In response to said comments, the drawings have been revised to reflect the requested corrections. All changes to the drawings have been listed here. Drawing Correction items: Development Review Coordinator Comment Number: 9 The formatting of the date fill in on the Signature Block of the title sheet has been modified to only include: “on this day,_____.” Planning Services Comment Number: 1 • 4.3.5(H)(4)(b) WCFs o On sheet Z-3, a cornice has been added into the elevation views of the proposed antenna shrouds to mimic the existing building façade parapet. o The materials of the existing building the shrouds are intended to match are called out on sheet Z-3. The Alpha, Beta, and Delta sectors will mimic the existing building CMU façade. The Gamma sector will mimic the existing red brick façade. • 4.3.5(H)(4)(d) Collocated or attached WCFs o The colors of the materials of the existing building the shrouds intended to match are called out on sheet Z-3. The Alpha, Beta, and Delta sectors will mimic the existing building CMU façade with a cornice on top to mimic the existing building parapet. The Gamma sector will mimic the existing red brick façade with a cornice on top to mimic the existing building parapet. o The proposed antenna shrouds are shown as 12’ taller than the roof height. • 4.3.5(H)(4)(e) Landscaping o The proposed ground equipment is located in the building’s loading dock area behind existing screen walls on the property. We will also be adding our own CMU screen wall to hide the proposed ground equipment from view. The Alpha, Beta, and Delta sectors will mimic the existing building CMU façade with a cornice on top to mimic the existing building parapet. The Gamma sector will mimic the existing red brick façade with a cornice on top to mimic the existing building parapet. • 4.3.5(H)(4)(j) Lighting o There will not be any lighting proposed • 4.3.5(H)(4)(r) Compatibility Required o The intent of the antenna shrouds is to blend with the existing building architecture by mimicking the CMU and red brick facades respective to each shroud’. • Photosims o The photosims have been adjusted to show more detail in matching the existing building façade and materials. The Alpha, Beta, and Delta sectors will mimic the existing building CMU façade with a cornice on top to mimic the existing building parapet. The Gamma sector will mimic the existing red brick façade with a cornice on top to mimic the existing building parapet. Comment Number: 2 On sheet Z-3, a cornice has been added into the elevation views of the proposed antenna shrouds to mimic the existing building façade parapet. Comment Number: 3 Photosims have been adjusted to be more detailed and to include the specific building façade materials as well as the cornice in the proposed antenna shrouds. Comment Number: 4 The antenna shroud heights on sheet Z-3 have been adjusted to be 12’ taller than the roof height based on field collected elevation data. Comment Number: 5 The wall height is called out as 6’-tall in the Scope of Work section on the Title sheet, as well as the Compound Elevation, Detail D, on sheet Z-3. Please use the markups to insert responses to each comment on plans. Please do not flatten markup responses. 2 Provide a detailed response for any comment asking a question or requiring an action. Any comment requesting a response or requiring action by you with a response of noted, acknowledged etc. will be considered not addressed. Comment Number: 3 06/23/2025: SUBMITTAL: Correct file naming is required as part of a complete submittal. File names should have the corresponding number, followed by the file type prefix, project information, and round number. For example: 1_SITE PLAN_Project Name_FDP_Rd1. Comment Number: 4 06/23/2025: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". This sign will be posted through the final decision and appeal process. A request for the removal of signs will be made by your Development Review Coordinator at the appropriate time. Comment Number: 9 06/23/2025: FOR RECORDING – PLANNING SET: Could you please update the City signature blocks on the Planning Set? Instead of using "this _______ day of ______A.D., 20____," could you opt for "on this day, ____________" for the date? This alternative format facilitates smoother date input with digital signatures. Additionally, kindly ensure there is sufficient space between the signature line and the title line to accommodate the digital signature. Comment Number: 10 06/23/2025: FOR APPROVAL: The Director shall issue a written decision to approve, approve with conditions, or deny the development application based on compliance with the standards referenced in Step 8 of the Common Development Review Procedures (Section 6.3.8). The written decision shall be mailed to the applicant, to any person who provided comments during the comment period and to the abutting property owners and shall also be posted on the City's website at fcgov.com/developmentreview/proposals Comment Number: 11 06/23/2025: FOR APPROVAL: Once the decision has been finalized by the Director, there is a two-week appeal period from the date of the signed decision. The project is not able to be recorded until it is confirmed there are no appeals. Comment Number: 12 06/23/2025: FOR APPROVAL: All "For Final Approval / For Approval" comments need to be addressed and resolved prior to moving forward with the final documents and recording of this project. I will provide a recording checklist and process information when we are closer to this step. Department: Planning Services Contact: Jill Baty jbaty@fcgov.com Topic: General Comment Number: 1 07/07/2025: FOR APPROVAL - DEMONSTRATE MATCHING: Please provide evidence showing compliance with Land Use Code sections 4.3.5(H)(4)(b), 4.3.5(H)(4)(d), 4.3.5(H)(4)(e), 4.3.5(H)(4)(i), 4.3.5(H)(4)(j), 4.3.5(H)(4)(r). The Narrative and Comment Response files both say that the screen boxes are 4 planned to be of a texture and color to match and blend with the existing building, but no documentation or evidence of this has been provided. Please provide drawings and/or elevations that demonstrate compliance and answer some of these questions: - It is difficult to tell on the photo sims whether the screen boxes will match the yellowish-tan of the penthouse/EFIS parts of the building or the light pinkish-tan of the CMU, and it looks different in each view. What color will these boxes be? - The building has quite a number of textures. Which will the screen boxes match? The EFIS stucco system, the CMU blocks, the brick work, the tile work? If the texture is intended to match the EFIS system, please include striping to match the EFIS striping and cornices on the building. Please see attached letter from AE in response to comment Comment Number: 2 07/07/2025: FOR APPROVAL - CORNICE TREATMENT: Please provide a cornice treatment on the screen boxes that matches or speaks to the cornice treatments on the building itself. Please ensure that these cornice treatments are shown in the drawings and/or elevations required in the above comment. Please also ensure that these cornice treatments are shown in the photo sims. Please see attached letter from AE in response to comment Comment Number: 3 07/07/2025: FOR APPROVAL - PHOTO SIMS: -Please provide photo sims that are close enough and not pixilated to see the proposed screening in sufficient detail to determine compliance with our standards. -Please ensure that all of the equipment that would be visible from a particular angle is shown on the photo sims. For example, on page 5, two of the boxes (NW/ Alpha and SW/Delta) would be visible from this vantage point but only one (SW/Delta) is shown. This is also the case on page 3. Page 7 shows two of the boxes; the third would probably also be visible from this vantage point and should be shown. Please see attached letter from AE in response to comment Comment Number: 4 07/07/2025: FOR APPROVAL - EQUIPMENT HEIGHT: The elevations provided show that the antenna shrouds are proposed to be 12 feet taller than the building parapets. However, our standards speak to the height of the antenna shrouds above the roof itself. Please provide information on the height of the roof on these drawings and on how tall the antenna shrouds are above the roof. Please see attached letter from AE in response to comment Comment Number: 5 07/07/2025: FOR APPROVAL - GROUND EQUIPMENT SCREENING WALL HEIGHT: Please call out the height of the proposed ground-level CMU screening wall in your narrative and on the plan set. If the CMU wall is as high as the darker horizontal striping, please make sure that the wall includes the striping as well. Please see attached letter from AE in response to comment 5 Comment Number: 6 07/07/2025: FOR APPROVAL - EVIDENCE FOR REQUESTED LOCATION: Please provide evidence as to why the equipment cannot be located further back from the edge of the roof. This evidence could include a diagram of how the array would emit signals. It could also include a structural report showing the strength of the roof to support the equipment and screening. -The antennas/ and screen boxes cannot be further from the edge because of structural integrity of the grocery store roof. Strongest structural location is at or near corners. Also, from an RF engineering perspective the coverage objectives and quality of coverage for this site would be diminished if 10’ or further back (see attached coverage prediction maps). To match the coverage quality at roof edge would require a 20 foot tall structure. A structural analysis is in process and should be available soon and will be submitted along with final construction drawings when the structural report is complete. Coverage prediction plot map is attached Comment Number: 7 07/07/2025: FOR APPROVAL - ENGINEER CREDENTIALS: Please provide a written statement from a qualified radio frequency engineer certifying that a technical evaluation of existing and proposed facilities indicates no potential interference problems. The letter provided does not contain a seal or signature of a Colorado professional engineer, as is required. Then content of the letter looks fine. – A stamped letter is attached. Comment Number: 8 07/07/2025: FOR APPROVAL - ENGINEER CREDENTIALS: Is Troy Johnson a qualified radio frequency engineer? Is this what "Senior RAN Engineer" means? Please provide more evidence that is understandable to anyone outside of your specific field, or make sure that this letter comes from someone with the appropriate credentials. The transformer will need to be within a utility easement. All easement materials, including a review fee, need to be submitted with Round 2. Topic: General Comment Number: 1 06/30/2025: INFORMATION: The existing transformer feeding King Soopers provides 3 phase 277/480V power. In order to provide the requested 1 phase 120/240V power, a new transformer will be need to be installed. Comment Number: 2 06/30/2025: INFORMATION: Transformer locations will need to be coordinated with Light & Power. Transformers must be placed within 10 ft of a drivable surface for installation and maintenance purposes. The transformer must also have a front clearance of 10 ft and side/rear clearance of 3 ft minimum. The transformer must have 2 ft clearance from sidewalks and from the front face of the curb face. When located close to a building, please provide required separation from building openings as defined in Figures ESS4 - ESS7 within the Electric Service Standards. The transformer can likely be installed adjacent to the existing transformer feeding King Soopers. Monday, June 23, 2025 4:41 PM A permit is required for new equipment added to a existing communications tower.
