Bloom - Filing Nine - Project Narrative
• Project Title: Bloom - Filing Nine

• General Information:
The Plat included with this BDR application will create the roadway / backbone infrastructure and
superpad sites for future development associated with Tract GG of Bloom - Filing One. The BDR will
also include the design for the central gather / open space required for the Tract within the Mulberry &
Greenfields - PUD Master Plan.
This BDR and associated infrastructure and open space design has been strategically laid out to build
upon and reinforce the design principles and strategies that have been established and implemented in
current built phases within the Bloom community. The components of the proposed improvements have
been thoughtfully designed to support and seamlessly integrate into the surrounding context based on both
current and future visions. The design approach has placed emphasis on creating the infrastructure for a
vibrant, safe and walkable commercial core to the Bloom community and surrounding neighborhoods.

• Transportation Improvements:
Transportation improvements will be included as follows as part of the Bloom - Filing Nine BDR.
Greenfields Drive - A curb cut along this frontage is being proposed at the new Bloom
Boulevard intersection as a right in, right out traffic design. This will have some slight
impacts on the existing western ROW along Greenfields Drive which otherwise will be
protecting the existing trees, tree lawn and sidewalk.
Donella Drive - The proposed extension of Aria Way through Tract GG will require a new curb cut on
the south ROW of Donella Dr in alignment with the existing Aria Way to the north. Two parking
lot connections from the NW and NE superpad sites are also being proposed through the
Donella Drive ROW. Sidewalk, trees, and tree lawn improvements are also provided among
the proposed improvements
Aria Way - Continuation of Aria Way through Tract GG from the south ROW of Donella Drive to the
Frontage Road is being proposed as a public ROW.
Bloom Boulevard (new east west street) - A new east-west street is being proposed as a public ROW
from Greenfields Drive on the east to the new superpad tract line to the west.
Frontage Road - The connection of Aria Way to the Frontage Road will require a curb cut and tie in to
the existing Frontage Road ROW. Also, final sidewalk and ROW landscape improvements
are proposed to be completed along the frontage to the edge of property/Lake Canal.
All road improvements internal to Tract GG are proposed as a slight deviation from the LCUASS
standards with proposed drive lanes widths set at 11feet to help reduce vehicular speeds and
benefit pedestrian and bicyclist safety within the dense, vibrant and active mixed-use/commercial
core to the community.
Bloom - Filing Nine - Project Narrative
The current proposed LCUASS standard deviations noted above were presented and discussed
during our project meeting with the City of Fort Collins staff January 23, 2025. At this time the
departments were supportive of the proposed street sections for the reasons noted above and
informally provided direction to proceed.
• Site Design:
The infrastructure, superpad sites and open space improvements that are associated with this
application embrace and build upon all the site design principals associated with the Bloom
Community. Bloom - Filing Nine builds upon the established infrastructure framework and looks
to complete the walkable/multimodal approach to the communities core pedestrian spine, while
highlighting the unique design attributes that set this community apart.
Access and mobility to the site was carefully considered from a multimodal lens. The proposed
roadway alignments and superpad layouts create a framework for a pedestrian focused
commercial core. Specific focus was given to the extension of Aria Way, completing the primary
north - south pedestrian connection through the Bloom community and terminating this on
the southern open space, envisioned as an activated green for the community and supportive
of the commercial/retail uses. The vehicular access and circulation through the site is well
distributed and includes traffic calming design features such as narrower drive lanes and table
top intersections to encourage slower traffic for a safer pedestrian and biking environment. In
addition to these features, a regional bike trail section has been provided through the site and also
a proposed bus stop, both to better support access for a broader contextual population to the new
commercial and retail center.
The landscape character and sustainable design aspects from the broader Bloom development
will be carried through Bloom - Filing Nine. Aspects such as, colorful art, unique shapes, varied
patterns and unexpected design will create highly experiential spaces and foster community
engagement. Sustainable practices such as low water plantings, diverse plant palette with
pollinator attributes and thoughtful consideration to regional materials will reinforce the
landscape design vision of greater Bloom community in its commercial center.
A table capturing the Public Benefits Agreement (PBA) compliance has been provided on sheet
SP002 of the BDR submittal.
• Impacts to Natural Habitats:
There will be no impacts to natural habitat with the Bloom- Filing Nine area. All improvements are
proposed to occur within areas that have had previous improvements and/or overlot grading and
erosion control seeding.
• Development Phasing:
The proposed improvements associated with Bloom - Filing Nine (Commercial) are intended to
provide the necessary infrastructure and superpad sites for future commercial development.
Future commercial sites would be phased and developed as market conditions dictate.
