Pickleball Facility at 4401 Innovation- Drainage Justification Letter
To Whom It May Concern:
Background
This letter provides justification for the offsite drainage and temporary construction easements required
for the installation of an 18-inch storm outfall pipe. The pipe is proposed to discharge into an existing
drainage Swale located on the south side of the Golden Meadows Park, located directly north of the
property at 4401 Innovation Drive. This storm outfall pipe will discharge treated stormwater collected in
a water quality chamber serving the proposed Pickleball Facility at that address. The existing drainage
Swale is already being used to convey stormwater runoff from this site and the surrounding area east
along the southern property line of the park and in to the Golden Meadows Detention/WQ pond. The
location of the proposed pipe and easement is illustrated in Exhibit A(attached).
Alternatives Analysis
The selected discharge location aligns with the existing natural drainage patterns of the site, where
stormwater runoff currently flows northward into the Golden Meadows property. Due to the site's
topography and the requirement to route stormwater runoff to the Golden Meadows Pond, discharging
to the north is the only feasible solution. The site drains from south to north so discharge south isn't
possible. The property to the west drains north so discharging to the west would ultimately need to have
a discharge into the Golden Meadows property as well requiring an easement. A discharge to the east
isn't feasible due to vertical constraints and being unable to treat the on-site water.
Construction in Golden Meadows Park
The proposed 18-inch storm pipe will be installed in an open trench that is anticipated to be 5-6' in depth.
The upper 6 inches of existing vegetation will be carefully removed, preserved, and reinstated upon
completion of the work. The proposed storm line will crossing an existing water pipe which will be
protected in place during construction as shown on the Storm Plan and Profile sheet in the construction
documents.The trench will not directly conflict with the trunk of any trees though they could impact some
of the root zones. Some roots may need to be cut for installation but throughout the easements plywood
will be placed on the ground to protect roots during installation. Tree protection notes can be found on
the construction plans.
All construction will occur from the Pickleball site, and no access will be taken through Golden Meadows
Park. Existing sanitary sewer and water lines in the vicinity will be protected in place,with the storm sewer
to be installed at a minimum vertical clearance of 18 inches above these utilities. The storm outfall is to
be protected by Type-L buried riprap. There will be no cut or fill of earth in the easement area and
contractor will match grade once pipe installation is complete and reinstall the upper six inches of native
vegetation.
