Lot 1 - Bloom Filing 9 - Sojourn Project Narrative

• General Information:
Lot 1 - Bloom Filing 9 is the first commercial lot development associated with Bloom filing 9. This lot will be
accessed by major infrastructure installed as part of Bloom filing nine BDR. Lot 1 - Bloom filing 9 will follow
standards as established within the Mulberry & Greenfields PUD Master Plan, as applicable. Approval of
this Lot 1 - Bloom Filing 9 PDP shall be type 1 as required per the Mulberry & Greenfields Master Plan.
The site has been laid out in conjunction with Bloom Filing 9, reinforcing the design principles and
strategies that have been established and implemented in current built phases within the Bloom community.
The components of the proposed improvements have been thoughtfully designed to support and
seamlessly integrate into the surrounding context based on both current and future visions. The design
approach has placed emphasis on creating a commercial development/food hall/restaurant that will
anchor the heart of the commercial district. The building placement on the site was very intentional,
placing emphasis on the public open space (park / plaza) frontage and providing strong connections to
the internal and external multimodal path for Bloom and the surrounding communities. Aligning with the
masterplan vision for this commercial district the surface lot parking was placed to the north and west of
the development in order to preserve a “main street” quality to the east on future Bloom Boulevard.

• Transportation Improvements:
All public transportation improvements that support access to this site will be provided with the Bloom
Filing Nine BDR. This project will build out the final design of the access easement with the parking lot
design for Lot 1 providing a finished asphalt surface and connection from Bloom Boulevard to Donella
Drive on the western half of Lot 1 and through Tract A.
• Building and Site Design:
The proposed project is a new-build consisting of a pre-engineered metal building containing the “dining
room” of the food hall and bar, as well as back of house areas, storage and restrooms. Docked at
exterior openings in the building will be mobile shipping containers on trailers fitted out with commercial
kitchens and “private” dining components.
The mobile kitchen containers will remain anchored to their trailers, while the trailers themselves will be
anchored to the building by way of a dock leveler restraint and stabilizing jack anchored to the ground.
This temporary foundation system acts to secure the containers in place on site and provides adjustments
to level the containers to maintain appropriate interior circulation between the containers and the building.
It is anticipated that the mobile kitchen containers will be rotated periodically to introudce new food
concepts to the project.

The mobile kitchen containers will have their own ansul system “onboard” (similar to food trucks). Make up
air related to the hood exhaust will be provided through the building hvac system.
The containers will have a dry-pipe sprinkler system that connects to the building’s sprinkler system.
All other utilities serving the shipping containers will be provided in/by the building. Said differently, the
shipping containers will connect to the building with approved “quick disconnect” type connections. These
connections include:
• Water
• Electricity
• Gas
• Sanitary sewer
• Grease waste (in-ground grease waste interceptor on site)
The building connects to the public plaza and park at the main entry on the east facing elevation. There is
exterior seating at the northeast corner of the builidng that provides views and a connection to the public
park. An exterior covered terrace is on the south side of the building, which extends into a landscaped
area for dining, recreation, and entertainment.
• Impacts to Natural Habitats:
There will be no impacts to natural habitat with the Lot 1 - Bloom- Filing Nine -Sojourn area. All
improvements are proposed to occur within areas that have had previous improvements and/or overlot
grading and erosion control seeding.
• Development Phasing:
No phasing is being proposed with this development site.
