Chapter 1, Section 2.2—Drainage Planning, Section-2.2.1 Planning Process Elements For large-scale,multi-phase developments,planners and engineers should incorporate space for water quality treatments in the initial, overall design plans and plan ahead for addressing the water quality requirements, whether meeting all the requirements in the first phase or each phase meeting the requirements individually. What hardship prevents this site from meeting the requirement? Per the criteria stated above all water quality requirements need to be met in the first phase or in each sequential phase. Once the Polestar Village Development is completed more than 75% of the proposed impervious areas will be treated via LID before being released to the Polestar Detention Pond. However, the requirement to treat 75% of proposed impervious area via LID within each phase is not being met until phase V is complete. The primary reason for this requirement not being met is that the improvements associated with phase I are burdened with conveying 10.2 acres of untreated stormwater runoff from the existing Locust Grove Subdivision north of the site in to the Polestar Detention Pond. Any LID's located along the flow path of the offsite runoff would need to be sized to treat the entirety of the existing offsite impervious area runoff. This is not a realistic option which is why the variance is being requested. What alternative is proposed for the site? In leu of treating 75% of the phase I impervious area via LID, we are proposing to treat 100% of the 10.2 acre offsite tributary area for water quality within the polestar detention pond water quality capture volume (WQCV). The WQCV has been increased to account for the offsite area as well as the onsite areas not treated by LID. Additionally, the WQCV has been combined with the 100 year detention volume rather than added to it.
