The objectives of this Traffic Study are:  Estimate site-generated traffic and routing onto adjacent streets.  Perform traffic operations analysis for 2023 existing, 2025 opening day, and 2045 future conditions.  Make roadway improvement recommendations to accommodate new traffic as needed . The methodology, content, and findings of this Study are consistent with the following documents:  Larimer County Urban Area Street Standards (LCUASS) – Chapter 4 – Transportation Impact Study The base assumptions form according to LCUASS is included in Appendix A Key Findings of this Study  Levels of Service o All movements maintain a Level of Service of C or better in the Years 2023, 2025, and 2045 with the exception of the following movements in the Year 2045 Future Condition:  County Road 50 & Frontage Road: NBLTR, SBLTR  Vine Drive & Frontage Road: NBLRT, SBLTR  Queue Lengths o Queue lengths both before and after development of the site were acceptable.  Recommendations o The impact of the site’s development was negligible on traffic conditions. JR does not recommend any additional roadway improvements beyond those already committed and agreed upon. These are a driveway access and an emergency access along the I-25 East Frontage Road. Front Range RV & Boat Storage – Traffic Study 4 | P a g e Introduction JR has completed a review of the existing and forecasted traffic operations in the vicinity of the planned Front Range Recreational Vehicle (RV) & Boat Storage. A vicinity, site plan, and study intersections map is included in Figure 1. Proposed Land Use The development is anticipated to contain the following land uses:  458 Units of RV and Boat Storage (ITE CODE 151 – Mini-Warehouse) Study Intersections For this study, three intersections were analyzed, two of which are external and one providing access to the site along East Interstate-25 Frontage Road (referred to as Frontage Road throughout this study). The study intersections, along with a site plan and vicinity map, are shown in Figure 1. Intersection 1 is located at Frontage Road & Site Access. Along the north and southbound approaches there is one lane in each direction. The westbound approach is currently a gravel driveway with no traffic control; a stop sign is proposed. The posted speed limit along Frontage Road is 55 mph. Intersection 2, which is at County Road 50/Mountain Vista Drive & Frontage Road, is approximately 2,000 feet north of the site. It is a two-way stop controlled intersection where the north and southbound approaches have a stop sign. Each approach has one through lane. Additionally, the eastbound and westbound approaches have dedicated left turn lanes. Intersection 3 is approximately 3,000 feet south of the site at Vine Drive & Frontage Road. It is a two-way stop controlled intersection. The layout of Intersection 3 is identical to that of Intersection 2, except the westbound approach does not have a dedicated left turn lane. It should be noted that an emergency access to the site is proposed approximately 600 feet north of Intersection 1. However, this was not included in the analysis presented in this study because it is intended for emergency vehicles only and normal traffic was is not intended to be routed through this access. Multiple agencies may have jurisdiction over the study area intersections. The agencies include Larimer County, City of Fort Collins, and the Colorado Department of Transportation (CDOT). A Westrian Company LEGEND Front Range RV & Boat Storage – Traffic Study 6 | P a g e Existing Conditions Existing Land Use The project site is mostly vacant, except for an existing U-Haul Dealer, which generates approximately ten or fewer trips in the existing condition. This amount was determined by using the traffic counts in Appendix B to see how many trips entered Frontage Road but did not exit at either Study Intersection 2 or 3. This method was used for the AM and PM Peak Hour existing conditions and was applied to the existing land use for the site as seen in Figure 2. Existing Traffic Volumes Existing traffic volumes were obtained on Tuesday, July 18, 2023 by All Traffic Data Services for each of the external study intersections. Existing traffic volumes are shown in Figure 2. Traffic counts are included in Appendix B. Front Range RV & Boat Storage – Traffic Study 7 | P a g e Traffic Volumes and Distribution Background Traffic Growth Rate Projections of the Years 2025 and 2045 peak hour traffic volumes were added to existing volumes to account for future regional development. JR applied an annual 3.5% growth rate across the board, with the exception of turning movements entering or exiting the site, which instead used a 1.0% growth rate. This is consistent with the projection data provided by the North Front Range Metropolitan Planning Organization (NFRMPO). It should be noted that due to the increased presence of recreational vehicles (RVs) and boats using the proposed site, it was assumed that half of the turning movements entering and exiting the site at Intersec tion 1 were counted as heavy vehicles. Other movements throughout the studied intersections were assumed to have a 2% heavy vehicle usage per the existing traffic counts. Future background traffic volumes for the Years 2025 and 2045 are shown in Figures 3-4. Site-Generated Traffic Volumes Site-generated traffic volumes were estimated using the Institute of Transportation Engineers’ (ITE) Trip Generation Manual, 11th Edition under land use code 151 – Mini-Warehouse. The development of 458 RV and boat parking spaces is expected to produce the following trips:  Average Weekday Daily Trips: 82  AM Peak Entering Site: 3  AM Peak Exiting Site: 3  PM Peak Entering Site: 4  PM Peak Exiting Site: 4 Site-generated traffic volumes and distributions are shown in Figure 5. A trip generation report is included in Appendix C. Front Range RV & Boat Storage – Traffic Study 8 | P a g e Distribution of Site-Generated Traffic Site-generated traffic was routed onto adjacent streets according to the distribution in Table 1 and Figure 5. The site is located east of I-25 and north of the city of Fort Collins, thus it was estimated that a higher distribution of traffic is oriented south and west. These estimates were supported by the existing traffic count data. As such, JR applied the following distributions based on the existing traffic volumes: Table 1: Routing Distributions Off Site Distribution Estimate Direction Distribution Percentage NW 30% NE 5% SW 60% SE 5% Total Traffic Total traffic is the sum of background and site-generated traffic. JR forecasted total traffic volumes at the study intersections in the Year 2025 Opening Day and Year 2045 Total conditions. These volumes are shown in Figure 6 and Figure 7 respectively. Synchro reports are included in Appendix D. Levels of Service JR analyzed each of the studied intersections for peak hour Level of Service (LOS). Table 2 includes the LOS for each movement in the Year 2023 Existing condition. The forecasted LOS for background and total traffic in the Years 2025 and 2045 are shown in Table 3 and Table 4 respectively. For the Year 2025 Opening Day condition, movements still operated at a Level of Service C or better. For the Year 2045 Total condition, all movements operate at a satisf actory Level of Service, except for the following:  AM & PM Background and Total Traffic: o County Road 50 & Frontage Road: NBLTR, SBLTR o Vine Drive & Frontage Road: NBLRT  PM Background and Total Traffic: o Vine Drive & Frontage Road: SBLTR The movements listed above fail in both the Background and Total traffic conditions for the Year 2045 Future condition. This means that the failure was caused by background traffic growth and is not due to site generated traffic. Therefore, it is recommended that this failure be accepted. In order to mitigate failing levels of service in the future, CDOT could consider installing dedicated northbound and southbound left turn lanes at the intersections of County Road 50 & Frontage Road and Vine Drive & Frontage Road. Front Range RV & Boat Storage – Traffic Study 17 | P a g e Queue Lengths JR analyzed each of the Study intersections for 95th Percentile Queue Lengths using HCM 7th Edition methodology. The 95th Percentile Queue Lengths for the Year 2023 Existing, Year 2025 Opening Day, and Year 2045 Total conditions are shown in Table 5, Table 6, and Table 7 respectively. Most movements’ queues were under 25 feet in length, which does not block access to other access points. In the Year 2025 Opening Day condition, queueing is expected to remain largely the same across movements. However, the northbound movements at County Road 50 & Frontage Road increased from 35ft to 38ft. This change is relatively small, meaning no new concerns arise from it and no access points are expected to be blocked. For the Year 2045 Future condition, queueing is expected to remain the same across most movements, with the following exceptions:  County Road 50 & Frontage Road Future AM & PM Peak Hours o NBLTR: 370 and 563 feet o SBLTR: 263 and 608 feet  Vine Drive & Frontage Road Future AM & PM Peak Hours o NBLTR: 118 and 308 feet o SBLTR: 45 and 125 feet The increased queue lengths listed above are still not expected to block other access points. In order to address these queue lengths, as mentioned previously, CDOT could consider installing dedicated north/southbound turn lanes at the intersections of County Road 50 & Frontage Road and Vine Drive & Frontage Road. Front Range RV & Boat Storage – Traffic Study 19 | P a g e Conclusion Below is a summary of the conclusions and findings of this Study. Levels of Service Year 2023 Existing Condition: In the existing condition, all movements are operating at a satisfactory Level of Service C or better. Year 2025 Opening Day Condition: In the year 2025, the operation of intersections are not anticipated to change much, if at all, from the 2023 Levels of Service. The studied intersection movements continue to operate at a satisfactory Level of Service C or better. Year 2045 Total Condition: In the Year 2045, the operation of intersections are expected to maintain satisfactory Levels of Service, with the exception of the following movements:  AM & PM Background and Total Traffic: o County Road 50 & Frontage Road: NBLTR, SBLTR o Vine Drive & Frontage Road: NBLRT  PM Background and Total Traffic: o Vine Drive & Frontage Road: SBLTR It is recommended these failures be accepted because the failures first occur in the Background condition, meaning that the failure is not caused by site generated traffic. Queue Lengths The 95th Percentile Queue Length for each of the studied intersections in the Years 2023 and 2025 remain satisfactory with minimal safety concerns. Longer queue lengths in the Year 2045 Total condition are still not expected to block other access points. Recommendations The impact of the site’s development was negligible on traffic conditions. If CDOT wishes to address the failing level of services and increased 95th percentile queue lengths by the Year 2045 Future condition, then they could consider installing northbound and southbound left turn lanes at the intersection of County Road 50 & Frontage Road and Vine Drive & Frontage Road. Otherwise, JR does not recommend any additional roadway improvements beyond those already committed and agreed upon. These are a driveway access and an emergency only access along the I-25 East Frontage Road.
