The scope of work for this Limited Phase II included the installation of seven (7) soil borings and temporary groundwater monitoring wells at the Property. National Inspection Services® previously completed a Phase I Environmental Site Assessment (ESA) on the subject property, report dated February 29, 2012 and updated June 18, 2018, which identified several recognized environmental conditions associated with the Property, as discussed in Section 1.2 of this report. The Property consists of approximately 6.55 acres and is comprised of five parcels of land. The 2601 South College Avenue Property is improved with the Spradley Barr Mazda automobile dealership and consists of an automobile dealership building and detached garage. The dealership facility also includes a 1.68-acre parking lot on the southwestern portion of the Property. The southeastern portion of the Property is improved with two commercial buildings located at 2627 South College Avenue and 132 West Thunderbird Drive. The 2627 South College Avenue Property is occupied by Sherwin Williams and the Limited Phase II Environmental Site Assessment – Spradley Barr Automobile Dealership and Two Commercial Buildings June 29, 2018 132 West Thunderbird Drive building is currently vacant. The northwestern corner of the Property was formerly occupied by the Top Hat car wash and gasoline station facility and currently consists of a remaining concrete pad foundation. The field scope for this project was completed on June 19, 2018. This report provides a description of the Limited Phase II ESA activities conducted at the Property and a discussion of the laboratory results obtained from the soil and groundwater samples collected. The information contained within this report is intended solely for your use and benefit and that of your designated associates, regarding the Property. The scope of this limited Phase II ESA is limited to identifying environmental impacts at the areas of concern identified in the previous Phase I ESA and is not considered a comprehensive site investigation. Seven (7) subsurface soil samples and seven (7) groundwater samples were collected at the Property and analyzed for volatile organic compounds (VOCs) and total petroleum hydrocarbons (TPH) gasoline range organic (GRO) using EPA Method 8260B, and TPH diesel range organics (DRO) using EPA Method 8015. TPH GRO and DRO were not detected above laboratory detection limits in the seven (7) soil samples and seven (7) groundwater samples collected. In addition, VOCs were not detected above laboratory detection limits in the seven (7) soil or groundwater samples collected, except for soil boring B-4 and temporary well B-4W. A total of three VOCs were detected in soil sample and 11 VOCs were detected in the groundwater sample; however, the detected soil analytes were not above their respective Colorado Department of Public Health & Environment (CDPHE) Colorado Soil Evaluation Values (CSEV) or Colorado Department of Labor & Employment Division of Oil & Public Safety (OPS) Tier 1 Risk Based Screen Levels (RBSLs), and the detected groundwater analytes were not detected above Tier 1 RBSLs or Colorado Basic Groundwater Standards. Acetone was also detected in the soil sample from B-3, well below the established RBSL and CSEV. Based on the findings of this Limited Phase II ESA, no further assessment of the soil or groundwater at the Property is warranted; however, during site redevelopment considerations should be made for the removal of remnant underground hydraulic lifts, floor drain/sand trap components and associated impacted soils, which may be discovered during decommissioning of these items. In addition, it is possible residual impacted soils remain in the vicinity of the former gasoline station and former 12,000-gallon underground storage tank (UST) system removed from the 2601 South College Avenue parcel. During site excavation and redevelopment, if impacted soils are discovered they should be segregated onto poly sheeting for field screening and disposal characterization. The 2601 South College Avenue Property is improved with the Spradley Barr Mazda automobile dealership and consists of an automobile dealership building and detached garage. The dealership facility also includes a 1.68-acre parking lot on the southwestern portion of the Property. The southeastern portion of the Property is improved with two commercial buildings located at 2627 South College Avenue and 132 West Thunderbird Drive. The 2627 South College Avenue Property is occupied by Sherwin Williams and the 132 West Thunderbird Drive building is currently vacant. The northwestern corner of the Property was formerly occupied by the Top Hat car wash and gasoline station facility and currently consists of a remaining concrete pad foundation. A Site Location Map and Topographic Map are included as Figure 1 and Figure 2. 1.2 Environmental Conditions National Inspection Services® previously completed a Phase I Environmental Site Assessment (ESA) on the subject property, report dated February 29, 2012 and updated June 18, 2018. That report indicated that several Recognized Environmental Conditions (RECs) were present at the site, including the following: • The north-central portion of the Property is utilized as an automobile dealership facility. As part of on-site operations, the facility conducts automobile servicing activities. On-site operations include the use of hazardous materials in the form of oils, lubricants, transmission fluid, antifreeze, and solvents. Waste materials generated from the operations include waste oil, waste antifreeze, and waste solvents. An area of significant waste oil staining was observed in the vicinity of the 500-gallon waste oil aboveground storage tank (AST) situated along the southern exterior of the automobile dealership building. Areas of oil staining were also observed on the air compressor mechanical room floor, on the service garage and western paint and body garage floor areas, and in the vicinity of the exterior storage sheds located south of the service garage area. Floor drains are utilized by the service garage and western paint and body garage areas. The drains are connected to a sand trap situated to the northwest of the detached detailing garage building. The service garage area was formerly equipped with underground hydraulic lift components that have been replaced with aboveground lifts. • National Inspection Services® contacted the Poudre Fire Authority for information pertaining to underground storage tanks and hazardous materials spill/cleanup activities. National Inspection Services® was provided a permit to remove a 12,000- gallon fuel-containing underground storage tank (UST) system from the 2601 South College Avenue property on December 8, 1986. The permitted UST removal activity was not on file with the Colorado Division of Oil and Public Safety. No additional information was available for the UST removal activity with the Poudre Fire Authority Limited Phase II Environmental Site Assessment – Spradley Barr Automobile Dealership and Two Commercial Buildings June 29, 2018 or the Colorado Division of Oil and Public Safety. Based on the absence of a removal report containing subsurface testing and tank location information, the identification of the former 12,000-gallon UST system is considered a recognized environmental condition to the Property. This assessment has revealed the following historical recognized environmental conditions in connection with the Property: • The northwestern portion of the Property was former occupied by the Top Hat car wash and gas station facility having the historical address of 215 West Drake Road. The facility was constructed in 1970 and was eventually demolished in 1998. As part of operations, the facility utilized three 8,000-gallon UST systems containing gasoline. In 1992, a confirmed release was reported from the on-site UST systems. A corrective action plan was initiated in 1994 which involved groundwater monitoring and subsequent remediation activities. The remediation system consisted of a soil-vapor extraction (SVE), air sparging, and groundwater extraction with reinjection of the treated effluent. The remediation system started operation on March 25, 1997. In March of 1998, the three 8,000-gallon UST systems were removed from the Property along with 368 cubic yards of contaminated soil. The remediation system operated from March 25, 1997 through June 13, 2002 and removed approximately 63 pounds of benzene, 155 pounds of BTEX, and 3,470 pounds of total volatile petroleum hydrocarbons from the localized groundwater. In 2006, the Colorado Division of Oil and Public Safety issued a letter stating that methyl tertiary butyl ether (MTBE) concentrations in groundwater were below risk- based screening levels and that the MTBE groundwater ingestion exposure pathway had been eliminated at the site. Groundwater monitoring activities continued through 2007 where it was determined that BTEX concentrations in groundwater did not exceed maximum contaminant levels (MCLs) with the slight exceedance of benzene in monitoring well MW-1 and ethylbenzene in monitoring well MW-19 and a No Further Action determination was requested for the site. On May 6, 2008, the Colorado Division of Oil and Public Safety issued a No Further Action determination for the former Top Hat car wash and gas station facility. Between June 16, 2008 and July 6, 2009, the groundwater monitoring/remediation wells and the remediation system were decommissioned. • On September 24, 1998, one 560-gallon UST containing waste oil was removed from the Property. The UST was situated along the southern exterior of the dealership service garage area. Two soil samples were collected from beneath the UST system and were analyzed for benzene, toluene, ethylbenzene, and xylenes (BTEX) and oil and grease. Concentrations of BTEX and oil and grease were not identified above detection levels in the two soils samples collected. Based on the removal of the UST system and the results from the confirmatory soil sampling activity, the Colorado Division of Oil and Public Safety issued a No Further Action letter dated November 4, 1998 for the waste oil UST removal activity. Limited Phase II Environmental Site Assessment – Spradley Barr Automobile Dealership and Two Commercial Buildings June 29, 2018 The Phase I ESA concluded that, based on the findings from the previous subsurface investigations conducted at the Property, subsurface conditions have been documented in the northwestern portion of the Property as it relates to the former Top Hat car wash and gas station facility and in a small southern exterior portion relating to the former 560-gallon UST containing waste oil. However, subsurface conditions in the vicinity of the automobile service garage area are currently unknown. Based on approximately 50 years of automobile servicing operations conducted on-site that have included the handling and storage of hazardous materials and wastes, a former 12,000-gallon fuel UST, former underground hydraulic lifts, and floor drain/sand trap components. If the Property is redeveloped, considerations should be made for the removal of remnant underground hydraulic lifts and floor drain/sand trap components. Additionally, the location of the former 12,000-gallon fuel UST could not be determined during the course of this assessment. Localized subsurface contamination, that may not be identified during the site-wide subsurface investigation, may exist in the vicinities of these current and former components. 2.0 Subsurface Investigation The Phase II activities were completed in accordance with the approved scope of work. On June 19, 2018, National Inspection Services® undertook the subsurface investigation activities at the Property, designed to retrieve current subsurface soil and groundwater data in select areas of the Property. Prior to drilling activities, on June 18, 2018, Ground Penetrating Radar Systems (GPRS) cleared the boring locations of active utilities. In addition, the public utilities were contacted to mark underground utilities at and in the vicinity of the Property. Photographs of the following field activities are included in Appendix A. 2.1 Drilling Activities The limited subsurface investigation included the advancement of seven soil borings (B-1, B-2, B-3, B-4, B-5, B-6 and B-7) and installation of seven temporary groundwater monitoring wells (B-1W, B-2W, B-3W, B-4W, B-5W, B-6W and B-7W), which were completed as follows: • B-1 was completed to a depth of approximately 25 feet below ground surface (bgs) and converted to a temporary groundwater well. This boring was completed in the gravel-covered area on the 132 West Thunderbird Avenue parcel, to the north and down-gradient of the vacant building. • B-2 was completed to a depth of approximately 25 feet bgs and converted to a temporary groundwater well. This boring was completed on the 2627 South College Avenue parcel, to the north and down-gradient of the Sherwin Williams commercial building. • B-3 was completed to a depth of approximately 25 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt-paved parking lot on the southwest portion of the Property. Limited Phase II Environmental Site Assessment – Spradley Barr Automobile Dealership and Two Commercial Buildings June 29, 2018 • B-4 was completed to a depth of approximately 25 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt-paved parking lot on the northwest portion of the Property, down-gradient of the former Top Hat car wash and gasoline station facility. • B-5 was completed to a depth of approximately 25 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt-paved area in front of the Spradley Barr Collision Center. • B-6 was completed to a depth of approximately 30 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt-paved area in front of the Spradley Barr Service Center. • B-7 was completed to a depth of approximately 25 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt-paved area on the northeastern portion of the Property, down-gradient of the detail center and sand trap. A Soil Boring Location Plan, which depicts the approximate locations of the seven soil borings and temporary wells is included as Figures 3. The soil borings were completed by Remington Technologies of Loveland, Colorado, using a high-capacity direct push soil sampling machine. Soil samples were collected in 5-foot intervals on a continuous basis in disposable plastic sleeves, and visually described. Information regarding the subsurface conditions is included in the attached soil boring logs (Appendix B). At each boring location, soil was sampled at 5-foot intervals and the samples were placed into plastics bags and field screened for non-specific volatile organic compounds (VOCs) using a photoionization detector (PID). These readings are recorded on the soil boring logs. Each boring was completed to a depth of approximately 25-30 feet bgs. With the exception of B-4, field screening activities did not identify elevated PID readings, petroleum type odors or staining of the subsurface soils. These six soil samples were generally collected above the groundwater table at a depth of 10-15 feet or from an interval where slightly elevated PID readings were noted. Elevated PID readings (48.2-101 ppm) were detected in boring B-4 and petroleum odors were noted in soils at depths ranging from 0.5 inches bgs to approximately 12.5 feet bgs. This soil sample was collected at a depth of approximately 10-15 feet bgs. The soil samples were placed in laboratory-supplied containers, and immediately placed on ice. The soil samples were submitted to Origins Laboratory, Inc. of Denver, Colorado for laboratory analysis of VOCs and total petroleum hydrocarbons (TPH) gasoline range Organics (GRO) by U.S. EPA Method 8260B and TPH diesel range organics (DRO) by U.S. EPA Method 8015. 2.2 Groundwater Monitoring Well Installation Upon reaching the total boring depth in the seven borings, a temporary groundwater monitoring well was constructed in each soil boring using new one-inch polyvinyl chloride (PVC) well screen and blank casing. At each boring location, 10 feet of factory slotted screen was placed in the bottom of the boring, and blank casing threaded onto the screen and extended to the ground surface. Due to the temporary nature of the wells, no Limited Phase II Environmental Site Assessment – Spradley Barr Automobile Dealership and Two Commercial Buildings June 29, 2018 sand pack or bentonite seal were initially placed in the annulus between the boring wall and the well casing. Groundwater was encountered in the seven temporary wells between approximately 11.9 and 20.5 feet bgs, see Table 3. Each temporary monitoring well was adequately hand-purged using disposable polyethylene hand bailers to at least three well volumes. A groundwater sample was collected from each well and placed into laboratory supplied 40 ml glass VOA bottles (unpreserved) and immediately placed on ice. The seven groundwater samples were submitted to Origins Laboratory, Inc. of Denver, Colorado for laboratory analysis of VOCs and GRO using EPA Method 8260B and DRO using EPA Method 8015. 3.0 Subsurface Conditions The Property is situated within the Denver Basin, which is located in the Colorado Piedmont on the western edge of the Great Plains physiographic province. According to the USGS Geologic Map of Colorado, the geology underlying the Property consists of older gravels and alluviums of the Pre- Bull Lake age. Bedrock is anticipated to be encountered at approximately 20- 30 feet below the ground surface. The soils underlying the Property consist of Nunn clay loam, which consists of clay loam and clay. The Nunn clay loam series is derived from Pleistocene-aged alluvium and eolian deposits and is well drained with a slope of zero to one percent. During the drilling activities, the subsurface soils across the Property were characterized generally as native soils generally consisting of brown sandy clay loam, followed by clay loam, and sandy loams with gravels. Groundwater was encountered between approximately 11.9 and 20.5 feet bgs. According to USGS Topographic map interpretation the Property slopes gently downward to the northeast. 4.0 Analytical Results 4.1 Soil Results The seven subsurface soil samples (B-2, B-2, B-3, B-4, B-5, B-6 and B-7) were analyzed for VOCs and TPH GRO using EPA Method 8260B and TPH DRO using EPA Method 8015. TPH DRO and TPH GRO were not detected in the seven soil samples above laboratory detection limits. Additionally, VOCs were not detected in the seven soil samples above laboratory detection limits except for acetone in soil borings B-3 and B-4, and n-Propylbenzene and sec-Butlybenzene in soil boring B-4. The detected VOCs were not above their respective Colorado Department of Labor & Employment Division of Oil & Public Safety (OPS) Tier 1 Risk Based Screening Levels (RBSLs) or Colorado Department of Public Health & Environment (CDPHE) Colorado Soil Evaluation Values (CSEV). The attached Table 1 lists the identified analytes and corresponding soil standard. A Sample Location map depicting the subsurface soil sample locations are included as Figures 3. Laboratory analytical results are included in Appendix C. Limited Phase II Environmental Site Assessment – Spradley Barr Automobile Dealership and Two Commercial Buildings June 29, 2018 4.1.1 Discussion TPH DRO and TPH GRO were not detected in the seven soil borings above laboratory detection limits and VOCs were not detected in the seven soil borings above laboratory detection limits except for acetone in borings B-3 and B-4, and n-Propylbenzene and sec-Butlybenzene in boring B-4. The detected VOCs were not detected above their respective Tier 1 Risk Based Screening Levels or Colorado Soil Evaluation Values. Soil boring B-4 was installed down-gradient of the former gasoline station on the Property. During field screening activities, elevated PID readings and petroleum odors were noted within soil boring B-4; however, analytical results did not indicate petroleum concentrations in soils which would be considered a threat to human health or environment. The former release associated with the gasoline station was issued a No Action Determination on May 6, 2008, and therefore, it was not anticipated soils would be encountered above these regulatory limits. No evidence of petroleum contamination such as stained soils or petroleum type odors were noted in the remaining soil borings. 4.2 Groundwater Results The seven groundwater samples collected (B-1W, B-2W, B-3W, B-4W, B-5W, B-6W and B-7W) were analyzed for VOCs and GRO using EPA Method 8260B and DRO using EPA Method 8015. TPH DRO and TPH GRO were not detected above laboratory detection limits in the seven groundwater samples collected. VOCs were not detected in the seven groundwater samples collected, with the exception of B-4W. A total of 11 analytes were detected in the groundwater sample B-4W; however, none of the compounds were detected above their respective Colorado Basic Standard for Groundwater or Tier 1 RBSL. The attached Table 2 lists the identified analytes and corresponding groundwater standards. Laboratory analytical results are included in Appendix C. 4.2.1 Discussion The seven groundwater samples were analyzed for VOCs, GRO and DRO, which were not detected in the groundwater samples above laboratory detection limits, with the exception of VOCs in B-4W. These 11 VOCs were detected well below their respective groundwater standards. Temporary well B-4W was installed down-gradient of the former Top Hat car wash and gasoline station which formerly utilized several underground storage tanks which were associated with a release in 1992. Remedial actions were put in place and the facility received a No Action Determination in 2008. The detected levels of VOCs in this groundwater sample are likely residual from this former release and appears to be localized in the vicinity of the former gasoline station. Based on the findings of this groundwater sampling event, the levels of VOCs detected are not above Tier 1 RBSLs and not considered a threat to human health and environment. The Phase II activities were completed in accordance with the approved scope of work. The field scope for this project was completed on June 19, 2018.
