As part of your submittal, a response to the comments provided in this letter and a response to
plan markups is required. The final letter is provided to you in Microsoft Word format. Please use
this letter to insert responses to each comment for your submittal, using a different font color.
Please use the markups to insert responses to each comment on plans. Please do not flatten
markup responses.
Provide a detailed response for any comment asking a question or requiring action. Any comment

requesting a response or requiring action by you with a response of noted, acknowledged etc. will
be considered not addressed. You will need to provide references to specific project plans,

SUBMITTAL:
Correct file naming is required as part of a complete submittal. Please follow the Electronic
Submittal Requirements and File Naming Standards found here:

File names should have the corresponding number, followed by the file type prefix, project
information, and round number.
For example: 1_SITE PLAN_Project Name_FDP_Rd1.
A list of numbers and prefixes for each file can be found at the link above.
Intermill Land Surveying agrees to the file naming convention requested.

SUBMITTAL:
All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per
the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the
PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be
removed prior to submittal as they can cause issues with the PDF file.
The default setting is "1" ("on") in AutoCAD.
To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX
(version 2017 and newer) in the command line and enter "0".

Another review cycle will be required. The next cycle can be process with a shorter review period
referred to as a "Quick Check". The submittal will be accepted any day of the week and will be
routed on the next business day for a 10-business day review period. Final comments will be
issued the business day following the end of the review period.

SUBMITTAL:
Resubmittals are accepted any day of the week, with Wednesday at noon being the cut-off for
routing the same week. When you are preparing to resubmit your plans, please notify me with an
expected submittal date with as much advanced notice as possible.

ANY project that requires four or more rounds of review would be subject to an additional fee of
$3,000.00.
Advocating for my client in saying with the addition of the site plan beginning with round 3, not
appropriate to charge for a fourth round when we’ve provided a basic site plan since the first
submittal without comments provided.

Two (2) comments remain unresolved, and two (2) new comments have been added as a result of
this second review cycle. All comments requiring action from the applicant team shall be
addressed and resolved prior to the Director issuing a written decision. Please communicate with
each department and copy me with all correspondence you have regarding any questions about
any active comments and if they require an action prior to your project's decision being issued.
Intermill Land Surveying will comply with this comment and include our Development Review
Coordinator with any and all communications regarding this project.

The Director shall issue a written decision to approve, approve with conditions, or deny the
development application based on compliance with the standards referenced in Step 8 of the
Common Development Review Procedures (Section 6.3.8).
The written decision shall be mailed to the applicant, to any person who provided comments during
the comment period and to the abutting property owners, and shall also be posted on the City's
website at fcgov.com/developmentreview/proposals.
There is a two-week appeal period from the date of the signed written decision. The project is not
able to be recorded until it is confirmed there are no appeals.

A site plan is required for this project. Please show property lines, outlines of the existing
structures, critical dimensions, a land use table, a signature block, and standard site plan notes.

List the standards involved in site plan note #6 regarding modifications of standards.
Intermill Land Surveying has adapted the existing conditions exhibit into a site plan showing
property lines, buildings, critical dimensions, a land use table and standard site plan notes as
provided. Unsure what signature block needs to be included – please provide clarification.
Please include the language, "Structures demonstrate existing conditions for illustrative purposes.
Not intended to require exact location as shown."
Note added.
Additionally, please include the language, "Any existing encroachments into any of the easements
or right-of-way depicted on this site plan have not been permitted or allowed by the City. The
property owners have been made aware that the unpermitted encroachments could be required to
be removed at any time and they will have no recourse in that event."

Leaving this comment active until we hear from adjacent property owner regarding
encroachments.
All property owners have been in contact with Engineering.
02/21/2025: FOR APPROVAL:
Permanent structures are not permitted to encroach into a utility easement if they exceed 120
square feet, exceed 8 ft in height, or have a constructed footing/foundation. Either the utility
easement must be vacated, or the structure must be removed/relocated out of the easement. If you
seek vacation of the easement, additional discussion may be needed internally to see if there are
any conflicts with the vacation. If the structures located in the ROW and easements are not
permanent structures, then this comment can be ignored.
Note added to site plan. All current structures that encroach into an easement are smaller than 120
square feet and are not permanent buildings. All property owners are aware that they may need to
remove and/or relocate these assets in the future.
