Legal description A tract of land situate in the Northwest 1/4 of Section 18 , Township 7 North, Range 68 West of the Sixth P.M. , Fort Collins, Colorado, which begins at a point on the North line of East Elizabeth Street which bears N 89015 ' E. 200 feet from the West 1/4 corner of said Secion 18 , and runs thence along said North line of East Elizabeth street, N 89 15 ' E. 398. 00 feet; thence N 00006 ' E. 300. 00 feet; thence S 89015' W. 3.98 . 00 feet; thence S 00006 ' W. 300. 00 feet to the point of beginning. b. EAST ELIZABETH MEDICAL PLANNED UNIT DEVELOPMENT PLANNING OBJECTIVES Community Development This proposed medical PUD will provide additional medical facilities to the City of Fort Collins. This particular location is well suited for this type of development due to the close proximity to the existing hospital and other medical facilities. It would further enhance the identity of a medical community within this region of the city. Character The East Elizabeth Medical Planned Unit Development is designed to group several medical facilities in related building structures within a common pedestrian oriented plaza. This would permit shared usage of parking, court— yards and landscaping to promote a cohesiveness of this medical community. The architectural style of the building structures would be a mixture of native materials such as wood and masonry juxtaposed at a residential scale. The buildings would be arranged in such a manner as to allow for the development of private and shared plaza areas, linked by pedestrian circulation paths. Site Considerations The topography of this tract of land is an open field sloping to the northeast and has three large mature trees along the south border. The location of these trees and the desirability of a buffer zone along elizabeth street is conducive to a 25 foot landscaped strip along the street. Vehicular and Pedestrian Circulation Vehicular access to the site would be at two points along east elizabeth and connected by two driveway/entry loops, with parking located at the perimeter of the loop drives. Pedestrian circulation from east elizabeth to the development is provided for by a major walkway down the center of the property, with two secondary walkways along the driveways. Pedestrian circulation within the development is achieved by a common plaza with connecting paths and controlled crosswalks to the two outlying buildings. Pedestrian circulation would also provide for handicapped usage. Building Structures Building types would be a mixture of one story and garden level structures, not to exceed two stories above ground level. Buildings grouped close together would be constructed to meet fire resistive requirements. The site plan indicates building envelopes with maximum ground coverage expressed in square footage. East Elizabeth Medical Planned Unit Development Planning Objectives Page 2 Parking All parking is contained within the development at a ratio of 204 square feet of building area to one parking space. A preliminary investigation of other local medical developments have indicated that this ratio is sufficient. Listed below is an approximate ratio of existing building size to parking. Orthopedic Clinic 280 sq. ft./per parking space Doctors Medical Center 150 sq. ft./per parking space* Robertson Street Clinics , 200 sq. ft./per parking space Drake Park 250 sq. ft./per parking space *located within RH Zoning Open Space The design-of this Planned Unit Development provides for approximately 30% of shared open space. The clustering of buildings within this development creates larger common open areas than can be realized in conventional subdivision layouts. Signage There would be- a major identification sign for the total complex located within the south landscape buffer zone along elizabeth street. The physical construction of the sign would reflect the total character and materials of the development. Secondary signage at a smaller scale would be located at each building for individual identification. Pedestrian and vehicular circulation signage/graphics would be provided at an appropriate scale and design to complement other signage within the complex. Adjacent Property The focus of the overall development is directed inward to create a community environment within the site. Both Tract A and Tract B have sub- focal points, yet relate together in a common plaza entity. The periphery of the development is protected with either a buffer zone of landscaping or a low wall to the north. Jan. 26,1977 EAST ELIZABETH MEDICAL PLANNED UNIT DEVELOPMENT DEVELOPMENT SCHEDULE Tract A will be developed within a three year period. This time span would begin upon approval and acceptance of the final development plan. Tract B will be developed within a five year period after approval and acceptance of the final development plan. See the attached plan for phasing of individual buildings, parking and open space for Tract A and B in accordance with the above schedule. Tract A includes Phase 1 through 4. Tract B includes Phase 5 through 8. There will be no public improvements or recreational space areas. OWNERSHIP The land is currently owned by Geriatrics, Inc. Tract A will be sold to Dr. Mallory T. Harling, contingent upon the final acceptance and approval of this proposed PUD. Dr. Harling will inturn sell individual building sites to physicians and medically related users.
