If not included, Project Engineer to reject and request resubmittal. 3. Drainage Report / Plans General Provide an estimated timeframe for Phase D full buildout (post core/irrigation pond portion). AJR Infrastructure development is expected to take 16 months and is planned to start in Q1, 2025. Home construction is expected to start in mid 2026 and is not expected to be complete until approximately 2029. Provided updated timeframe including estimate on ultimate outfall design vs interim condition. This review only assumes Phase D will be complete prior to the construction of the ultimate outfall. If additional phases would like to be completed prior, further review may be required. AJR The goal is to construct the interim outfall improvements while the ultimate design is being reviewed by the City of Fort Collins and BNSF. The ultimate design concept is currently being coordinated with the city and will be provided to BNSF as soon as possible. The ultimate crossing will be constructed once approved by the city and BNSF. Contractor to provide updates as available. Draft submittal for reference only would be appreciated. Drainage Report / Plans General Utility relocation, removal or placement on BNSF ROW requires separate permit through JLL. Drainage Report / Plans General Any proposed grading or drainage infrastructure along or underneath BNSF Railway and/or within BNSF right of way requires BNSF review and approval. FOCO to apply for a permit using below links for the interim solution. BNSF will insert assurances into that permit such that we are confident that the ultimate solution will be built. Drainage Report / Plans General An analysis is required to show the adequacy of the existing BNSF 2’X1’ wooden box culvert to allow discharge from further development to this location. We do not believe it is possible to show the structural adequacy of the existing wooden box structure as there is no way to test the soundness of the interior. A drainage analysis would be required showing this location can meet 100- and 50- year criteria to allow discharge directed towards this existing structure. AJR The proposed Phase D development will be implementing stormwater detention to reduce developed 100-year discharges to historic 2-year flow rates. The proposed detention facility located northwest of the intersection of Mountain Vista Blvd. and Giddings Road will discharge through a pipe daylighting at the southeast corner of the intersection, at which point flows will follow existing drainage patterns, which ultimately drain to the location of the existing 24”x12” box culvert under the railroad. By reducing developed discharges at or below historic rates, Montava is effectively improving the existing condition at the BNSF crossing. Update drainage report or provide a memo documenting the approach for the interim condition that addresses the following comments (comment 9 and beyond) for the interim solution. AJR As discussed, Phase D will provide detention to attenuate developed discharges at or below historic flow rates, which will effectively improve the existing condition at the BNSF crossing. Suggest adding this language to the drainage memo for interim condition. AJR Phase D drainage report has been updated to include stormwater attenuation language. No exceptions. No Updates. Closed 8.General Existing 2 X 1 box is not for drainage, it was permitted for irrigation. Developer has not assumed that right and doesn’t have permission or easement to utilize. BNSF will need to be satisfied that the drainage plan is acceptable and enter into new agreement with Developer. RDN The existing 24”x12” box culvert is located at the natural low point of the roughly 28 square mile Upper Cooper Slough watershed and represents the historic discharge point, as identified in numerous hydrologic studies, including the City of Fort Collins Upper Cooper Slough Selected Plan of Improvements (2022). If the 24”x12” culvert is not intended to convey stormwater, where did BNSF plan for the existing stormwater discharge from this watershed? As discussed, Phase D of Montava is reducing stormwater discharges at or below historic rates prior to being conveyed via the existing drainage patterns to the BNSF ROW. Based on this, stormwater discharges from Phase D of Montava do not adversely impact the BNSF right of way. In fact, the proposed detention facilities will improve the stormwater runoff conditions at the railroad. Update drainage report or provide a memo documenting the approach for the interim condition that addresses the following comments (comment 9 and beyond) for the interim solution. Closed 9.Interim Solution Include a statement that the interim condition does not impact the existing culvert's capacity due to the grading and cleaning improvements or provide other justification for no loss in hydraulic performance. AJR With the proposed concrete headwalls and wingwalls, the culvert entrance condition will be improved with a section that is equal to or better than the existing condition, which will result in no loss in hydraulic performance. No exceptions. No updates. Closed 11.Interim Solution Liner is called out to reinforce the existing timber box. Provide what portion of the loading the CIPP will handle. AJR/JH The intent of the liner is to hydraulically improve the existing culvert and is not intended to provide structural support for anticipated loading. The existing timber box appears to be in fair condition and does not require structural reinforcement. Reinforcement language has been removed from the plans. No exceptions. Assurances to be added in permit for full buildout and scheduling. No updates. Closed 12.Interim Solution Include the depth of the existing sanitary sewer to the ditch profile sheet. The designer will need to ensure compliance with the BNSF utility accommodation policy, as the proposed grading appears to reduce cover. AJR Depth to the existing 21- inch sanitary main is now shown on the plans. Based on the depth of the existing sewer, the proposed interim solution appears to meet the BNSF utility accommodation policy, as it will not require relocation or be adversely impacted by changes to grade. AJR/JH Based on correspondence with the CIPP vendor, they do not anticipate train traffic to interfere with the CIPP curing process, as the existing timber box appears to be in good condition and does not shift during loading. Pre-construction observation will be conducted prior to placement of CIPP liner to verify this is not a concern. No exceptions.Closed 14.Interim Solution Provide documentation that existing culvert is in fair to good condition as there is no way to inspect the existing culvert once it's lined. Including photos would be helpful. AJR/JH Photos of existing timber box culvert are included in the interim design memorandum documenting that the structure is in good condition. No exceptions.Closed 15.Interim Solution Reduce proposed grading on BNSF embankment to top of proposed headwall. There does not appear to be a need to grade up towards the track.
