BEAUTIFUL SPACES. o: 970.224.5828 | w: ripleydesigninc.com RIPLEY DESIGN, INC. | 236 Linden Street, Suite A | Fort Collins, CO 80524 Purpose and Overview This Trash Operations Plan outlines the proposed trash and recycling management procedures for the western Villas and Cottage Homes at Touchmark Fort Collins. The plan ensures compliance with the conditions outlined in the project's conditional hearing approval, while prioritizing efficiency, safety, and ease of use for residents and the operating team. Touchmark and the designated operator will collaborate continuously and in perpetuity to review and refine these operations to meet the evolving needs of residents and site logistics. General Waste Management Procedures (Applicable to All Options) Waste Containers and Storage • Each villa and cottage will have assigned trash and recycling carts, stored in the attached garage of each home. • Containers will be clearly labeled for general waste and recyclables and will remain covered at all times to mitigate odor. • Residents are responsible for keeping carts clean and secured within their garage between collection days. Collection Schedule • Trash and recycling services will be provided by Republic Services, operating under a standard weekly pickup schedule. • All carts must be placed curbside or in designated collection zones by 7:00 a.m. on the assigned collection day. • Residents must return containers to garages by the end of the following day after pickup. Collection Methods The plan for trash and recycling collection outlines three Options (listed below), however if these three options fail to produce desirable outcomes through implementation, then other Options will be presented by the development’s operations team. The impl ementation will begin with Option A (Curbside Pickup at Each Cottage or Villa). If operational feedback indicates the need for increased efficiency or support, we will transition to MINIMAL RISK. PAINLESS PROCESS. If there are still operational and/or safety concerns, then we will implement Option C. Option A: Curbside Pickup at Each Cottage or Villa Under Option A, each resident places their trash and recycling carts at the curb in front of their own unit. This method allows Republic Services to service all units directly from the curb line on both sides of each private drive. Workflow Overview 1. Resident Responsibilities • Place trash and recycling carts at the curb in front of their unit by 7:00 a.m. on the designated collection day. 2. Trash Collection Procedure (Republic Services) • Trash collection will be conducted using automated side-lift trucks. • The collection vehicle will enter each private drive and service carts on both sides of the street. • Where necessary, Republic Services staff will reposition carts manually to ensure complete pickup. 3. Touchmark Staff Responsibilities • Provide courtesy reminders to residents one day in advance of collection day. Option B: Consolidated Pickup on One Side of the Street If a consolidated approach is deemed necessary for the convenience of the operator, then Option B will go into effect. Carts will be collected from one side only of each private drive, as indicated on a site map maintained by Republic Services. Workflow Overview 1. Resident Responsibilities • Place carts in designated collection zones on one side of the street, per a pre -distributed plan. • For residents unable to move their carts across the street, carts may be placed at their own curb for community staff assistance with repositioning. 2. Trash Collection Procedure (Republic Services) • An automated side-lift truck will perform all collections from one side of the private drive, per the approved collection route. 3. Touchmark Staff Responsibilities • Assist residents with mobility limitations by relocating carts to/from the designated pickup zones. MINIMAL RISK. PAINLESS PROCESS. Option C: Consolidated Pickup at Entrance to the Street If Options A and B fail to deliver safe and convenient collection results upon implementation, then Option C will go into effect. Carts will be collected and moved to the entry of each private drive to allow for pickup from the hauler without the need to enter the dead-end drives. Workflow Overview 1. Resident Responsibilities • Place trash and recycling carts at the curb in front of their unit by 7:00 a.m. on the designated collection day. 2. Touchmark Staff Responsibilities • Provide courtesy reminders to residents one day in advance of collection day. • Assist residents with mobility limitations by relocating carts to/from the designated pickup zones. • Haul trash and recycling carts from the curb in front of the units to the designated pickup zone at the entry of each dead-end drive. • After pickup, staff will return the carts to the location along the curb that the residents placed their carts. They will assist in returning carts to the appropriate garages or original curbside locations as needed. 3. Trash Collection Procedure (Republic Services) • An automated side-lift truck will perform all collections from one side of the private drive, per the approved collection route. Plan Maintenance and Review Touchmark is committed to maintaining a well-managed and efficient waste management process. This Trash Operations Plan will be periodically reviewed and updated based on: • Changes in service provider protocols or municipal regulations • Resident feedback • Operational performance Any substantial revisions will be coordinated with Republic Services, documented and shared with the City and residents as appropriate.
