Box 580 Fort Collins, Colorado 80521 Dear Mr. Kaplan: Re: Evergreen Park - Second Filing This is written as a follow-up to the meeting held in our office this morning concerning the Evergreen Park's Second Filing, Final Plat, conflict with the proposed location of the Fort Collins Central Expressway. In attendance at this morning's meeting in addition to you and me were Messrs. Paul Deibel of the City of Fort Collins Planning Office and Dwight Bower, District Engineer; and Robert Patrick, District Office Engineer, of the Division of Highways. Attached is a copy of the proposed location corridor as addressed in the Division's Environmental Impact Statement. The EIS has been submitted to the Federal Highway Administration and is presently being reviewed in their Regional Office. The District expects a reply within the next two months. The Division has developed a five-year plan which provides for funding for preliminary engineering, design location, and holding of public meetings during the fiscal year 1976-1977. It is projected that by this time next year the Division will have the alignment of the Fort Collins Central Expressway well defined. We appreciate your concern over the exact location of the Expressway as related to the Evergreen Park development. However, to date, only a corridor has been proposed. The Division is willing to coordinate our activities with those of the City of Fort Collins and developers along the proposed corridor. In this particular case, we would request that the developer of Evergreen Park designate a corridor through the development which would be acceptable to him and meet the following criteria: a. Provide a minimum of 300-foot right of way either by setback, reservation, or dedication (preferably the latter) . b. The termini of the alignment at property lines is such so as to provide continuity of alignment through adjacent properties. Larimer County Fort Collins Expressway Evergreen Park DOH FILE 04-41 MR. LESTER KAPLAN July 8, 1976 Page Two c. Alignment through the development does not include a series of curves. d. The corridor designated is acceptable to the Division. The Division has become more and more concerned as to the growth around and near the proposed expressway corridor. If developments, like this one, are approved without any regard to providing an adequate corridor, the economics of the project will become prohibitive. The District would find it desirable to meet with both the City of Fort Collins and the developer of Evergreen Park in order to coordinate the location of the Fort Collins Central Expressway.
