Subject: Prospect Plaza Student Housing Transportation Impact Study — Final Compliance

This memorandum provides a final compliance statement regarding the Prospect Plaza
Student Housing Transportation Impact Study(TIS), dated January 2025,which was completed
by Delich Associates, and accepted by the City of Fort Collins. The Fort Collins Planning &Zoning
Commission approved this project. The plan, as reflected in the TIS, had 785 beds. As shown in
Table 1, the calculated trip generation was 2018 daily trip ends, 55 morning peak hour trip ends,
and 165 afternoon peak hour trip ends. Since the approval, the project size has been reduced to
696 beds. As reflected in Table 2, the new calculated trip generation is: 1788 daily trip ends, 49
morning peak hour trip ends, and 146 afternoon peak hour trip ends. There will be 230 less daily
trip ends, 6 less morning peak hour trip ends, and 19 less afternoon peak hour trip ends. The
conclusions/recommendations in the TIS will not change. It is respectfully requested that the cited
TIS be accepted.
