The development site is located on approximately 2.20 acres of land at 360 Linden Street, starting at the intersection of Linden
Street and Willow Street, and extending to Lincoln Ave. The project is proposed to be a multi-family development consisting of
160 units in total between two 5-story buildings. 20% of the residential units are intended to be deed-restricted affordable. The
project will be entirely surface-parked. There is approximately 2,500 square feet of ground-floor retail / commercial space
proposed along Linden Street.
This alternative methods request is primarily based on the future Capital Improvement Plan for Willow Street. Currently, the
applicant has been instructed to provide an "interim" improvement plan for Willow Street that includes parallel parking on the
street frontage, along the northern elevations of the proposed buildings. Under this interim improvement plan, the development
project meets the Aerial Apparatus Access requirements on both the northern elevations of the buildings and the rear
elevations.
In coordinating the future "ultimate" Capital Improvement Plan for Willow Street, the City's Capital Projects and Engineering
Departments have communicated a design that includes angled parking on the street frontage. While the timing for this
ultimate build-out is undetermined, the addition of angled parking on Willow Street would make Aerial Apparatus Access
unfeasible long the northern frontage. Please note that in both the interim and ultimate improvement scenarios, the project is
able to provide one means of Aerial Apparatus Access along the southern elevations of the buildings with a 26-foot emergency
access easement provided.
The project is in full compliance now based on the interim condition of Willow Street, so this form is assuming that the ultimate
condition takes the project out of compliance. In anticipation of the ultimate Capital Improvement Plan for Willow Street, the
applicant is proposing several features to enhance the fire protection and life safety of emergency responders and the
buildings' occupants. These are described below.

Justification: Demonstrate conformity and equivalence with that prescribed in the Code. Describe any

The fire code official has the authority to require the owner or owner’s authorized agent to provide a
technical opinion safety report. The report is to be prepared by parties that have the technical ability to
evaluate the design of the facility or the operational process in question. A registered design professional
is commonly used for these services. It is critical that the preparer of the report have the proper
background and experience for the project since the credibility of the report depends on these
qualifications.

In anticipation of the future, ultimate build-out of Willow Street, the applicant is proposing the following alternative provisions in
lieu of full Aerial Apparatus Access along the northern elevations of the buildings:
- Increased width of building stairways.
- Extended stairways to the roof with walk-out access.
- Emergency lighting in all stairways.

SECTION 4 – USE
Contractors: Approvals must be incorporated into the plans by attachment to the plans. All approvals
must be presented to Department Inspectors at the time of the project inspection.
An approval of alternative materials and methods of construction (AMM) does not abrogate
requirements or approval by other agencies having jurisdiction or responsibility.
Approval, if granted, is specific to the project or process in question and shall not be construed as
approval or acceptance of this application on future projects and is specific to the address under which
the AMM was approved.
AMM approvals shall only remain valid within the currently adopted Building and Fire Code cycle in
which they were reviewed and approved. AMM approvals will expire upon adoption of subsequent
editions of the Code.
