HomeMy WebLinkAboutCorrespondence - 05/22/2025kimley-horn.com 3325 South Timberline Road, Suite 130, Fort Collins, CO 80525 970 822 7911 May 22, 2025 Mr. Ryan Benson Touchmark Development & Construction 5150 SW Giffith Drive Beaverton, OR 97005 Re:Touchmark at Fort Collins Alternative Mitigation Strategies Letter Fort Collins, Colorado Dear Mr. Benson, This letter has been prepared to document the Alternative Mitigation Strategies (AMS) developed with the City of Fort Collins for the proposed Touchmark at Fort Collins project located at the northeast corner of Le Fever Drive and Cinquefoil Lane in Fort Collins, Colorado. The proposed project is a 55 plus community featuring a variety of living spaces, including independent living, assisted living, and memory care units. The Touchmark at Fort Collins Traffic Impact Study, dated March 28th, 2025, documented the anticipated project traffic generation characteristics for the proposed project to determine potential project traffic related impacts on the local street system and develop necessary mitigation measures required for the identified traffic impacts. INTRODUCTION AND PROJECT BACKGROUND As part of this traffic impact study, an operational analysis at the intersection of Harmony Road and Lady Moon Drive was conducted. Operational analyses were conducted for the 2024 existing conditions, the 2028 short-term buildout horizon both with and without the addition of project traffic, and the 2045 long-term planning horizon both with and without the addition of project traffic. The City of Fort Collins provided a Synchro model that included peak hour signal timing plans to be utilized without modification for all analysis scenarios. Based on the operational analysis, under the 2024 existing conditions the intersection operates at a non-compliant overall LOS E during the afternoon peak hour. The overall level of service is expected to worsen to a LOS F during the afternoon peak hour by 2028, prior to the addition of project traffic. By 2045, the overall level of service is anticipated to operate at a LOS F during both the morning and afternoon peak hours, prior to the addition of project traffic. While the non-compliant overall level of service is currently experienced now and anticipated to be experienced in the future, prior to the addition of project traffic, the traffic associated with the proposed project is also anticipated to further worsen operations. With the addition of project traffic in the 2045 long-term planning horizon, the overall intersection delay is anticipated to increase by approximately 7 percent (123.1 sec/veh to 131.8 sec/veh) and approximately 2 percent (139.1 sec/veh to 141.1 sec/veh) during the morning and afternoon peak hours, respectively. Considering the anticipated traffic impacts associated with project traffic at the intersection of Harmony Road and Lady Moon Drive, the City of Fort Collins would typically require mitigation measures be identified. However, feasible mitigation measures are limited. The City does not desire to increase capacity at the intersection by adding additional lanes along Harmony Road. Furthermore, signal timing modifications are not recommended, as the City is running adaptive signal timing along the Harmony Road corridor and while modifications to the signal timing plan may provide improvements at this individual intersection, the changes could potentially impact progression along the corridor and result in worsened operations at other intersections along the corridor. Touchmark at Fort Collins – Alternative Mitigation Strategies 292068000 Page 2 kimley-horn.com 3325 South Timberline Road, Suite 130, Fort Collins, CO 80525 970 822 7911 ALTERNATIVE MITIGATION STRATEGIES (AMS) Based on discussions with the City, it was determined that an AMS should be pursued given the constraints associated with potential mitigation measures at the intersection of Harmony Road and Lady Moon Drive. In situations where a study intersection does not meet overall level of service standards but reasonable and proportional mitigation measures to address the level of service are not possible or not desired by the City, an AMS may be considered. An AMS is a City approved, project specific improvement implemented for any mode of travel and at any location, as a substitute for potential mitigation measures necessary associated with the study intersection that does not meet overall level of service standards. Section 4.6.8 of the 2021 Larimer County Urban Area Street Standards (LCUASS) provides detail on when and how the City will consider an AMS. After internal coordination with a multi-departmental team, the City determined that providing a crushed gravel path connecting the proposed internal site pathway system, to the planned regional trail extension along the east side of the project site, would be considered an acceptable AMS to satisfy the identified non-compliant overall level of service anticipated at the intersection of Harmony Road and Lady Moon Drive. This trail connection is shown on the attached conceptual site plan. CONCLUSIONS Based on the coordination with the City of Fort Collins, it has been determined that the City considers the inclusion of a crushed gravel path connecting the proposed internal site pathway system to the planned regional trail extension along the east side of the project site an acceptable Alternative Mitigation Strategy to satisfy the anticipated traffic impacts associated with project traffic at the intersection of Harmony Road and Lady Moon Drive. Furthermore, with the incorporation of this Alternative Mitigation Strategy, the proposed Touchmark at Fort Collins project is not expected to be required by the City to implement any intersection improvements at the intersection of Harmony Road and Lady Moon Drive in an effort to mitigate the anticipated traffic impacts associated with project traffic.
