Comment Number: 2 10/11/2024: SUBMITTAL: As part of your submittal, a response to the comments provided in this letter and a response to plan markups is required. The final letter is provided to you in Microsoft Word format. Please use this letter to insert responses to each comment for your submittal, using a different font color. Please use the markups to insert responses to each comment on plans. Please do not flatten markup responses. Provide a detailed response for any comment asking a question or requiring an action. Any comment requesting a response or requiring action by you with a response of noted, acknowledged etc. will be considered not addressed. You will need to provide references to specific project plans, pages, reports, or explanations of why comments have not been addressed [when applicable]. Response: (BHA) Responses to comments are included in this letter. 2 Comment Number: 3 10/11/2024: SUBMITTAL: Correct file naming is required as part of a complete submittal. Please follow the Electronic Submittal Requirements and File Naming Standards found here: https://www.fcgov.com/developmentreview/files/electronic-submittal-requiremen ts-and-file-naming-standards_v1_8-1-19.pdf?1703783275 File names should have the corresponding number, followed by the file type prefix, project information, and round number. For example: 1_SITE PLAN_Project Name_FDP_Rd1. A list of numbers and prefixes for each file can be found at the link above. Response: (BHA) We believe file naming standards are met. Comment Number: 4 10/11/2024: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Comment Number: 5 10/11/2024: SUBMITTAL: Resubmittals are accepted any day of the week, with Wednesday at noon being the cut-off for routing the same week. When you are preparing to resubmit your plans, please notify me with an expected submittal date with as much advanced notice as possible. Response: (BHA) Thank you. We have provided notification of resubmittal. Comment Number: 6 10/11/2024: INFORMATION: Please resubmit within 180 days, approximately 6 months, to avoid the expiration of your project. Comment Number: 7 10/11/2024: INFORMATION: ANY project that requires four or more rounds of review would be subject to an additional fee of $3,000.00. Comment Number: 8 10/11/2024: NOTICE: A Development Review sign will be posted on the property. This sign will be posted through the final decision and appeal process. A request for the removal of signs will be made by your Development Review Coordinator at the appropriate time. Comment Number: 9 10/11/2024: FOR HEARING: All "For Hearing" comments need to be addressed and resolved prior to 3 moving forward with scheduling the Hearing. Staff will need to agree the project is ready for Hearing approximately 4 to 8 weeks prior to the hearing. Response: (BHA) Understood. We believe that all of the ‘For Hearing’ comments have been addressed. Comment Number: 10 10/11/2024: FOR HEARING: This proposed project is processing as a Type 2 Development Plan. The decision maker for Type 2 is the Planning and Zoning (P&Z) Commission. For the hearing, we will formally notify surrounding property owners within 800 feet (excluding public right-of-way and publicly owned open space). Response: (BHA) Understood, thank you. Based on the current annexation schedule it appears the earliest the ODP could go to public hearing will be February 2025. Comment Number: 5 12/16/2024: FOR HEARING Once the annexation and zoning of the property is complete, please update the map on the cover sheet to indicate the new zoning (E). Response: (BHA) Cover sheet has been revised. Department: Traffic Operation Contact: Steve Gilchrist sgilchrist@fcgov.com 970-224-6175 Topic: General Comment Number: 1 12/16/2024: FOR HEARING - UPDATED: The updated Transportation Impact Study has been received, reviewed, and general conclusions accepted. There is a correction that will need to be made within the TIS. The TIS details the City of Fort Collins LOS standards in Table 4-3. The table is actually Table 4-2. Please correct any references to the City LOS standards. Response: (Kellar) The TIS has been updated accordingly to reference Table 4-2. 10/14/2024: FOR HEARING: The Transportation Impact Study has been received, and reviewed. We will continue to coordinate updates to the study agreed upon within an external meeting between the developer's Traffic Engineer and the City of Fort Collins Traffic Operations. This included updating Timberline and International data, a more detailed phasing plan, and bike and pedestrian connectivity. We have also discussed the addition of any potential secondary uses for the site as the current school building is shared with another business. Comment Number: 2 12/16/2024: INFORMATION: It is the understanding of the TIS, that the 4 secondary use currently within the existing building as Heritage Christian Academy will remain for the time being, and is not expected to change or increase the daily trips/traffic with this project. If development occurs and this secondary use is removed or changes, then this may require further traffic evaluation under the Land Use Code and the Larimer County Urban Area Street Standards. Response: (Kellar) Acknowledged, it is understood that additional traffic evaluations may be required with future development that revises the secondary use. Comment Number: 3 12/16/2024: INFORMATION: The overall development plan details the approximate locations for access drives within this site. While generally supportive of what is proposed, the actual locations and design will be coordinated in PDP with Planning and Engineering staff. If spacing standards are not met variances may be required. Department: Environmental Planning Contact: Kristie Raymond kraymond@fcgov.com Topic: General Comment Number: 4 12/03/2024: FOR HEARING: Please make sure the Natural Habitat Buffer Zone (NHBZ) lines are clearly notated. Include a legend that shows the "ROUGH ESTIMATE OF NATURAL HABITAT BUFFER PER LUC 3.4.1." Please indicate the line and possibly add a color to the NHBZ so this is clear for future PDP submittals. Response: (BHA) A unique linetype has been used for the NHBZ and has been added to the legend with the notation from the comment. If color is required please let us know and we can make this change in the final version prior to recording.
