ANNOTATED THROUGHOUT THE DEVELOPMENT PLAN.
6.ALL SINGLE FAMILY DETACHED HOMES SHALL MEET OR EXCEED THE GARAGE DOOR STANDARDS AS OUTLINED IN 3.5.2(E) OF THE LAND USE CODE OR
APPROVED MULBERRY & GREENFIELDS - PUD MASTER PLAN, AS APPLICABLE.

17.FIRE LANE MARKING: A FIRE LANE MARKING PLAN MUST BE REVIEWED AND APPROVED BY THE FIRE OFFICIAL PRIOR TO THE ISSUANCE OF ANY
CERTIFICATE OF OCCUPANCY. WHERE REQUIRED BY THE FIRE CODE OFFICIAL, APPROVED SIGNS OR OTHER APPROVED NOTICES THAT INCLUDE THE
WORDS NO PARKING FIRE LANE SHALL BE PROVIDED FOR FIRE APPARATUS ACCESS ROADS TO IDENTIFY SUCH ROADS OR PROHIBIT THE OBSTRUCTION
THEREOF. THE MEANS BY WHICH FIRE LANES ARE DESIGNATED SHALL BE MAINTAINED IN A CLEAN AND LEGIBLE CONDITION AT ALL TIMES AD BE
REPLACED OR REPAIRED WHEN NECESSARY TO PROVIDE ADEQUATE VISIBILITY.

6.THERE SHALL BE NO VIBRATORY OR HEAVY SHEEPSFOOT COMPACTION WITHIN 20 FEET OF THE EXISTING WATER TRANSMISSION PIPELINE. STATIC
COMPACTION EQUIPMENT SHALL BE USED.

Affordable Housing
1.a. – Affordable Housing
"The Metro District is required to deliver 240 or 15% of the total units (whichever is greater) as Affordable
Housing. The units must meet the following criterion:
• If the Affordable Housing unit is for sale it must be provided at 80% AMI or less.
• If the Affordable Housing unit is for rent it must be provided at 60% average AMI or less.
• 40 units must be offered for sale at a price that is affordable for households earning 80% AMI or less. The
for-sale units are to be dispersed within the neighborhood and integrated along a block or product type within
the community. This requirement does not apply to for rent units.
PEDCOR Companies are under contract to purchase the Filing 3 site and they will provide the 60% average or less rental units. PEDCOR
will the the applicant for LIHTC credits. Habitat may provide up to 20 of the 40 required units through units in Filing 1 and Filing 2.
No residential is currently proposed in Filing 9. This filing is only
a backbone infrastructure set that is creating super pad sites for
further development.
1.b. – Affordable Housing
Each of the Required Affordable Units must satisfy its affordability standard for at least twenty (20) years
from the date of issuance of the first certificate of occupancy. This requirement shall be deemed satisfied
upon recording of a restrictive covenant or deed restriction for each of the Required Affordable.
Habitat for Humanity currently uses a 90-year deed restriction and PEDCOR will be subject to CHFA / federal deed restrictions,
associated with tax credit financing. Social Sustainability staff are aware of the project and are monitoring progress.
No residential is currently proposed in Filing 9. This filing is only
a backbone infrastructure set that is creating super pad sites for
further development.
1.c.(i) – (iv) – Affordable Housing
The Required Affordable Units may be provided through any of the following four (4) mechanisms or by any
other mechanism mutually agreed upon in writing by the Developer and the City, or any combination of the
same:
i. Developer has developed any portion of the Required Affordable Units
within the Project under one or more approved Final Plans for the
Project.
ii. Execution of a contract for the sale of land of any portion of the Project
by the Developer to a non-profit or for-profit builder with a legally
enforceable contract obligation to develop part or all of the Required
Affordable Units.
iii. A reservation of any portion of the Property to be developed under one
or more future approved Final Plans by the Developer for the benefit of
and legally enforceable by the City at law and in equity for the eventual
sale to an entity for development of all or a portion of the Required
Affordable Units.
iv. The Developer conveys any portion of the Property to the City to be
used by the City in its land bank program for affordable housing.

As to any Required Affordable Units the deed shall show that the property is subject to the 20-Year Covenant.
This covenant will run with the property and affect any subsequent owner or lessee to comply with the
affordability requirement.See PBA for fuller summary of requirement for the affordability to be conveyed in the deed.

1.f. – Affordable Housing
Each annual Compliance Report for the Required Affordable Units provided under subparts (i), (ii) and (iii)
above must be delivered to the City Manager's Office within ninety (90) days after the end of each calendar
year and must report whether any Required Affordable Units which were for-rent at any time during the past
calendar year and whether any Required Affordable Units which were sold during such preceding calendar
year, that such rentals and/or sales, as applicable, were to a household satisfying the requirements of Section
LB. I .a. above.
No residential is currently proposed in Filing 9. This filing is only
a backbone infrastructure set that is creating super pad sites for
further development.
1.g.
At least sixty-six percent (66%) of the Required Affordable Units must be provided through one of the
mechanisms described in Sections I.B. l .c.(i) through (iv) above before the City is required to issue any building
permit that will authorize the construction of more than eight hundred (800) Total Dwelling Units within the
Project, and the remaining thirty-four percent (34%) of the Required Affordable Units must be so provided
prior to the City being required to issue a building permit that will authorize the construction of any of the last
one hundred (100) of the Total Dwelling Units within the Project.
"Currently, Bloom Filing One and Bloom Filing Two have been approved. These projects consist of the following:

Building Services and Social Sustainability staff are tracking this metric and will not issue building permits for more than 800-units
without 66% of the affordable units being provided through one or more of the the mechanisms described above. Note that the 264
units within Filing 3, plus the required 40 for-sale units, would bring the total number of affordable delivered units to 304. Since the
PBA requirement is that at least 15% of the total units within Bloom are affordable under the terms of the PBA, this would mean that
2,026 units could ultimatly be permitted. Note also that four options described above do not require that the affordable units be fully
constructed or have a CO, only that that one or more of the criteria be fulfilled. "
No residential is currently proposed in Filing 9. This filing is only
a backbone infrastructure set that is creating super pad sites for
further development.
Critical On-Site and Off-site Public Infrastructure
2.a. – Rail Crossings
Fund, design and construct a railroad crossing of the Great Western Railroad for both vehicular and pedestrian
access in the dedicated Greenfield Court right of way.
The approval is moving through the design and approval process as an independent submittal reviewed by the Colorado Public Utilities
Commission. This crossing will occur independently and as part of future development within the Mulberry and Greenfields PUD. This
PBA criterion requires City participation, as only the City can apply to the PUC For the crossing. The developer is working with City staff
to faciliate the process.This is pending PUC review later this summer.
2.b. – Greenfields Roundabout Fund, design and construct a traffic roundabout on Greenfields Drive planned near East Mulberry Street.The roundabout is complete.100%Not applicable. Complete.
2.c. – Vine & Timberline Intersection Contribution
Contribution to the City by the Developer of $250,000 for the design and construction, or alternatively design
and construction by the Developer at a cost of $250,000 or greater, of the improvements to the intersection
of East Vine Drive and North Timberline Road.
This City project is currently ‘out to bid’ and is proposed to signalize the intersection at Vine & Timberline. The $250,000 contribution
was provided by the Developer to the City in May 2023 when invoiced, per the terms of the DA for Filing 1.100%Not applicable. Complete.
2.d. – Frontage Road and Highway 14 Median
Contribution
Contribution to the City by the Developer of $800,000 for the design and construction, or alternatively design
and construction by the Developer at a cost of $800,000 or greater, of landscape improvements in the North
Frontage Road and Highway 14 Median and at the intersection of North Frontage Road and Highway 14 (the
""Median Contribution);
Developer has preliminarily indicated that they would permit and construct at least a portion of these improvements. The City is
monitoring overall progress of the development and completion of this item. Median Contribution shall be a prerequisite to the
Developer's receipt from the City of any residential building permit for construction under the applicable future approved Final Plan
and Development Agreement for the relevant phase of the Project. Thus far the City has not determined that this contribution is
required or appliable to the current phases of the project.Not applicable.
2.e. – Community Gateway Contribution
Contribution to the City by the Developer of $500,000 for the design and construction, or alternatively design
and construction by the Developer at a cost of $500,000 or greater, of monumentation and landscape
improvements on parcels located between the realigned North Frontage Road and East Mulberry Street to
create a welcoming entry feature.
The Community Gateway Contribution shall be a prerequisite to the Developer's receipt from the City of any residential building
permit for construction under the applicable future approved Final Plan and Development Agreement for the relevant phase of the
Project. Thus far the City has not determined that this contribution is required or appliable to the current phases of the project.Not applicable.
High-Quality Smart Growth Elements
3(i)
The developer agrees to provide increased density from Low Density Mixed-Use Neighborhood District
standard of 4 units per acre in LUC Division 4.5.
Combined density for the LMN zone district is currently 8.2 du/acre. Combined density in LMN is approximately 17 du/acre, City staff
will continue to monitor the build out of the development project.Filing 9 does not include any LMN zoning.
3(ii)Alley access to the garages of at least 40% of the Total Dwelling Units.
"There are 1,167 total approved units in Filings 1-4. Between Filings 1, 2, and 4, there are 713 alley-loaded units which equates to 61%
of the units approved to-date. There are additional garages in Filing Three that do not face the street which are not included in this
calcuation.
City staff anticipates compliance with this standard as the project continues toward build-out. The City processed an amendment to
the PBA in 2025 changing the language to require 45% of the units to have non-street facing garages. "
No dwelling units are currently proposed with Filing 9. Future
residential may infill parts of the super pads created by Filing 9,
but any compliance with this requirement would be determined
at that time.
3(iii)Added utility services and raw water dedication.
The Developer will dedicate raw water rights to the Mulberry Metropolitan District (the “Metro District”) that will own, operate, and
maintain the Non-Pot Water System. The backbone infrastrcuture Non-Pot Water System will be constructed during Filing One, and
the water rights will be dedicated concurrently with the Developer’s dedication of, and the Metro District’s acceptance of, the Non-Pot
Water System. Each subsequent filing will develop its own filing-specific non-pot system.
The non-potable system is being extended with this filing to
provide non-potable irrigation to the plaza area, as well as
surrounding streetscapes.
3.(iv)Enhanced pedestrian crossings.
Extensive conversations were had at the time of Filing One with the Developer and City staff. It was ultimately decided to not install
mid-block traffic calming measures on the E-W collector and arterial streets (Donella, International, and Sykes). Since traffic volumes
were so low initially, and since roads like International do not connect through to anything, the decision was made to enhance
intersections on the Aria corridor via bumpouts. However, these were not extended into arterials or collectors (excluding Aria). Staff
has generally agreeded that enhanced crossings apply only to the Aria corridor or other major spines (e.g. the future connection east
to Cooper Slough).
Per the precedence set with previous filings, Filing 9 shows
enhanced crossings along the Aria corridor, including neckdowns
at the intersection of Aria and Donella, as well as Aria and the
frontage road. A 4-way enhanced tabletop intersection is also
proposed for Aria and Bloom Boulevard in the heart of the Filing
9 area.
3.(v)A central pedestrian-oriented greenway spine through the center of the neighborhood.
This detail was generally negotiated as part of the Mulberry and Greenfields PUD which indicates that the pedestrian-oriented
greenway to include:
• An 18 foot tract behind Aria Way
• Varying widths of concrete and a minimum of a 6 foot sidewalk which may meander into the ROW.
• Enhanced street crossing, possibly including but not limited to bump outs, enhanced paving, and/or other improvements (TBD at
time of PDP).
The 18' tract continues through the Filing 9 area on the west
side of Aria, with an enhanced crossing where the path crosses
Aria. This allows the meandering walk motif created with
previous filings to continue through the commerical area to a
large central plaza and lawn space. The minimum walk widths
are preserved, per the PUD, as well as the requirement for a
central gathering space, also included in the PUD. The
placement of the gathering space has been determined to help
create synergy with the forthcoming PDP/FDP application for a
food hall adjacent to this open area.
3.(vi)A secondary bike path to provide a more direct route for cyclists.
At the time of the PUD, Parks Planning staff requested that there be an enhanced bike path on the west side of Greenfields south from
the railroad tracks to International, and from there running west to the border with Mosaic. The City ulitmately intended to create a
10' trail to the new Mosaic park. It was agreed upon with Parks Planning staff that the section would keep the arterial 6' detached
sidewalk and then add a 4' public access easement behind the ROW, which would indlude the additional 4' of walk. This was
engineered with Filing 1 and constructed with the same filing.
This requirement was completed with Filing 1. While not
required in the PUD, this filing does include a bike path along
Lake Canal.
3.(vii)An enhanced east-west greenway to connect from the railroad crossing to Cooper Slough.This element will be included in future Phases north of the railroad tracks.
Not appliable to this filing, as the Cooper Slough connection is
north of the tracks in a future filing.
3.(viii)A mixed-use design.
This Public Benefit requires that the master planned development provides a mix of uses.
It is anticipated that the future commercial center will provide the mix of uses envisioned by the Public Benefit Agreement and will
provide opportunities for things like offices, shops, restaurants, hotels, or other types of uses permitted within District of the Mulberry
& Greenfields PUD.
Please note the at the term Mixed Use Design has a particular meaning under the Land Use Code, referring specifically to a single
building with multiple uses therein. This differs from the usage in the City's Metro Distcict Model Serivce Plan. Since the PBA was
developed through the Metro District process, the broder understanding of the term is being used here. Bloom is a ""mixed use
development.
Filing 9 has been specifically designed to create opportunities
for future mixed use site plans and PDPs/FDPs for users coming
into the commercial area. The first of these is a food hall
concept and the first application of that site is anticipated to
follow the Filing 9 application later this year.

Such future approved Final Plans shall also include neighborhood parks, pocket
parks adjacent to the pedestrian-oriented greenway spine, and a commercial
center promenade.These elements are being added filing by filing.
The promenade is included in Filing 9, including the common
open space that functions as a southern terminus to the
walkway spine.
Environmental Sustainability
a. Solar Photovoltaic Energy
The Developer agrees that one or more of the future approved Final Plans for each of the phases of the Project
and related future Development Agreements shall require the Developer to construct a solar power
generation system or systems that shall generate a minimum of 800 kilowatts.
Bloom Filing Three is proposing the production of 200-600kW of solar. It is anticipated that the remaining solar will be provided with
future filings. Filing Three relies on the simplified roof plane standards to accommodate this solar equipment.
Outside of a small shade structure, no buildings are proposed
with Filing 9. It is anticpated that the bulk of the solar PV
systems will installed on rooftops in Filing 3. The balance of PV
infrastructure will be determined at a later date based on the
amount provided in Filing 3.
b. Water Conservation through Non-Potable
Irrigation System
The Developer agrees that the future approved Final Plans for each phase of the project shall and related
future Development Agreements shall require the Developer to instll a non-potable water system to provide
irrigation water to all the natural areas and private lots in the phase of the project.
The non-potable system is being extended to serve this filing,
including building main line distribution systems to serve future
pads/developments within the Filing 9 area.
c. Sustainable Landscape Design
The Developer agrees that all the future approved Final Plans for the Project and related future Development
Agreements related to each phase of the Project shall require xeric plantings and grouping of plant species
with similar water needs to allow for efficiency in irrigation (the ""Sustainable Landscape Design"").
The Developer has worked extensivly with City staff, particuarly Environmental Planning, on planting plans in each filing. This approach
is built off a focus on native species, limited turf useage, and the pollinator-focused design that is discussed in more depth below.
These strategies are being effectively implemented within each filing. Staff will continue to monitor this requirement with each filing.
• Plants with similar water needs will be grouped together and a properly designed irrigation system will correspond with this planting
plan.
• The vision for the landscape character includes water-wise landscaping throughout, which can reduce further demand on irrigation
for water by about 20% compared to conventional landscaping.
• Yard areas on some residential lots will be minimized to reduce the
amount of traditionally irrigated area.
Continuing the trend set with earlier filings, Filing 9 includes a
heavy use of low water and native plants. The design is also in
compliance with new state laws requiring a reduction in
"non-usable" turf.
d. Enhanced Community Resiliency - Stormwater
The Developer agrees that one or more of the future approved Final Plans for the Project and related future
Development Agreements shall require that the following improvements to provide for enhanced community
resiliency be provided by the Developer:
(i) Stormwater will be treated prior to entering Cooper Slough and outfalls have been located in a way to
restore flows to this valuable resource.;
The Developer worked with City staff to design the Development to meet this requirement. Filing One includes overall mass grading
for the site and includes two detention ponds on the east edge of the site adjacent to the Cooper Slough. Future filings will build the
ponds north of the railroad tracks, while those south of the tracks have been designed and constructed according to this criterum.
The stormwater design for this filing is consistent with this
criterum. The storm outfall from Filing 9 enters the previously
approved Filing 1 system, entering Cooper Slough at the crossing
of SH 14.
d. Enhanced Community Resiliency - Lake Canal (ii) Improvements to Lake Canal to help bring it out of the current flood plain; and
Regarding the Lake Canal, the Developer has designed Bloom Filing One to raise any developed ground adjacent to the Lake Canal out
of the floodplain.
The Filing 9 area has been lifted out of the floodplain and a
LOMR for the Filing 9 area is currently being processed by FEMA.
d. Enhanced Community Resiliency - Pollinators
(iii) Landscape architecture designed to support the flight distances and migration patterns of applicable
pollinators through implementation of a first-of-its kind Pollinator Master Plan (together, the ""Enhanced
Community Resiliency Improvements).
The Developer did extensive work with City staff, particualrly Environmenal Planning, to develop a first-ever approach to this issue
within Fort Collins. The design approach won an Urban Design Award and is being carried forward into future filings.
The Pollinator Master Plan created with Filing 1 has been
continued in this filing, extending the same pattern of nodes
that has been used elsewhere in Bloom.

According to Fort Collins Streetscape
Design Standard and Guidelines
Section 4.1.3, attached sidewalks must
be a minimum of 8 feet when adjoining
a landscape area. The attached
sidewalk must contain canopy shade
trees spaced at 30-50 foot intervals
within cutouts (likely 4x6).
We'll want to discuss creating a
landscape easement/notes on the plan
and plat indicating the extent of the
landscape area that will be provided
on Lot 1.

Back40 Response: The
proposed circulation route
through this community is
along Bloom Blvd and along
Aria Way. A sidewalk for
parking access will be
provided at this location, but is
intended to be downplayed.
Another 6' sidewalk connection
is also being proposed along
the west side of the site for
additional
Back40 Response: this
sidewalk is an 8' sidewalk
to connect to the 8'
sidewalk on Aria Way.
Label has been corrected
and dimension has been
provided.
Back40 Response: This
sidewalk is a future condition
that will be provided with the
development associated with
Tract C and would proposed
deferring this final termination
to the time when the full
frontage design is understood
relative to the adjacent
development type.
Back40 Response: This was discussed
with Kai Kleer during a meeting on
September 18, 2025 with a request to
confirm forestry was okay with the a
typical section. B40 and Freddie
Haberecht discussed this in a meeting on
September 22, 2025 and it was
understood that the section proposed
would be acceptable to forestry if the
adjacent private property (Lot 1) could
provide the street trees per the attached
walk standards. Notes have been added
on the Site and Landscape Plans to
address this approach.

G E N E R A L L A N D S C A P E N O T E S
1.PLANT QUALITY: ALL PLANT MATERIAL SHALL BE A-GRADE OR NO. 1 GRADE FREE OF ANY DEFECTS, OF NORMAL HEALTH, HEIGHT, LEAF DENSITY
AND SPREAD APPROPRIATE TO THE SPECIES AS DEFINED BY THE AMERICAN ASSOCIATION OF NURSERYMEN (AAN) STANDARDS. ALL TREES
SHALL BE BALL AND BURLAP OR EQUIVALENT.
2.IRRIGATION: ALL LANDSCAPE AREAS WITHIN THE SITE INCLUDING TURF, SHRUB BEDS AND TREE AREAS SHALL BE IRRIGATED WITH AN
AUTOMATIC IRRIGATION THE IRRIGATION PLAN MUST BE REVIEWED AND APPROVED BY THE CITY OF FORT COLLINS WATER UTILITIES
DEPARTMENT PRIOR TO THE ISSUANCE OF A BUILDING PERMIT. ALL TURF AREAS SHALL BE IRRIGATED WITH AN AUTOMATIC POP-UP IRRIGATION
SYSTEM. ALL SHRUB BEDS AND TREES, INCLUDING IN NATIVE SEED AREAS, SHALL BE IRRIGATED WITH AN AUTOMATIC DRIP (TRICKLE)

SHALL BE ADJUSTED TO MEET THE WATER REQUIREMENTS OF THE INDIVIDUAL PLANT MATERIAL. IRRIGATION SYSTEMS TO BE TURNED OVER TO
THE CITY PARKS DEPARTMENT FOR MAINTENANCE MUST BE APPROVED BY THE PARKS MANAGER AND MEET PARKS IRRIGATION STANDARDS.
DESIGN REVIEW SHALL OCCUR DURING UTILITIES DEPARTMENT IRRIGATION REVIEW PRIOR TO THE ISSUANCE OF A BUILDING PERMIT AND
CONSTRUCTION OBSERVATION AND INSPECTION BY PARKS SHALL BE INCORPORATED INTO THE CONSTRUCTION PROCESS.
3.TOPSOIL: TO THE MAXIMUM EXTENT FEASIBLE, TOPSOIL THAT IS REMOVED DURING CONSTRUCTION ACTIVITY SHALL BE CONSERVED FOR LATER
USE ON AREAS REQUIRING REVEGETATION AND LANDSCAPING.
4.SOIL AMENDMENTS: SOIL AMENDMENTS SHALL BE PROVIDED AND DOCUMENTED IN ACCORDANCE WITH CITY CODE SECTION 12-132. THE SOIL IN
ALL LANDSCAPE AREAS, INCLUDING PARKWAYS AND MEDIANS, SHALL BE THOROUGHLY LOOSENED TO A DEPTH OF NOT LESS THAN EIGHT(8)
INCHES AND SOIL AMENDMENT SHALL BE THOROUGHLY INCORPORATED INTO THE SOIL OF ALL LANDSCAPE AREAS TO A DEPTH OF AT LEAST
SIX(6) INCHES BY TILLING, DISCING OR OTHER SUITABLE METHOD, AT A RATE OF AT LEAST THREE (3) CUBIC YARDS OF SOIL AMENDMENT PER
ONE THOUSAND (1,000) SQUARE FEET OF LANDSCAPE AREA. PRIOR TO THE ISSUANCE OF ANY CERTIFICATE OF OCCUPANCY, A WRITTEN
CERTIFICATION MUST BE SUBMITTED TO THE CITY THAT ALL PLANTED AREAS, OR AREAS TO BE PLANTED, HAVE BEEN THOROUGHLY LOOSENED
AND THE SOIL AMENDED, CONSISTENT WITH THE REQUIREMENTS SET FORTH IN SECTION 12-132.
5.INSTALLATION AND GUARANTEE: ALL LANDSCAPING SHALL BE INSTALLED ACCORDING TO SOUND HORTICULTURAL PRACTICES IN A MANNER
DESIGNED TO ENCOURAGE QUICK ESTABLISHMENT AND HEALTHY GROWTH. ALL LANDSCAPING FOR EACH PHASE MUST BE EITHER INSTALLED
OR THE INSTALLATION MUST BE SECURED WITH AN IRREVOCABLE LETTER OF CREDIT, PERFORMANCE BOND, OR ESCROW ACCOUNT FOR 125%
OF THE VALUATION OF THE MATERIALS AND LABOR PRIOR TO ISSUANCE OF A CERTIFICATE OF OCCUPANCY FOR ANY BUILDING IN SUCH PHASE.
6.MAINTENANCE: TREES AND VEGETATION, IRRIGATION SYSTEMS, FENCES, WALLS AND OTHER LANDSCAPE ELEMENTS WITH THESE FINAL PLANS
SHALL BE CONSIDERED AS ELEMENTS OF THE PROJECT IN THE SAME MANNER AS PARKING, BUILDING MATERIALS AND OTHER SITE DETAILS. THE
APPLICANT, LANDOWNER OR SUCCESSORS IN INTEREST SHALL BE JOINTLY AND SEVERALLY RESPONSIBLE FOR THE REGULAR MAINTENANCE OF
ALL LANDSCAPING ELEMENTS IN GOOD CONDITION. ALL LANDSCAPING SHALL BE MAINTAINED FREE FROM DISEASE, PESTS, WEEDS AND LITTER,
AND ALL LANDSCAPE STRUCTURES SUCH AS FENCES AND WALLS SHALL BE REPAIRED AND REPLACED PERIODICALLY TO MAINTAIN A
STRUCTURALLY SOUND CONDITION.
7.REPLACEMENT: ANY LANDSCAPE ELEMENT THAT DIES, OR IS OTHERWISE REMOVED, SHALL BE PROMPTLY REPLACED IN ACCORDANCE WITH THE
REQUIREMENTS OF THESE PLANS.
8.THE FOLLOWING SEPARATIONS SHALL BE PROVIDED BETWEEN TREES/SHRUBS AND UTILITIES:
40 FEET BETWEEN CANOPY TREES AND STREET LIGHTS
15 FEET BETWEEN ORNAMENTAL TREES AND STREETLIGHTS

9.ALL STREET TREES SHALL BE PLACED A MINIMUM EIGHT (8) FEET AWAY FROM THE EDGES OF DRIVEWAYS AND ALLEYS PER LUC 3.2.1(D)(2)(A).
10.PLACEMENT OF ALL LANDSCAPING SHALL BE IN ACCORDANCE WITH THE SIGHT DISTANCE CRITERIA AS SPECIFIED BY THE CITY OF FORT
COLLINS. NO STRUCTURES OR LANDSCAPE ELEMENTS GREATER THAN 24" SHALL BE ALLOWED WITHIN THE SIGHT DISTANCE TRIANGLE OR
EASEMENTS WITH THE EXCEPTION OF DECIDUOUS TREES PROVIDED THAT THE LOWEST BRANCH IS AT LEAST 6' FROM GRADE. ANY FENCES

7.LARGE PROPERTY AREAS CONTAINING PROTECTED TREES AND SEPARATED FROM CONSTRUCTION OR LAND CLEARING AREAS, ROAD
RIGHTS-OF-WAY AND UTILITY EASEMENTS MAY BE "RIBBONED OFF," RATHER THAN ERECTING PROTECTIVE FENCING AROUND EACH TREE AS
REQUIRED IN SUBSECTION (G)(3) ABOVE. THIS MAY BE ACCOMPLISHED BY PLACING METAL T-POST STAKES A MAXIMUM OF FIFTY (50) FEET APART
AND TYING RIBBON OR ROPE FROM STAKE-TO-STAKE ALONG THE OUTSIDE PERIMETERS OF SUCH AREAS BEING CLEARED.

GRASSLAND HABITAT BY RESTORING NATIVE VEGETATION. THE RESTORATION AREAS WILL BE MAINTAINED AND MONITORED TO MAKE SURE THE
NHBZ RESTORATION IS SUCCESSFUL.
NHBZ RESTORATION WILL BE ACCOMPLISHED BY:
1.REGRADING THE RESTORATION AREAS AND ELIMINATING ALL NON-NATIVE WEED SPECIES.
2.NHBZ RESTORATION AREAS WILL BE GRADED TO CREATE A SMOOTHLY CONTOURED TOPOGRAPHY.
3.SOIL AMENDMENTS WILL BE ADDED AS-NEEDED BASED UPON CSU SOIL TEST RESULTS.
4.NHBZ AREAS WILL BE SEEDED WITH THE SPECIFIED NATIVE SEED MIX, MULCHED OR HYDROMULCHED.
5.TREES AND SHRUBS LISTED ON THE LANDSCAPE PLANS WILL BE PLANTED.
GRADING AND EROSION CONTROL TOPOGRAPHICAL RELIEF AT THE NHBZ RESTORATION AREAS WILL BE GRADED TO CREATE A NATURAL
LANDSCAPE. BIODEGRADABLE AND WEED-FREE EROSION CONTROL FABRIC, SEDIMENT FENCING, AND EROSION CONTROL LOGS WILL BE
INSTALLED AS NEEDED TO CONTAIN EROSION AND RUNOFF.
SOIL AMENDMENTS SOIL AMENDMENTS WILL BE BASED UPON A SOIL SAMPLE ANALYSIS FROM CSU. SEEDING THE NATIVE SEED MIX FOR THE
NHBZ WILL BE SPREAD AT THE SPECIFIED APPLICATION RATES, THEN COVERED WITH HYDROMULCH OR CERTIFIED WEED FREE STRAW MULCH. THE
SEED MIX WILL ALSO BE SPREAD ON SIDE SLOPES, AND AT ALL DISTURBED NHBZ AND ACCESS AREAS.
SITE MANAGEMENT AND MAINTENANCE THE PROPOSED RESTORATION SITE MANAGEMENT AND MAINTENANCE PLAN WILL INVOLVE MONITORING,
TRASH PICKUP, AND NOXIOUS WEED CONTROL. NOXIOUS WEEDS WILL BE REMOVED FROM THE RESTORATION AREAS MANUALLY AND ALSO USING
HERBICIDES IF NECESSARY. THE WEED MANAGEMENT PLAN WILL BE FOLLOWED AND ADHERED TO.
PROJECT SUCCESS THE APPLICANT WILL BE RESPONSIBLE THE SUCCESS OF THE RESTORATION PLAN AS OUTLINED IN THE NHBZ MONITORING
PLAN.
LONG TERM MANAGEMENT LONG TERM MAINTENANCE AND MANAGEMENT PLANNED FOR THE NHBZ RESTORATION AREAS WILL INCLUDE WEED

ANGUSTIFOLIA), MUSK THISTLE (CARDUUS NUTANS), CANADA THISTLE (CIRSIUM ARVENSE), CHEATGRASS (BROMUS TECTORUM), FIELD BINDWEED
(CONVOLVULUS ARVENSIS), CHICORY (CICHORIUM INTYBUS), BURDOCK (ARCTIUM LAPPA), LEAFY SPURGE (EUPHORBIA ESULA), AND KNAPWEED
(CENTAUREA SPECIES). THESE WEEDS WILL BE ERADICATED AND CONTROLLED.

NON-NATIVE NOXIOUS WEEDS WILL BE REMOVED AND CONTROLLED IN THE NATURAL HABITAT BUFFER ZONES AND PUBLIC AREAS AT BLOOM FILING
1 IN THE CITY OF FORT COLLINS. THE GOAL IS TO HAVE NO COLORADO DEPARTMENT OF AGRICULTURE LIST A WEED SPECIES AND LESS THAN 10%
LIST B WEED SPECIES PRESENT.
WEED CONTROL METHODS
A COMBINATION OF MANUAL WEED CONTROL AND HERBICIDE TREATMENT WILL BE UTILIZED TO CONTROL NOXIOUS WEEDS IN NATURAL HABITAT
AREAS AND BUFFER ZONES, FOLLOWING THE GUIDANCE ON THE COLORADO DEPARTMENT OF AGRICULTURE FACT SHEETS FOR EACH OF THE
NOXIOUS WEED SPECIES.
PRE-CONSTRUCTION WEED CONTROL
THE EXISTING ONSITE WEED POPULATIONS WILL BE TREATED BEFORE EARTHWORK AND CONSTRUCTION BEGINS.
DURING CONSTRUCTION WEED CONTROL & BEST MANAGEMENT PRACTICES
·EARTHMOVING EQUIPMENT WILL BE WASHED TO REMOVE MUD AND SEEDS PRIOR TO ARRIVING ONSITE.
·ALL DISTURBED AREAS AND STOCKPILES WILL BE MANAGED TO PREVENT WEEDS FROM GOING TO SEED.
·THE AMOUNT OF BARE GROUND AND LENGTH OF TIME GROUND IS BARE WILL BE MINIMIZED.
·ONLY CERTIFIED WEED-FREE MATERIAL IS USED FOR EROSION BMPS (FIBER ROLL BARRIERS, SEDIMENT LOGS, STRAW BALES, EROSION
BLANKETS, ETC.).
MONITORING AND CONTROL OF ANY COLORADO DEPARTMENT OF AGRICULTURE LIST A AND LIST B WEED SPECIES WILL BE CONDUCTED FOUR
TIMES PER YEAR. MANUAL PULLING USING HAND TOOLS WILL BE USED TO CONTROL SMALL POPULATIONS OF NOXIOUS WEED SPECIES. ALL
NOXIOUS WEEDS THAT ARE MANUALLY CONTROLLED WILL BE IMMEDIATELY REMOVED FROM THE SITE OR PLACED INTO TRASH BAGS THAT WILL TO
BE TAKEN TO A LANDFILL. HERBICIDE TREATMENT BY A LICENSED APPLICATOR WILL BE UTILIZED TO CONTROL ANY LARGE POPULATIONS OF
NOXIOUS WEEDS.
POST-CONSTRUCTION WEED CONTROL
WEED CONTROL AND MONITORING WILL BE CONTINUED, WITH WEED POPULATIONS BEING MONITORED AND ERADICATED FOUR TIMES PER YEAR
DURING THE GROWING SEASON. THE APPLICANT WILL BE RESPONSIBLE THE SUCCESS OF THE WEED MANAGEMENT PLAN AS OUTLINED IN THE
NHBZ MONITORING PLAN.

WEED MONITORING AND CONTROL AT THE PROJECT SITE AND IN THE NHBZ RESTORATION AREAS WILL BE COMPLETED FOUR TIMES PER YEAR

TWO WEEKS PRIOR TO CONSTRUCTION AND SHALL SHOW POTHOLED LOCATIONS AND ELEVATIONS IN PLAN AND PROFILE VIEW. GREELEY

4.IN THE EVENT THAT EXCAVATION IS REQUIRED FOR THE CITY OF GREELEY WATER PIPELINES DUE TO WATER PIPELINE REPAIRS, REPLACEMENT
OR OTHER OPERATIONS, THE EXCAVATION WILL BE BACKFILLED SAFELY BUT SURFACE RESTORATION WILL NOT BE DONE BY/ OR AT THE

6.THERE SHALL BE NO VIBRATORY OR HEAVY SHEEPSFOOT COMPACTION WITHIN 20 FEET OF THE EXISTING WATER TRANSMISSION PIPELINE.
STATIC COMPACTION EQUIPMENT SHALL BE USED.

AS PART OF THE LARGER BLOOM COMMUNITY, STREETSCAPE AND LANDSCAPE WILL PROVIDE A COMMON THREAD TYING TOGETHER THE INTERNAL

O V E R A L L P O L L I N A T O R C O N C E P T N A R R A T I V E
THE OVERALL POLLINATOR CONCEPT WITHIN BLOOM FILING ONE IS TO ESTABLISH A FRAMEWORK FOR A WELL-CONNECTED POLLINATOR NETWORK WITHIN
FILING ONE AND SUBSEQUENT FUTURE FILINGS. THE POLLINATOR NETWORK WILL SUPPORT THE CITY'S LARGER GOAL OF UTILIZING THE COOPER SLOUGH
AS A NORTH-SOUTH POLLINATOR CORRIDOR WITHIN NORTHEAST FORT COLLINS. A SERIES OF INTERNAL CORRIDORS WILL RUN BOTH NORTH-SOUTH AND
EAST-WEST WITHIN BLOOM TO CONNECT POLLINATORS THROUGHOUT BLOOM AND TO THE COOPER SLOUGH. A FLEXIBLE SYSTEM OF POLLINATOR NODES
WILL BE INTEGRATED THROUGHOUT DEVELOPED URBANIZED AREAS AND OPEN SPACE. PEDESTRIANS WILL BE ABLE TO LEARN ABOUT AND EXPERIENCE
POLLINATORS AS THEY USE BLOOM'S INTERNAL TRAIL SYSTEM AND SIDEWALKS. POLLINATOR NODES WILL ALSO SUPPORT AN ENHANCED LANDSCAPE
AESTHETIC THROUGHOUT BLOOM, PROVIDING SEASONAL COLOR AND INTEREST WHILE PROVIDING POLLINATOR HABITAT. THE AVERAGE FORAGING
DISTANCE FOR NATIVE POLLINATORS RANGES FROM APPROXIMATELY 50 FEET TO ½ MILE. THE OPTIMAL FORAGING DISTANCE FOR NONNATIVE
POLLINATORS, SUCH AS THE EUROPEAN HONEY BEE, IS APPROXIMATELY ONE MILE OR LESS FROM THE COLONY. THE PROPOSED CONCEPT PLAN AND
NODE LOCATIONS SUPPORT A DIVERSE VARIETY OF POLLINATORS.
PRIMARY POLLINATOR CORRIDOR
·NODES OF AT LEAST 100 SQUARE FEET EACH SHALL BE PROVIDED AT INTERVALS OF 100 LINEAR FEET MAXIMUM.
SECONDARY POLLINATOR CORRIDOR
·NODES OF AT LEAST 50 SQUARE FEET EACH SHALL BE PROVIDED AT INTERVALS OF 400 LINEAR FEET MAXIMUM.
PRIMARY POLLINATOR NODE
·NODES SHALL INCLUDE AT LEAST 2 SPECIES THAT BLOOM THROUGHOUT THE GROWING SEASON OR AT LEAST ONE SPECIES EACH BLOOMING IN
SPRING, SUMMER AND FALL.
SECONDARY POLLINATOR NODE
·NODES SHALL INCLUDE AT LEAST 1 SPECIES THAT BLOOMS THROUGHOUT THE GROWING SEASON OR AT LEAST TWO SPECIES BLOOMING IN DIFFERENT
SEASONS.
