Provide an estimated timeframe for Phase D
full buildout (post core/irrigation pond
portion).

Infrastructure development is expected
to take 16 months and is planned to start
in Q1, 2025. Home construction is
expected to start in mid 2026 and is not
expected to be complete until
approximately 2029.

outfall design vs interim

construction of the ultimate
outfall. If additional phases

General
An analysis is required to show the adequacy
of the existing BNSF 2’X1’ wooden box
culvert to allow discharge from further
development to this location. We do not
believe it is possible to show the structural
adequacy of the existing wooden box
structure as there is no way to test the
soundness of the interior. A drainage analysis
would be required showing this location can
meet 100- and 50- year criteria to allow
discharge directed towards this existing
structure.

The proposed Phase D development will
be implementing stormwater detention
to reduce developed 100-year discharges
to historic 2-year flow rates. The
proposed detention facility located
northwest of the intersection of
Mountain Vista Blvd. and Giddings Road
will discharge through a pipe daylighting
at the southeast corner of the
intersection, at which point flows will
follow existing drainage patterns, which
ultimately drain to the location of the
existing 24”x12” box culvert under the
railroad. By reducing developed
discharges at or below historic rates,
Montava is effectively improving the
existing condition at the BNSF crossing.

existing and proposed discharges at discharge
points to the canal.

Existing 2 X 1 box is not for drainage, it was
permitted for irrigation. Developer has not
assumed that right and doesn’t have
permission or easement to utilize. BNSF will
need to be satisfied that the drainage plan is
acceptable and enter into new agreement
with Developer.
RDN
The existing 24”x12” box culvert is
located at the natural low point of the
roughly 28 square mile Upper Cooper
Slough watershed and represents the
historic discharge point, as identified in
numerous hydrologic studies, including
the City of Fort Collins Upper Cooper
Slough Selected Plan of Improvements
(2022). If the 24”x12” culvert is not
intended to convey stormwater, where
did BNSF plan for the existing stormwater
discharge from this watershed?
As discussed, Phase D of Montava is
reducing stormwater discharges at or
below historic rates prior to being
conveyed via the existing drainage
patterns to the BNSF ROW. Based on this,
stormwater discharges from Phase D of
Montava do not adversely impact the
BNSF right of way. In fact, the proposed
detention facilities will improve the
stormwater runoff conditions at the
railroad.
