Re: Front Range Storage Project (Fort Collins)
Please see the JR Engineering responses to the comments made on February 15th, 2024 by the
Colorado Department of Transportation. The comment responses are in red italics.
Traffic Impact Study:
1. Traffic Count must be provided in PCE’s (Passenger Car Equivalents).
Response: Addressed; site generated traffic was updated to reflect an increased
percentage of heavy vehicle usage from recreational vehicles entering/leaving the site.
Added section to the narrative describing the breakdown of heavy vehicle traffic.
2. CDOT reviews and determines all warrants on Long Range Count. Please include all
traffic counts in the 20 year long range.
Response: Addressed; the memo was updated to include analysis of the 2045 future year.
3. This Memo was applied at a 1% growth rate. Please include growth rates provided in
OTIS.
Response: Addressed; however, AADT projections from NFRMPO were used to adjust
the growth rates along Mountain Vista Drive and Vine Drive.
4. Please include posted speed limits at the access points.
Response: Addressed; included mention of posted speed limit along Frontage Road.
5. This Traffic Memo concludes no warrants are met. Please note that Left Turn lane
warrants are at 10VPH if the speed limit is over 40 MPH.
Response: Addressed; the Year 2025 and Year 2045 Total traffic volumes do not show
left turn volumes meeting or exceeding 10VPH in the AM or PM Peak Hours at the site
access. Therefore, the warrant for a left turn lane is still not met.
6. Please clarify that the North access is Gated Emergency Access only?
Response: Addressed; added annotation to figures specifying the north access is for
emergency use only as well as clarification in the narrative.
