staff removed all bermudagrass species from the City's Recommended Plant List due to staff concerns on growth rate, potential to spread to natural landscapes and ease of establishment. This will not be a low water use turf grass option until the City has a chance to complete its literature and test plot reviews. LUC Article 5.10.1(E)(2) only allows plants on this list to be used. You will need to choose an alternative to Dog Tuff Bermudagrass for this landscape plan to be approved. Consider using Buffalograss, Buffalo + Blue Grama, Sheep Fescue, the City's Alkaline Upland Seed Mix, or low water use landscape beds with shrubs and perennials. A mixture of these option may be optimal for this site considering shade from existing trees. For more information on high water use turf alternatives, the Colorado Native Grass Guide (https://coloradonativegrass.org/grass-options/) and the Colorado WaterWise Document (https://indd.adobe.com/view/796a9f0e-d28f-48b6-bebb-088396cb3c26) are great resources. If using grass seed, please put the City's Native Seed Mix Notes on the plan. See section 3604. • The energy code requires all new buildings pass a building air tightness test (blower door) and submit documentation of such before final CO can be issued. • Accessible parking spaces must be located as close as possible to the buildings main accessible entrance. • For projects located in Metro Districts, there are special additional code requirements for new buildings.
