The objectives of this Traffic Memorandum (Memo, Study) are:  Analyze 2025 Existing traffic operations  Estimate site-generated traffic volumes and route onto adjacent streets  Analyze 2026 Opening Day traffic operations  Make recommendations to accommodate forecasted traffic volumes The methodology, content, and findings of this Memo are consistent with the following document:  Larimer County Urban Area Street Standards (LCUASS), Chapter 4 – Transportation Impact Studies The Base Assumptions form, per LCUASS standards, is included in Appendix A. Key Findings of this Memo  Land Use and Trip Generation: The Project is proposed to contain 17 pickleball courts. Due to limitations in the ITE data, the Project was modeled as a racquet/tennis club with 17 tennis courts. The site is expected to generate 448 daily trips and 62 trips in both the AM and PM peak hours.  Traffic Operational Results: Levels of service and queue lengths are satisfactory in the 2025 Existing condition. With the addition of site-generated traffic and increased background traffic, levels of service and queue lengths are expected to degrade slightly in the 2026 Opening Day condition. The southbound right movement at Harmony & Innovation is expected to operate at LOS E in the peak hours. No other operational issues are anticipated.  Recommendations: No roadway improvements are recommended with the Project. However, the pickleball facility should be operated in a manner that considers the drop -off and pick-up times of the nearby schools. Additionally, the Project will provide a new access to the Power Trail. Zero Zero Two Pickleball Facility – Traffic Memo 4 | P a g e Introduction JR has completed a review of the existing and forecasted traffic operations in the vicinity of the Zero Zero Two Pickleball Facility. A vicinity map is included in Figure 1. Proposed Land Use The development is anticipated to contain 17 pickleball courts. Since there is currently no ITE trip generation data for pickleball courts, the development was modeled as a Racquet/Tennis Club (ITE 491) with 17 tennis courts. According to the Zero Zero Two website, the facility is planned to be managed as a club with memberships to reserve courts ahead of time. A site plan is included in Appendix B. Study Intersections The following intersections were analyzed in this Memo: 1. Monte Carlo Drive & McMurry Avenue (all-way stop control) 2. Monte Carlo Drive & Innovation Drive (one-way stop control) 3. E Harmony Road & Innovation Drive (right-in/right-out (RIRO)) Figure 1 - Vicinity Map 5 | P a g eZero Zero Two Pickleball Facility - Traffic Memo PROJECT SITE Zero Zero Two Pickleball Facility – Traffic Memo 6 | P a g e Existing Conditions Existing Land Use The Project site is currently a vacated two-story office building covering 60,000 square feet. The Project will renovate the office space into a pickleball facility with 17 courts, 6 of which will be outdoors. Existing Traffic Volumes Existing traffic volumes were obtained on Thursday, January 16, 2025 (PM peak hour) and Friday, January 17, 2025 (AM peak hour) by All Traffic Data Services for each of the external Study intersections. Although it is not typical to collect counts on a Friday, JR believes the AM peak hour counts are reasonable because all the nearby schools were in normal session. Existing traffic volumes are shown in Figure 2. Traffic counts are included in Appendix C. Nearby Schools Three schools exist near the Project site:  Colorado Early Colleges Fort Collins High School  Colorado Early Colleges Fort Collins Middle School  Kruse Elementary School The site and the high school share a single access road from Innovation Drive; employees and members of the pickleball facility must drive through the high school parking lot to access the site. There is concern of significant delays during morning drop-off and afternoon pick-up hours. Public Transit An existing bus stop is located along E Harmony Road, just west of Innovation Drive. The bus stop is approximately 1,500 feet from the pickleball facility. Access to Power Trail The Project is located near the Power Trail, which serves pedestrians and cyclists. The Project will provide a new connection to the Power Trail. Zero Zero Two Pickleball Facility – Traffic Memo 7 | P a g e Traffic Volumes and Distribution Background Traffic Growth Rate JR applied a 2% growth rate to the existing traffic volumes to account for future regional development. Year 2026 background traffic volumes are shown in Figure 3. Site-Generated Traffic Volumes Site-generated traffic volumes were estimated using ITE Trip Generation Manual, 11th Edition. JR applied a 5% reduction to account for pedestrian and bike trips. The development is expected to produce the following vehicle trips:  Average Daily Trips: 448  AM Peak Entering Site: 31*  AM Peak Exiting Site: 31*  PM Peak Entering Site: 31  PM Peak Exiting Site: 31 *ITE does not have AM peak hour data for the Racquet/Tennis Club land use (ITE 491). Therefore, volumes were assumed to match the PM peak hour. Site-generated traffic volumes are shown in Figure 4. A trip generation report is included in Appendix D. Distribution of Site-Generated Traffic Site-generated traffic was routed onto adjacent streets according to the distribution of existing traffic, shown in Figure 4. Total Traffic Total traffic is the sum of background and site-generated traffic. JR forecasted total traffic volumes at the Study intersections in the year 2026 (Opening Day), which are shown in Figure 5. Synchro reports are included in Appendix E. Levels of Service JR analyzed each of the Study intersections for peak hour level of service (LOS). Table 1 includes the LOS for each movement in the existing condition (year 2025). Table 2 includes the forecasted LOS for background traffic and total traffic in the year 2026. However, the southbound right movement at Harmony & Innovation operates at LOS D in both peak hours. In the 2026 Opening Day condition, the southbound right at Harmony & Innovation is expected to degrade to LOS E in the peak hours. Traffic operations at the other intersections are expected to be LOS C or better. Zero Zero Two Pickleball Facility – Traffic Memo 13 | P a g e Queue Lengths JR analyzed each of the Study intersections for 95th percentile queue lengths. Table 3 includes the queue lengths for the year 2025 with existing traffic. Table 4 includes the queue lengths for the year 2026 with total traffic. No issues with queuing are identified. Regarding the surrounding schools, additional queues are assumed to be manageable during morning drop-off hours. Additional queues may be significant during afternoon pick-up hours, assuming parents spend time searching for their child. In the 2026 Opening Day condition, queue lengths are expected to increase slightly as a result of site-generated traffic and higher background traffic volumes. Still, no issues with queuing are identified; the pickleball facility is not expected to generate enough traffic to disrupt the school drop -off and pick-up operations. Zero Zero Two Pickleball Facility – Traffic Memo 14 | P a g e Conclusion Below is a summary of the conclusions and findings of this Memo. Trip Generation The Project is proposed to contain 17 pickleball courts. Due to limitations in the ITE data, the Project was modeled as a racquet/tennis club with 17 tennis courts. The site is expected to generate 4 48 daily trips and 62 trips in both the AM and PM peak hours. This assumes a 5% reduction for pedestrian/bike trips. Traffic Operational Results Levels of service and 95th percentile queue lengths are satisfactory in the 2025 Existing condition. With the addition of site-generated traffic and increased background traffic, levels of service and queue lengths are expected to degrade slightly in the 2026 Opening Day condition. The southbound right movement at Harmony & Innovation is expected to operate at LOS E in the peak hours. The 95th percentile queue lengths are projected to be 65 feet and 30 feet in the AM and PM peak hours, respectively. Since these queue lengths would not impede the upstream intersection 175 feet north, JR recommends accepting this LOS f ailure. No other operational issues are anticipated. Recommendations No roadway improvements are recommended with the Project. However, the pickleball facility should be operated in a manner that considers the drop-off and pick-up times of the nearby schools. To enhance accessibility for pedestrians and cyclists, the Project will provide a new access to the Power Trail.
