(C) General Information: The Project is located west of S College Avenue within the University Plaza Shopping Center, in the City of Fort Collins, Colorado. The Site is located within Parcels A and B of the Replat No. 1 of the University Shopping Center. The combined parcels consist of approximately 15.75-acres. The Project is anticipated to disturb a total of 6.32 acres (275,299 square feet). The parcel is zoned as General Commercial (CG) and the Project does not propose a zoning change. The Project will be for the use of a multi-family housing development that is approximately 270 units. The proposed improvements consist of one residential building, pool amenity space, courtyard amenity space, and associated infrastructure including site grading, utility service installation, parking and sidewalk improvements, and landscaping. (D) Proposed Owners: GKT University Plaza, LLC (E) Existing Owners: N/A (F) Transportation Improvements: Access to the Site is provided east of the Project from a Private Drive via S College Avenue and to the south from a Private Drive from W Drake Road. (G) Site Description: The Project Site is currently an existing commercial with an associated parking lot. a. The site design is intended to meet the operational requirements of a multi-family development by providing parking around the building frontage and vehicular and pedestrian circulation throughout the site. b. The project team worked with staff to enhance landscape and drive configurations to achieve the intent of the building orientation requirement to an adjacent street as much as possible. c. An emergency access easement is proposed with this Project in accordance with the Poudre Fire Authority fire access standards. The project proposes additional utility easements over proposed watermain and storm sewer infrastructure in accordance with City of Fort Collins standards. e. Vehicular circulation is proposed to flow in from the adjacent internal private drive aisles that surround the site. Traffic is anticipated to enter off of the W Drake Road to the south and S College Ave to the East. f. Pedestrian access is proposed from multiple sidewalk connection points that surround the proposed building. The proposed sidewalk was designed to ensure access to the existing sidewalk that borders the site. A 10’ pedestrian promenade is provided along the west side of the site to provide future connectivity to the Max station to the north. g. Landscaping is proposed to conform with the vision of the Midtown Plan. h. Building and amenity architecture is intended to meet Fort Collins Land Use Code requirements for Residential Buildings and to conform with the architecture that exists within the University Plaza Shopping Center and as referenced within the Midtown Plan.
