Rollins Consult LLC conducted the study as required for the project’s development application. This study will focus on short range transportation conditions. PROJECT DESCRIPTION The proposed Tapestry project is located south of Buckingham Street, west of the proposed 4th Street, north of Logan Street, and east of 3rd Street. Figure 1 illustrates the project location and the study area. The site is on land that is currently undeveloped. The project site plan is depicted on Figure 2. The site will be developed with 140 multi- family dwelling units. Of these units, 30 will be affordable. The project will build 4th Street on the east side of the site. Access with be from the two driveway locations both located on 4th Street. The project will enhance the parking area along the east side of 3rd Street. The base assumptions, technical methodologies, and geographic coverage of the study were all identified as part of the study approach. The study analyzes the potential project-generated traffic impacts on the adjacent street system. The study evaluates the transportation system after the completion of the proposed Tapestry development for the year 2026. The following transportation scenarios were analyzed for the AM and PM peak hours: • Existing Conditions – The analysis of existing traffic conditions provides a basis for the remainder of the study. The existing transportation system is described. Peak hour intersection operations are evaluated, and daily volumes provided at three locations. • Project Travel Demand – The traffic generated by the Project will be estimated, distributed, and assigned to the transportation network. • 2026 Background Conditions – Future traffic conditions are projected without the proposed Project for the buildout year 2026. The background traffic will include overall growth in traffic within the area and traffic from proposed development projects near the site. • Total Future Conditions – The traffic associated with the Project will be added to the Background traffic. The intersection operations will be determined. • Auxiliary Lanes – The need for left-turn and right-turn lanes at the project access point will be evaluated. • Pedestrian, Bicycle and Transit – The existing and proposed conditions for pedestrians, bicycles, and transit will be described and evaluated. The study examined five existing intersections and three future intersections. These were identified by the City for inclusion in the study. The study intersections are listed below and provided on Figure 3.. 1. 3rd Street at Buckingham Street 2. 3rd Street at Logan Street 3. 3rd Street at Lincoln Avenue 4. These locations are listed below. 1. 3rd Street north of Lincoln Avenue 2. 3rd Street south of Buckingham Street 3. Buckingham Street west of 3rd Street Figure 3 – Study Intersections TAPESTRY|TRANSPORTATION IMPACT STUDY City of Fort Collins Consult LLC | 9 2 EXISTING CONDITIONS The transportation system has numerous elements that are described in this chapter. The roadway network is described, and traffic volume information is presented for the study intersections and roadways. ADJACENT LANDUSE The Project site is located south of Buckingham Street and east of 3rd Street. To the north of the site is part of the New Belgian Brewery, east is the CO Iron/Metal facility, south is Odell Brewing Co., and west of the site is the Buckingham neighborhood. TRANSPORTATION NETWORK The primary roadways that serve the Project site are described below. Roadway designations were provided in the City of Fort Collins Master Street Plan, 2020. Roadway Network 3rd Street is a north-south local street. This two-lane street has parking on both sides. There are attached sidewalks on the west side and detached sidewalks on the east side of 3rd Street. The speed limit is posted at 25 mph. Linden Street is a two-lane north-south collector street. There are sidewalks on both sides of the street north of Buckingham Street (attached and detached). To the south there are attached sidewalks on the west side of Linden Street. There are bike lanes on both sides of Linden Street. The speed limit is posted at 30 mph. There is a protected crossing of Linden Street on the north side of the intersection with Buckingham Street. There is parking on the east side of Linden Street near Buckingham Street. Lemay Avenue is a four-lane north-south arterial street. Sidewalks and bike lanes are present of both sides of Lemay Avenue. To the north of Buckingham Street, the bike lane is combined with the sidewalk. The speed limit is posted at 40 mph. There is a median on Lemay Avenue that is narrowed to accommodate left-turn lanes. Buckingham Street is a two-lane east-west road. This collector street has bike lanes on both sides of the street. Between 3rd and 1st Streets there is parking on both sides of the road. To the west of 1st Street there is parking on the north side of Buckingham Street. East of 3rd Street there is effectively no on-street parking due to the bike lanes, although no signage is present that indicates parking is prohibited. There are sidewalks on the north side of Buckingham Street from Linden Street to 3rd Street. There are sidewalks on the south side from 1st Street to Lemay Avenue. The speed limit is posted at 30 mph. TAPESTRY|TRANSPORTATION IMPACT STUDY City of Fort Collins Consult LLC | 10 Logan Street is a two-lane east-west local street. There are attached sidewalks on both sides of the street. Parking is allowed on both side of Logan Street. There is no posted speed limit. Lincoln Avenue is a two-lane east-west arterial street. There are both attached and detached sidewalks on both side of the street. There is a center two-way left-turn median in the center of Lincoln Avenue with some sections of raised medians. Protected bike lanes are available on both side of the street. Parking is allowed on the north side of Lincoln Avenue with some exceptions adjacent to commercial uses. Pedestrian, Bicycle, and Transit Network Many of the roads serving the study area all provide sidewalks. There are sections along Buckingham Street and Linden Street that have not sidewalks. The collector and arterial roads have bike lanes. A protected bike lane is provided on Lincoln Avenue. The bike lanes on Lemay Avenue north of Buckingham Street are combined with the sidewalk. Transfort provides bus service along both Linden Street and Lincoln Avenue. These routes are described below: Routes 8 and 81 – These routes provide service along Linden Street. The loop to/from the Downtown Transit Center, north to the Poudre Valley Mobile Home Park, the Larimer County Human Services, and Northside Atzlan Center. Route 8 operates during both the weekday and Saturday. Route 81 operates during weekdays. There are stops near Linden Street at Buckingham Street. Route 5 – This route provides service along Lincoln Avenue. Route 5 provides service between the Downtown Transit Center and Foothills Fashion Mall. Service is provided during the weekdays and on Saturday. There is a stop near 2nd Street and Lincoln Avenue. EXISTING TRAFFIC CONDITIONS Existing intersection operations were evaluated for both the morning and evening peak hours. Intersection count data were collected in late May of 2023 and March of 2024. These counts were performed at the five existing study intersections, while school was in session. Appendix A includes the intersection turning movement count data. The peak hour turning movements are provided on Figure 4. The current lane configurations of the study intersections are shown on Figure 5. The count data included daily traffic counts at three locations. Both the volume data and 85th percentile speed data are provided on Figure 6. This data is provided in Appendix A. Typically, a local street has a threshold of 1,000 daily trips. The current daily volumes on 3rd Street of 206 (south of Buckingham Street) and 274 (north of Lincoln Avenue) are below this threshold. A collector street typically has a capacity of between 1,000 and TAPESTRY|TRANSPORTATION IMPACT STUDY City of Fort Collins Consult LLC | 11 3,000 daily vehicles. Currently Buckingham Street is below this threshold at 1,452 daily trips. The methods employed can be found in the Transportation Research Board’s, 6th Edition, 2016 Highway Capacity Manual (HCM). Level of service (LOS) is based on a “graded” system from LOS A, with very little to no delays to LOS F which represents excessive delays and congestion. Table 1 provides the thresholds for acceptable levels of service. The table is from the Larimer County Urban Area Street Standards (LCUASS), August 1, 2021. Table 1 Intersection Level of Service Thresholds Signalized Intersection Peak hour levels of motor vehicle delay at signalized intersections were estimated using methods provided in the HCM. This operations analysis method uses various intersection characteristics (such as traffic volumes, lane geometry, and signal phasing) to estimate the average control delay experienced by motorists traveling through an intersection. Table 2 summarizes the relationship between average control delay per vehicle and LOS for signalized intersections. Most vehicles do not stop at all. B >10.0 and 20.0 Stable Operation or Minimal Delays: Generally, occurs with good signal progression and/or short cycle lengths. More vehicles stop than with LOS A, causing higher levels of average delay. An occasional approach phase is fully utilized. C >20.0 and 35.0 Stable Operation or Acceptable Delays: Higher delays resulting from fair signal progression and/or longer cycle lengths. Drivers begin having to wait through more than one red light. Most drivers feel somewhat restricted. D >35.0 and 55.0 Approaching Unstable or Tolerable Delays: Influence of congestion becomes more noticeable. Longer delays result from unfavorable signal progression, long cycle lengths, or high volume to capacity ratios. Many vehicles stop. Drivers may have to wait through more than one red light. Queues may develop, but dissipate rapidly, without excessive delays. E >55.0 and 80.0 Unstable Operation or Significant Delays: Considered to be the limit of acceptable delay. High delays indicate poor signal progression, long cycle lengths, and high volume to capacity ratios. Individual cycle failures are frequent occurrences. Vehicles may wait through several signal cycles. Long queues form upstream from intersection. F >80.0 Forced Flow or Excessive Delays: Occurs with oversaturation when flows exceed the intersection capacity. Represents jammed conditions. Many cycle failures. Unsignalized Intersection Peak hour levels of motor vehicle delay at unsignalized intersections were estimated using the method from Chapter 17 of the 2016 Highway Capacity Manual. The delays for the entire intersection and the movement and/or approach are determined. Table 3 summarizes the relationship between average control delay per vehicle and LOS for unsignalized intersections. Source: Transportation Research Board, Highway Capacity Manual, 2016 Existing Intersection Conditions Using the HCM methodology, the weekday AM, and PM peak hour intersection operations were determined. The results are provided in Table 4. The City’s LOS thresholds, provided in Table 1, were utilized to evaluate existing operations. As indicated in Table 4, the study intersections are currently operating at acceptable levels of service. The intersection of Lemay Avenue at Buckingham Street will have long delays for some movements. This intersection will be signalized. The detailed analysis worksheets are provided in Appendix B. TAPESTRY|TRANSPORTATION IMPACT STUDY City of Fort Collins Consult LLC | 18 3 PROJECT TRAVEL DEMAND This chapter provides an overview of the project and a description of the travel demand methodology to estimate vehicle trip generation, distribution, and assignment of project- generated traffic along area roadways and intersections. PROJECT CHARACTERISTICS The proposed Tapestry project includes 140 multi-family dwelling units. Of these 30 will be affordable. The project site plan is depicted on Figure 2. As shown on the figure, vehicular access to the project will be from two access locations along the future 4th Street. The project will enhance the parking on the east side of 3rd Street. Bulb-outs will be provided that will define the parking area and provide traffic calming. PROJECT TRIP GENERATION The trip generation characteristics of the project were estimated using data from the Institute of Transportation Engineers (ITE) Trip Generation Manual, 111h Edition. Table 5 provides the trip generation estimated for the East Brook project. As indicated in the table, the full buildout of the project will result in approximately 1,032 daily, 72 morning, and 82 evening peak hour trips. Table 5 Estimated Trip Generation Based on ITE Trip Generation 11th Edition PROJECT TRIP DISTRIBUTION | ASSIGNMENT The distribution of the project traffic onto the roadway system was based on the location of the project within Fort Collins and northern Colorado, the roadway system, and existing traffic data. The project trip distribution is depicted on Figure 7. The resulting peak hour traffic associated with the buildout of Tapestry is shown on Figure 8. The daily project trips are provided on Figure 9. The background base traffic scenario represents future traffic conditions without the addition of the Project, while the total scenario represents future traffic conditions with the completion of the proposed Project. These projections were developed for Year 2026. The development of these future traffic scenarios is described in this chapter. BACKGROUND 2026 TRAFFIC PROJECTIONS The background traffic projections reflect growth in traffic from two primary sources: ambient growth in the existing traffic volumes due to regional growth both in and outside of the study area, and consideration of traffic generated by nearby planned projects. Each of these elements is described below. • The areawide/ambient growth in traffic was estimated at 2 percent growth per year. This is the typical growth in traffic within the City of Fort Collins. The existing traffic was factored upward by 1.06 to reflect 2026 conditions. This growth was applied to the traffic on the collectors and arterial streets. • The future traffic related to the other proposed project was added to the background traffic. The proposed project within the study area is: o The Landings at Lemay Transportation Impact Study, Delich Associates, February 2023. The resulting Background 2026 traffic projections for the study intersections are provided on Figure 10. TOTAL TRAFFIC PROJECTIONS The total traffic projections include both the background plus project traffic. The project- generated traffic volumes from Figure 8 were added to the Year 2026 background traffic volumes illustrated on Figure 10 to develop background plus project peak hour traffic volumes. The resulting Year 2026 total traffic is depicted on Figure 11. The total daily traffic projections are provided on Figure 12. The guidelines within LCUASS were applied to the total future projected volumes depicted on Figure 11 for 2026 total traffic conditions. Using this criteria, it was determined that no auxiliary lanes are necessary. TAPESTRY|TRANSPORTATION IMPACT STUDY City of Fort Collins Consult LLC | 27 6 TRAFFIC IMPACT ANALYSIS This chapter presents an analysis of the potential impacts of the traffic generated by the proposed Tapestry project on the local street system. The analysis compares the projected levels of service at each study intersection under future background and total conditions to estimate the incremental increase in the level of service caused by the proposed Project. This provides the information needed to assess the potential impact of the Project using the acceptable operations criteria. FUTURE INTERSECTION TRAFFIC CONDITIONS The future traffic projections at the eight study intersections were analyzed to determine their operating conditions. The analysis results are provided in Table 6 for both background and total conditions. As indicated in the table, the intersections are projected to operate within the acceptable limits established by the City of Fort Collins. FUTURE DAILY TRAFFIC CONDITIONS The future daily total traffic projections at the roadway segments will remain below the City of Fort Collins thresholds. TAPESTRY|TRANSPORTATION IMPACT STUDY City of Fort Collins Consult LLC | 29 7 PEDESTRIAN AND BICYCLE CONDITIONS The City of Fort Collins has established pedestrian and bicycle level of service definitions. They address several elements or quality indicators that impact the environments these users experience. The City’s Pedestrian Plan, February 15, 2011, describes the parameters to evaluate the pedestrian environment. The proposed project is within the Pedestrian District. The City has established a LOS A for each of the elements listed below, except for a LOS B for street crossings. The elements identified as important to support a beneficial pedestrian environment are: 1. Directness 2. Continuity 3. Street Crossings 4. Visual Interest and Amenity 5. Security Each of these is described in depth in the Pedestrian Plan. The Plan requires that destinations within 1,320 feet (1/4 mile) of the Project are identified and analyzed for each pedestrian element. This area is provided in Appendix C. The results of this analysis are summarized in Table 7 along with the associated LOS for each element. Five destinations were identified for inclusion in this analysis by City staff: • Buckingham Park • Sugar Beet Park • New Belgium • Lincoln Corridor • Poudre Trail Access at Lincoln Avenue For schools, the distance is 1 mile for elementary and middle schools and 1 ½ miles for high schools. Based on the Poudre School District website, students within the Tapestry development would attend Laurel Elementary, Lincoln Middle, and Fort Collins High schools. Lincoln Middle and Fort Collins High school are both outside the 1 mile and 1 ½ mile distance. Laurel Elementary School is just within 1 mile distance. Students will qualify to ride a bus to Laurel Elementary, Lincoln Middle and Fort Collins High Schools. These are described below. • Laurel Elementary – There is no direct route due to the Poudre River, natural areas, and existing land use. The continuity is due to some of the existing sidewalks along Lincoln being attached. • Buckingham Park – The continuity is due to the existing sidewalks being less than 5 feet in width. • Sugar Creek Park – There is no direct route to Sugar Creek Park. There is an undeveloped property south of the park. The continuity is due to the lack of sidewalks on the north side of Buckingham Street. The visual interest and security are due to the undeveloped parcel that pedestrians would need to walk next to on 9th Street. • New Belgium – The continuity is due to a lack of sidewalks on the south side of Buckingham Street near New Belgium. • Poudre Trail Access at Lincoln Avenue – The continuity is due to the lack of detached sidewalks along Lincoln Avenue to the west of 3rd Street. BICYCLE NETWORK/ANALYSIS The bicycle network within the 1,320 foot area of the project site was evaluated for some of the destinations mentioned above. The bicycle analysis is for Continuity adjacent to the Project at these destinations. The results are provided in Table 8. As shown in the table, Continuity is ranked at LOS E for most destinations. This is because the site is not directly connected to facilities that provide marked bike lanes . The site is surrounded by local streets on three sides. Local streets are not required to provide bike lanes which results in an automatic LOS E for any project adjacent to local streets . To the north and south of the site there are bike lanes on both Buckingham Street and Lincoln Avenue. The following summarizes the results of this analysis: • The proposed Tapestry project is located east of 3rd Street and south of Buckingham Street. The site is currently undeveloped. • The traffic study analyzed the short range 2026 traffic conditions with the full buildout of the project. • The project was modeled with 140 multi-family dwelling units. Thirty units will be affordable. • The full buildout of the project is anticipated to result in an estimated 1,032 daily, 72 morning, and 82 evening peak hour trips. • Currently, the study intersections are at acceptable levels, except for some movements on Buckingham Street at Lemay Avenue. This intersection will be signalized. • The need for auxiliary lanes at the project site access locations is not required. • Under both background and total short range conditions, the study intersections will operate acceptably. The projected daily volumes will remain below typical thresholds. • The pedestrian levels of service standard are within the thresholds for many criteria. There are some areas near the project site where sidewalks do not exist and direct routes to destinations are not available due to developed land that provides no connection, natural features and natural areas, and undeveloped property. The bicycle level of service is E, which is below the desired level. This is due to the condition that marked bicycle lanes are not present on 3rd or 4th Streets. The City standards do not require bike lanes on local streets. The nearby roads, Buckingham Street and Lincoln Avenue, do have bike lanes.
