An intensive-level Colorado Cultural Resource Survey Form was completed by a third-party historic preservation consultant. This form serves as the basis for staff’s evaluation of the property’s historic and/or architectural significance and its integrity, both of which are required for landmark eligibility as per Article II, Section 14-22. Staff has made the following findings regarding the information and evaluation of significance, integrity, and landmark eligibility provided by the consultant in the attached form. Significance Consultant’s evaluation: Criterion A – This building was developed in the early 1970s to hold medical offices. The primary one of those was the Hultgren Chiropractic Center, owned by the property’s developer, Dr. Glenn Hultgren. At that time and over the following years, the building housed a series of primarily non-medical businesses, including an attorney, real estate sales and development companies, and insurance offices. It is not associated with any specific event or pattern of events that might have made a recognizable contribution to history. Criterion B – Although Dr. Hultgren ran a successful chiropractic clinic for many years, and he seems to have had many satisfied patients, this does not rise to a level of significance that would merit landmark eligibility. The property is not associated with the life of any person who was adequately and demonstrably significant in local history. Criterion C – The building on this site is not adequately associated with the identifiable characteristics of a particular type, period or method of construction, nor does it represent the work of a master architect. Constructed in the early 1970s, it expresses a rather common form of commercial construction and style for small office buildings, except for the introduction of an interior garden courtyard. The property fails to rise to a level of significance under this criterion. Criterion D - The property is unlikely to yield information important in prehistory or history, and is not significant under this criterion. Staff agrees with the consultant’s conclusions regarding the property’s significance under all four Standards based on the following findings. • The property’s statement of significance is supported by a discussion of historical context and a comparative analysis that is appropriate for the property. Relevant context reports and comparative examples have/have not been referenced and cited. • Each significance criterion is addressed in the statement of significance, even if not applicable. • For eligible properties, a period of significance is provided and justified based on the available records. Integrity Consultant’s evaluation: Location – The office building on this property has not been moved and is in its original location. The aspect of location is excellent. Setting – When the property was developed in the early 1970s, the surrounding properties were either recently developed or about to be developed, as the city expanded into the area. The current combination of residences, medical buildings, and retail facilities were the result of this expansion. The aspect of setting is excellent. Design – The building’s original exterior design elements included its square two-story plan, flat roof, primary south-facing orientation, stuccoed walls, three bays on each side that held bands of fixed windows, and a recessed main entrance on the south. Alterations to these features began to take place in the mid-1990s, when the building was extensively remodeled for a new occupant. Over the past few decades, non-historic changes have included the introduction of ceramic tiles to the lower walls, substantial remodeling of the entire main entrance bay, and the installation of fixed metal awnings above the second-floor windows. These alterations negatively impacted the building’s character-defining design features. The aspect of design is poor. Materials – The building’s original exterior materials have been altered with the introduction of non-historic ceramic-tile wall cladding, fixed metal awnings, and new features in the main entry bay. The aspect of materials is poor. Workmanship – The skills that it took to construct the building remain somewhat apparent today. The aspect of workmanship is moderate. Feeling – The property continues to read as an office building, although its age is no longer apparent due to the exterior changes that have taken place. It fails to evoke a sense of the period in which it was built. The aspect of feeling is poor. Association – Due to the alterations that have taken place, the building no longer conveys a strong association with its original architectural style, ownership, period of construction, and early years of use. The aspect of association is poor. Staff agrees with the consultant’s conclusions regarding the property’s integrity based on the following findings. • Essential physical features are identified in the integrity analysis and related to period of significance. • Discussion of integrity relates to the property’s most relevant aspects of integrity per its significance. • Discussion of integrity focuses on the property’s essential physical features, and relates to period of significance. • Discussion and conclusion responds directly to previous conclusions and assessments of the property, whether in opposition or in agreement. Statement of Eligibility: Staff concludes that the Garden Professional Building at 1501 S Lemay Ave is not eligible for designation as a Fort Collins Landmark and is not an historic resource as defined in Municipal Code 14-3, or for the purposes of applying Land Use Code 5.8.1. General architectural description: This commercial property is located on the west side of Lemay Avenue, two properties north of that street’s intersection with Prospect Road. Facing south, the two-story building rests upon a concrete foundation and has a square plan measuring 81’ x 85’. Entrances are on the north and south, with the south-facing one being primary. The building’s exterior walls consist of cement blocks clad in ceramic tiles on the lower one-third, with the upper two-thirds clad in stuccoed wall boards. The roof is flat with a low parapet wall around the perimeter. South Wall - The south wall faces the parking lot. The middle one of its three bays is recessed and contains the building’s main entrance. This holds a centered pair of glass doors along with side lights and transom lights, all set in metal framing. A projecting box awning above shelters the entryway. Above that on the second floor is a balcony with an open metal rail. Additional doors and windows set in that recessed wall allow for access to the balcony and bring natural light to the interior. The upper wall above is clad in ceramic tiles that match those on the building’s lower walls. The parapet there extends higher than along the flanking walls. The two outer bays hold bands of four fixed single-light windows on the main floor and another four on the second floor. Wide vertical mullions separate the windows from one another. It is divided into three identical bays, with each bay holding four fixed single-light windows on the main floor and another four on the second floor. A concrete stairway drops into the ground to provide access to the basement. This is hidden by a stuccoed wall. North Wall – This side of the building faces a driveway and a few parking spots. Only the second floor is exposed due to a rise in the ground level. A centered, recessed entrance is reached by way of a wide six-step concrete stoop with wood and metal handrails. Two separate glass doors are present in the entry, along with large plate-glass windows mounted over a wood kickplate. The doors and windows are set in metal frames. The entryway is flanked by bands of three fixed single-light windows. East Wall – This side of the building faces onto Lemay Avenue and has no entries. It is divided into three identical bays, with each bay holding four fixed single-light windows on the main floor and another four on the second floor. Wide vertical mullions separate the windows from one another. Fixed metal awnings supported by metal braces are mounted above the second-floor windows. 22. Construction history: Development of this property began in early 1972, when the foundation was prepared for the building. Although primary construction was completed by the end of the year, the interior spaces were occupied in stages as that work was done to address issues brought up by city inspectors and to customize the spaces for tenants. The final work on the interior was not finished until late in 1973. After two decades, the building was extensively remodeled in 1995, apparently resulting in the exterior features that remain there today. 30. Historical background: In October 1958, an announcement printed in the Fort Collins Coloradoan informed readers that the chiropractic practice of the late Dr. William F. Ehmann had been sold by his widow to Dr. Glenn M. Hultgren. For the time being, its location would remain in the converted bungalow residence at 526 S. College Ave. Two years later, in September 1960, Dr. Hultgren moved the clinic farther south into a converted Ranch house at 2224 S. College Ave. He would continue to see patients there for the next twelve years. Glenn Hultgren was born in Montana in 1932 and graduated from high school in North Dakota. He then attended and graduated from Jamestown College, a private Christian school in Jamestown, North Dakota. That was followed by studies at the Palmer Chiropractic College in Davenport, Iowa. Following graduation, Hultgren opened his first practice in Bismarck, North Dakota, where he remained until he moved to Fort Collins in 1958 with his wife MaryLou. In the early 1950s, when he was studying to become a chiropractor, Hultgren formed the Christian Chiropractors Association. Over the following decades, the organization sent hundreds of doctors on missions across the globe to spread the gospel and treat patients in third-world countries. He made eighteen trips abroad to provide such services. The organization’s headquarters were established in Fort Collins once Hultgren settled in the city, and he served as its leader for many years. The association continues to operate today with offices at 2550 Stover St. In 1960, around the time Dr. Hultgren moved his clinic to 2224 S. College Ave., he was elected president of the Colorado Chiropractic Association, a position he was re-elected to hold into the 1970s. He also served on the Colorado Board of Chiropractic Examiners for six years. In early 1972, a permit was secured from the City of Fort Collins for the development of a new medical building at 1501 S. Lemay Ave., several blocks south of the city’s hospital. Estimated to cost $250,000, it would be constructed for Dr. Glenn Hultgren, who engaged local contractor Al Hockett to complete the project. Albert Hockett started as a Fort Collins residential contractor in the early 1960s, although he also advertised his availability for commercial work. Newspaper articles that appeared in the Coloradoan from the 1960s through the 1970s show that he constructed many buildings in the city during that period, including the following non-residential projects: 1967 - Warehouse, Bellvue (possibly the fish hatchery building at Watson Lake) 1968 – Campus West Shops, 1121 W. Elizabeth St. 1969 – Commercial Building, 1700 Laporte Ave. 1973 – Commercial Building, 130 W. Horsetooth Rd. Office Building, 619 S. College Ave. Veterinary Clinic, 2700 35th Ave., Greeley 1974 - Bethel Baptist Church, 833 S. Taft Hill Rd. Lemay Ave. 5 Commercial Building, 1137 Riverside Ave. Store Remodels, Foothills Mall Fort Collins Baptist Temple, 4036 S. Shields St. Fort Collins Parks Department Maintenance Building 1978 - Foothills Assembly of God, 305 W. Swallow Rd. Executive Plaza Offices, 2801 Remington St. Hockett launched construction at 1501 S. Lemay Ave. in early 1972. Major construction continued over the following months and was completed by the end of the year. The office spaces were finished in stages in 1972-1973 as they were customized for Dr. Hultgren and his tenants. In September 1972, Dr. Hultgren announced that he had moved his chiropractic clinic into the Garden Professional Building. That name was derived from the fact that the center of the building held an interior courtyard filled with tropical and subtropical plants along with a fountain. Sunlight was brought into the central atrium by a band of skylights that were mounted above in the flat roof. By the time the Hultgren Chiropractic Center moved into the building, another chiropractor by the name of Dr. Larry D. Moline had joined the practice. Advertisements placed in the Coloradoan starting in late 1972 informed the community that office spaces were available for lease. An open house for the Garden Professional Building was scheduled for early March 1973. City directories and newspaper articles indicate that several tenants initially occupied the building in addition to the Hultgren Chiropractic Center. They included attorney Hugh W. Drake, J. R. Nelson & Associates, Colorado Adjustment Bureau Inc., Robinson-Wear Realty, Steamboat Lake Development Corporation, Lomas & Nettleton Company, and the Middle Park Land & Cattle Company. Bobby Anderson, a running back with the Denver Broncos, was engaged to be present for the open house to attract visitors to the building. Dr. Hultgren worked well into his later years, although he moved his clinic to 4745 Boardwalk Dr. by the mid-1980s. He retired in 2016 at the age of 83 and died three years later. Dr. Hultgren is buried in Resthaven Memory Gardens in Fort Collins. By the mid-1980s, the building was occupied by a different group of tenants. They primarily included mental health therapists and psychiatrists, along with insurance offices. At some point, the property was rebranded as the Atrium Building. In 1995, all of the tenants were removed in favor of a single one, a GIS software development firm known as Genasys II Inc. that had 45 employees in Fort Collins. The building was extensively remodeled at that time. Genasys appears to have been present there for perhaps five years before the building was occupied by a medical treatment clinic known as the Rocky Mountain Cancer Center.
