Bower District Engineer Colorado Division of Highways P.O. Box 850 - 1420 2nd Street Greeley, Colorado 80631 Dear Mr. Bower: In a recent letter you indicated the Division of Highways would welcome suggestions from the City of Fort Collins concerning interchanges , separations, and frontage roads of the proposed Fort Collins Expressway. As a result of recent discussions among members of the City staff and with representatives of the Larimer County Planning Department, we would like to make the following comments relative to the proposed expressway: A. We strongly urgeyou consider the placement of an interchange at the intersection of the expressway and Lindenmeier Road. We are hoping the Expressway will aid in the development of northeastern Fort Collins, however, the proposed expressway without an inter- change between Colorado Route 14 (East Mulberry Street) and U.S. Highway 287 (North College Ave. ) will not aid in improving the access to the area. We also feel the interchange is necessary to aid emergency vehicles bound for Poudre Valley Memorial Hospital located on North Lemay Avenue (Lindenmeier Road). The City and County are presently in the process of connecting the two roads . B. We would like you to consider a grade separation where the express- way crosses Redwood Street, located between Lindenmeier Road and College Avenue. As proposed, the expressway would divide a one square mile section and force local traffic to use Lindenmeier Road or College Avenue, major arterials, rather than the designed collector Redwood Street. Also, without the grade separation, the expressway would prohibit residential , commercial , and industrial interaction between the two halves of the square mile. C. We would also like you to consider moving the eastern intersection of the expressway with Colorado Route 14 (East Mulberry Street) further east. As mentioned above in A. , the City and County are in the process of linking Lindenmeier Road and North Lemay Avenue. When completed, the link and the expressway would be parallel , and almost be a duplication of transportation routes. If the interchange were moved further east, there is the possibility the expressway could be combined with Timberline Road. Timberline Road is being improved, 100% Recycled Bond Page 2 20 April 1977 Mr. Dwight M. Bower k S through another joint effort of the City and County, as an alternative truck route around the city. If the expressway f and Timberline Road were connected, there would in effect be a truck by-pass route which would enable traffic to circumvent , Fort Collins without having to travel on Colorado Route 14. Thank you for allowing us to comment on the proposed Fort Collins Expressway. Sincerely, Ken Waido Planner II KW/ja
