Box 580 Fort Collins, Colorado 80521 Gentlemen: i The Colorado Division of Highways has reviewed the November 8th agenda of the Fort Collins Planning and Zoning Board and has the following comments for your consideration. Item #121-76: Horsetooth - South Mesa Annexation along US 287 at Horsetooth Road. The Division has no objections to this proposal . Item #112-76: Site/Landscape Plans for Arby's Restaurant, 1708 S. College, along US 287. The Division's comments are directed to the size and location of the proposed sign location and the increase in storm runoff as per our letter to you dated September 30, 1976 (a copy of which is attached) . Item #122-76: South College Commercial P.U.D. Preliminary Plan along US 287. The Division wishes again to make note of the potential storm runoff problem. The area of Tracts "A" and "B" of this proposal is approximately 7.8 acres. The Division assumes that Tract "B" will be paved similarly to Tract "A". A review of the Rational Formula used in determining the amount of runoff shows that the coefficient of runoff for a business area can be as much as nine times greater than for unimproved areas. As there are little or no storm drains in this area, it has become a concern to the Division that US 287 will be the major carrier of surface runoff. The Division would like to request that as areas are improved, the developers become responsible for retention of peak runoff or that the City consider the possibility of having a storm sewer improvement project. The City of Fort Collins at one time proposed a rear lot service road (Mason Street Alternatives) in this area. If this is still a possibility, the City should request a dedication, reservation, or setback to allow the construction of the proposed Mason Street service road. Item #111.76 Amendmat of the Harvard Subdivision First pill P 0 D - along U.S. - 207 The Division has no objection to this proposal; however. see cosment on drainage below. Item #112.76 Site%ndscapo Plan, for Arby's Restaurant along U.S. 287 Tree Division requests that the City review the never location and type of sign. This sign, as shown near the patio, is five feet inside the property lima. As theme is no indication- of the distance to the curb face, it is difficult to say whether tho sign will obstruct an exiting driver's view of the roadway. If it does, it would not only be hazardous to the exiting driver and to oncoming vehicles, but to pedestrians uning the sidewalk. DRAI'ACK Both of the above proposals call for paving of parking areas. Although these areas by themselves are relatively amll. an accumulation of small areas like these will have a significant effect on the amount of runoff onto U.S. 287.
