( . inent This letter is written as a follow up to Mr. Steve Robinson's and your telephone conversations, on February 23, with Mr. Robert Patrick of this office concerning the proposed Fort Collins Expressway's proposed alignment through Evergreen Park Subdivision. Mr. Robinson has made application for a zoning change for properties located in the southwest corner of the subdivision, west of Redwood and south of Conifer. The Division has no objections to the zoning proposal . ter. Robinson has been working with the Division by setting aside a corridor through the subdivision for the proposed Fort Collins Expressway. As the Expressway is a proposal only, Mr. Dwight Bower, Division of Highways District Engineer, has asked the developers to manage their land development in such a manner as to preserve a corridor for the possible highway use, keeping in mind the possibility that the proposed Expressway may not be constructed in this area. If the proposed Expressway were not to be constructed in this area, the land could easily be developed as originally intended. Mr. Bower stated that a program for construction of the Expressway in this area is some years away. At that time, we did not have an approved Environmental Impact Statement. To demonstrate the above, the following is an excerpt from the Division's Five-Year Highway Construction Program (Jan. , 1977) . Fiscal Year 76-77 - Preliminary engineering to determine right of way and construction needs. Hold Public Hearings, advance toward final design. 77-78 - Purchase right of way around Laporte. 78-79 - Construct interchanges around Laporte. 79-80 - Continue construction grade around Laporte. 80-81 - No funds budgeted. 81-82 - Right of way and construction from Laporte toward Fort Collins. LES KAPLAN February 28, 1977 Page Two The above are our proposed requests for budgeting for highway construction; whether funding becomes available is up to monies available and Highway Commission actions. Thus, the Expressway is only a proposal until actual funding becomes available. The Division, in working with Mr. Robinson, has submitted to him a corridor in which the proposed Expressway could be constructed. The corridor was to parallel Bureau of Reclamation Easement as near as possible. With the northern boundary of 300 feet, right of way is to be 80 feet from the property line of the existing substation to allow for continuity of Conifer Street. Another constraint includes an area for an interchange at North College while allowing Conifer Street to access North College as previously platted. Mr. Robinson has stated in telephone conversations with Mr. Patrick that the developers will limit their development from Redwood west to a line 50 feet each side of the proposed boundary lines of the corridor and from Redwood east to a line 50 feet south of the boundary line of the proposed corridor. This would not only allow for future frontage roads, but would provide an area in which the proposed Expressway alignment could be shifted.
