This letter is in response to your December 15, 1976
request for comment on the Strachan Fourth Annexation (#140-76)
petition. My comments will be limited to what I see as the
potential impact of the proposal on land use within the area of
the county' s jurisdiction.
Mere observation would lead most to conclude that the
present Foothills Mall has played a major role in the recent
thrust of urban development to the south between Fort Collins
and Loveland. Many land developers, in fact, have used the
location of the Mall as part of their justification for con-
tinued urbanization south of the city limits. This leads me to
conclude that substantial additions to the shopping facilities
in this general area will provide even more incentive for urban
densities to be proposed between Fort Collins and Loveland.
To date, County policy makers have not taken a clear stand
on the type and character of development which they perceive to
be the most desirable in the area between Fort Collins and
Loveland. I am, therefore, not in a position to state whether
or not the County would support the petitioners request.
