Miller said Company p u r m e n t 1635 13lue Spruce Drive p Suite 101 Fort Collins, Colorado 80521 Dear Mr, Robinson: This is written as a follow up to the meeting held in our offices concerning Evergreen Park Subdivision and the Proposed alignment of the Fort Collins Central Expressway. You were concerned with the access to the Property lying south of the proposed Expressway. Enclosed please find a 'xerox' copy of the aerial photograph on display in our office showing the approximate alignment of the Expressway through the Evergreen Paxk area. As you will note, the Division is proposing an inter- change at College Avenue. The southerly right-of-way line of the Expressway has left sufficient room for an access road to the properties which lie east of College and south of the proposed Expressway. The Division has no plans for providing for a crossing of Redwood, whether at-grade or grade separation. The Division does plan to provide for a grade separation at Lemay Avenue (Lindenmeir Lake Road) and East Vine Drive (not shown). In either of the move, there are no plans for egress and ingress to the proposed Expressway. The Division had a land transaction with Mr. Lyle Carpenter, who had interests in Evergreen Park, to provide access to East Vine Drive via the proposed Redwood Street. In July of 1976, this office met with representatives of Evergreen Park and the City of Fort Collins in order to come to some agreement as to a corridor for the Expressway. This was a result of the developers wishing to obtain the City's approval of the plat of the Second filing. The Division, after a series of meet- ings, agreed to the location as shown on the enclosure. The developer, Evergreen Park (a joint venture), was represented by Mr. Lyle Carpenter. He requested that the then proposed alignment be changed and was agreeable to the enclosed. He was also agreeable that the developer would be responsible for providing access to the properties on either side of the revised alignment. SWP#f�N ROBINSON January 14, 1977 Page Two You specif}cal?y requested a grade-separated crossing of Redwood Street with the proposed Expressway, In my response, I stated there were no plans for such, and if it were to happen, the embankment area necessary to provide .for the Express- way to cross over Redwood Street would eliminate the possibility for Conifer Street to pass to the south of the Bureau of Reclamation Substation. You are aware, from our discussion, that any major changes in the alignment as shown could seriously dwiia.ge the chances of this Expressway becoming a reality. The Division has made certain commitments to the citizens of Alta Vista, Andersonville, and Buckingham. Please be aware that the Division is willing to work with you and your company regarding the above. However, we do wish to emphasize the fact that the enclosed alignment is prelimJ.nary in nature, and that the exact location and right-of-way width needed can only be determined after specific design criteria have been met. As you are aware, the Division has not received Federal approval of our Environmental Impact Statement, and it is only after this approval that we can start our location design study. The Division does not see ourselves starting construction in the Evergreen Park area within the next couple of years. As with any organization, we are limited to monies being budgeted for this project, I would like to take this opportunity to thank you for showing your company's concern on this matter and look forward to working with you in the future.
