Timberline Parcel ID: 8729270001 Property Owner: Dillon Companies LLC, DBA King Soopers Existing Zoning: N-C (Neighborhood Commercial) Project Plan and Purpose: PLAN: AT&T Mobility requests approval of this application to place fully screened rooftop antenna mounts in each of the four corners, and associated radio equipment cabinets on the ground at rear of the King Soopers store on the east end. Equipment cabinets will have a solid CMU security wall around them. The wall will be of similar texture and color as the existing store and be attached to the exterior store wall. The rooftop locations are planned as square enclosures to hide the antenna arrays from view yet be of a material that allows radio frequency transmission. Each rooftop corner location will be approximately 190 square feet for a total of approximately 720 square feet. The corners are ideal as transmission locations because the roof is more structurally sound. Placing them further back from the building parapets would require them to be taller to achieve coverage objectives and would impact the structural integrity of the roof. The screen boxes are planned to be of a texture and color to match and blend with the existing building. The associated radio equipment cabinets will be placed in a designated lease area at the base of the easterly rear wall of the store. The planned equipment enclosure is approximately 260 square feet. This area will have a secure wall and gate. All equipment installed will be owned, maintained and managed by AT&T. The attachment of this equipment does not substantially change the physical dimensions or use of the main host structure. The site will be unmanned and will operate 24/7/365. The site will not generate vehicle traffic except for periodic maintenance visits and requires no parking spaces. There is no impact on ground water or existing landscaping. No hazardous materials are involved with this project. PURPOSE: The purpose of the installation at this location is to serve the FirstNet Nationwide Safety Public Broadband Network (‘FirstNet network”) and to provide upgraded and enhanced coverage to AT&T customers along S. Timberline, E. Drake Rd. and the general neighborhood vicinity. Excerpt from FirstNet information office: The proposed project will include facilities to serve the FirstNet 1 Nationwide Safety Public Broadband Network (“FirstNet network”) as well as AT&T’s commercial customers. The FirstNet network will provide first responders with priority access to wireless communications services on a single nationwide network, enabling increased coordination among first responder agencies and decre ased response times. The FirstNet Network: All 50 states have opted in to the FirstNet Nationwide Public Safety Broadband Network. The federal First Responder Network Authority, through a public -private partnership with AT&T, will provide the nation’s first-ever high-speed nationwide wireless broadband network dedicated to federal, state and local first responders. Various public safety agencies including the United States Forest Service will be able to communicate on the FirstNet network, allowing greater coordination and faster response times. In its partnership with the First Responder Network Authority, AT&T is responsible for building, maintaining, and upgrading the FirstNet network for the next 25 years. In order to support FirstNet, AT&T will be upgrading its existing wireless sites and building new wireless facilities throughout Colorado. AT&T’s upgrades include deployment of the new frequency band (“Band 14”) supporting the FirstNet network. In 2012, the U.S. Congress set aside Band 14 for use by first responders. FirstNet Built with AT&T is designed to be reliable, functional, safe, and secure, and it will provide optimal levels of operational capacity at all times. 1 The First Responder Network Authority (FirstNet) is an independent authority within the U.S. Department of Commerce. Chartered in 2012, its mission is to ensure the building, deployment, and operation of the nationwide, broadband network that equips first responders to save lives and protect U.S. communities. Powder River Development Services, LLC 1660 S Albion St Suite 317 Denver, CO 80222 303.478.2835 Steve.kelly@powderriverdev.com ADDITIONAL INFORMATION: • Application fees have been paid and receipt acknowledged by Development Review Coordinator. • Attached to, submitted with and made a part of this application are required documents: o Project Narrative o Preliminary Development Review comments letter with applicant responses o Development Review checklist o Development Review application o Project plan set containing title page with project information, site plan, elevations, general notes o Project photo simulations of proposed installation o RF Emissions letter o RF Non-interference letter o Water Adequacy Determination – provided but N/A as no water source necessary for telecommunication sites o Other items on the checklist are either waived or deferred by departments at this time including Owner Authorization and the power design which will be part of the building permit process and CD’s. The applicant understands and acknowledges no Development Review permit will be granted until the Authorization is provided. • When Development Review is complete and approved applicant plans to submit for building permit and commence the installation. Typically, rooftop projects take approximately four (4) weeks from start to completion, barring delays for weather or materials supply chain issues. No phasing is required. • Kroger (King Soopers) has approved the AT&T proposed wireless site on the store and a lease is in negotiation at this time.
