HomeMy WebLinkAboutProject Narratives - 04/30/2025Project Information and Design Narrative Liberty Common Junior High School – Phase 2 April 30, 2025 The project involves converting the existing building at 1901 Sharp Point Drive from an office into Liberty Common Junior High School. This includes a change of use, change in occupancy, and full interior renovations. Additionally, a new building addition will be constructed to connect this facility with the adjacent building at 1825 Sharp Point Drive. Site improvements include redirecting stormwater flow away from the new addition, creating new stormwater detention and water quality features, rerouting public and emergency access, and relocating utilities around the building footprint. The renovated interior will feature classrooms, administrative offices, a cafeteria, a regulation-size gymnasium, and support spaces designed to accommodate 330 junior high students. Earlier this year, City Council approved the vacation of the public right-of-way (ROW) on Riverbend Court. This project also includes a replat to vacate and re-dedicate public access, emergency access, drainage, and utility easements to support the revised site layout. The City’s SPAR review letter includes comments from Traffic Operations and Planning Services regarding the installation of a traffic signal at Prospect and Sharp Point, and a pedestrian crossing at March Court and Sharp Point. We acknowledge the complexity and extended timeline associated with designing and funding these improvements. To ensure that classes can begin by August 2026, construction on the building addition needs to start by August 2025. Therefore, we respectfully request that the Development Agreement (DA) for the traffic signal and pedestrian crossing be separated from the Final Development Plan (FDP) process. We are open to alternative, collaborative approaches to address these items but want to avoid delays that could impact Phase 2 construction and school opening. We propose that the DA be finalized before any construction occurs in the ROW along Sharp Point and March Court—excluding the primary power feed to a transformer, which will be coordinated with Fort Collins Light & Power. A separate ROW permit application will be submitted for this utility work to ensure it's completed before school begins in August 2025. We appreciate the ongoing support and collaboration from City staff in developing this project and look forward to continuing our partnership as the project moves forward.
