RE: McDonald's Restaurant at Town Square
Concerning the question of whether or not the proposed McDonald's Restaurant in the
Town Square P.U.D. is predominantly an indoor or outdoor restaurant, I have spoken to
the intended owner Mr. John Powers in order to get a description of the indoor and
outdoor activities. My conclusion is that the outdoor uses are clearly subordinant
to the indoor uses , therefore making the restaurant " indoor" and consistent with
the approval of the Planning and Zoning Board and City Council.
According to Mr. Powers the total indoor seating capacity is 130 and outdoor is 50.
The outdoor areas will have a garden-patio effect and ,are intended for warm weather use
only. The drive-through window is intended for automobile pick-ups having a home
destination. People would probably not be willing to wait in their automobiles and
then eat in the parking lot considering the adequacy of the indoor facility. The
indoor restaurant would discourage customers from eating in their cars . The City
Council definitely understood the existence and function of the drive-through window
when it approved the plan.
In conclusion, I am not concerned about the outdoor uses and feel they are, as the
City Council understood, secondary to the indoor uses.
