CGRS, Inc. (CGRS) is pleased to provide the attached report, summarizing results from recent supplemental
inspection and assessment activities at the above referenced location.The scope of the inspection and assessment
included evaluating materials for asbestos in anticipation of planned deconstruction activities, and to update the
previously prepared report (WSP report dates February 1, 2021) for the site. The inspection, assessment, and
sampling were subcontracted to Enviro-Spec Consulting (EVS), a State of Colorado-certified Asbestos Building
Inspector(CABI).
Summary and Recommendations:
Through laboratory analysis of bulk samples, EVS confirmed material previously unidentified as containing asbestos
in concentrations greater than one percent (>1%). Laboratory results indicated that the tan-colored glue dots
discovered behind foam insulation in the crawlspace contained greater than 1% asbestos.
This non-friable material is considered non-regulated asbestos containing material (non-RACM) and can remain
during demolition/deconstruction activities, as long as the removal actions do not render the material friable. If this
non-RACM is not removed by a Certified General Abatement Contractor prior to conducting any building
demolition/deconstruction activities, the recycling of the material that the glue dots are adhered to is not permitted.

Executive Summary
v EnviroSpec, LLC (EVS) Mr. Blake Weise conducted a pre-demolition asbestos
inspection at 5830 South Timberline Road in Fort Collins, Colorado.
This inspection was conducted due to planned demolition of the structure
causing damage to suspect asbestos containing materials (ACM).
Nine (9) bulk samples were collected and submitted for analyses on a standard
turnaround.
Laboratory results indicated the adhesive (samples MA01) to contain greater
than 1% asbestos.
➢ Demolition of a building that has non-friable ACM remaining must be completed
without causing the ACM to become friable such as the floor tiles. Recycling of
materials, such as concrete or wood that are bonded or contaminated with ACM,
such as floor tile or mastic, is not permitted.

Introduction
EVS's Mr. Blake Weise conducted a pre-demolition asbestos inspection at 5830 South
Timberline Road in Fort Collins, Colorado.
The inspection was conducted due to planned demolition of the structure. The
Environmental Protection Agency (EPA) and Colorado Department of Public Health and
Environment (CDPHE) Colorado Regulation No. 8 requires that suspect ACM be
properly sampled and analyzed prior to any demolition activities that may disturb these
materials. The purpose of this inspection was to identify and sample suspect ACM that
would be impacted by demolition of the structure. And to determine what materials are
required to be removed prior to demolition, or that is allowed by EPA and CDPHE
regulation and policy to remain under normal demolition and may be disposed of as
construction and demolition debris.
This asbestos inspection was conducted on February 29, 2024, by Colorado State
Certified Asbestos Building Inspector Mr. Blake Weise, Certificate #17817.

Asbestos Inspection
This pre-demolition asbestos inspection was conducted in general accordance with the
United States EPA procedures published in 40 Code of Federal Regulations (CFR) Part
763, Subpart E — Asbestos-containing Materials in Schools and Colorado Reg. 8.
These inspection protocols specify requirements for the inspector (Section 763.85),
laboratory (Section 763.87), and number of samples collected during an inspection
(Section 763.86).
This asbestos inspection involved identification and sampling of suspect ACM on and/or
within the structure. Suspect ACM includes nearly all building materials except
concrete, glass, metal, wood, plastic, and ceramic.
A physical assessment of each homogeneous area of suspect ACM was conducted to
assess the general condition of the material and determine the friability of the material.
Non-friable materials cannot be crumbled, pulverized, or reduced to powder by hand
pressure when dry. Under the National Emissions Standards for Hazardous Air
Pollutants (NESHAP), asbestos-containing building materials are classified as either
friable, Category I non-friable or Category II non-friable ACM as described below-
Non-friable ACM when dry, cannot be crumbled, pulverized, or reduced to
powder by hand pressure.
v Friable ACM when dry, can be crumbled, pulverized, or reduced to powder by
hand pressure.
Category I non-friable ACM includes packings, gaskets, resilient floor
coverings, and asphalt roofing products containing more than 1% asbestos.
Category II non-friable ACM are materials excluding Category I non-friable
ACM materials that contain more than 1% asbestos.
Bulk samples of suspect ACM were collected in general accordance with the Asbestos
Hazard Emergency Response Act (AHERA) protocols as outlined in Colorado Reg. 8
and Asbestos in Buildings: Simplified Sampling for Friable Surfacing Materials as
referenced in the Pink Book. Random samples of suspect building materials were
collected for the specific areas and materials identified in this report.

Surfacing materials sampled in this report include, but are not limited to overspray, and
droppings, which may be under flooring materials, adjacent walls, structural beams, and
other concealed areas.
Title 40 CFR Part 61 regulates asbestos fiber emissions and asbestos waste disposal
practices and requires the identification and classification of existing building materials
prior to demolition or renovation activity.

Suspect Asbestos Containing Materials
Building materials are historically known to contain asbestos and therefore suspected to
contain asbestos. OSHA maintains comprehensive lists of suspect ACMs frequently
encountered during inspections.
The following suspect ACMs were observed during the inspection and were subject to
inspection and bulk sampling:
• (BM01) Tan and red brick and mortar on the exterior walls and the
chimney stack of the home.
• (FS01) Black tar impregnated foundation sealant on the foundation of the
home.
• (MA01) Tan glue dots behind foam insulation panels on walls in the
crawlspace of the home.
• (TS01) Gray stucco material on foundation above ground level but below
the bricks on the exterior of the home.
Nine (9) samples were submitted under chain of custody procedures to Reservoirs
Environmental, Inc., of Denver, Colorado, for analysis by Polarized Light Microscopy
(PLM) with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart
F). Microscopic visual estimation was used in obtaining the percentage of asbestos in
bulk samples. Reservoirs is an accredited laboratory under the National Voluntary
Laboratory Accreditation Program (NVLAP 101896-0).

Non-Regulated Asbestos Containing Materials
The following non-RACM has been identified in the building and may remain for normal
demolition of the structure in accordance with EPA and CDPHE regulations and are
allowed by EPA and CDPHE regulation to be disposed as construction and demolition
debris:
• (MA01) Tan glue dots behind foam insulation panels on walls in the
crawlspace of the home.
Recycling of materials, such as concrete or wood that are bonded or contaminated with
ACM, such as floor tile or mastic, is not permitted.

Recommendations

The following non-RACM has been identified in the building and may remain for normal
demolition, provided associated concrete or wood will not be recycled:
• (MA01) Tan glue dots behind foam insulation panels on walls in the
crawlspace of the home.
The proper removal and handling of RACM is typically addressed through the
preparation of a written "abatement scope of work/specification" document. This
document is used to identify the specific locations RACM within the scope of work to be
removed by the abatement contractor.
Based on the laboratory analytical results, RACM listed in this report should be removed
by a Certified General Abatement Contractor prior to conducting any building demolition
activities.
The presence of non-RACM should be disclosed to the demolition contractor for
building owner disclosure and regulatory compliance purposes.
Subsurface sampling and investigations were not conducted. There may be
underground utilities containing ACM. EVS recommends sight observations by a
certified building inspector during demolition activities.

listed in this report, please contact EVS for additional sampling. As per AHERA, a
suspect material is to be considered as asbestos-containing unless it is proven
otherwise by appropriate sampling.
Reasonable effort was made by EVS to locate and sample accessible suspect building
materials. However, for any structure, the existence of unique or concealed ACM is a
strong possibility.
This report was prepared pursuant to the contract EVS has with the client, including an
exchange of information about the subject property that was unique and between EVS
and its client. No guarantees are made arising from any service rendered and liabilities
hereunder shall not exceed the total fee paid by the client to EVS. This report does not
serve as a scope of work or bidding document. The square footage or linear footage is
an approximation only and contractors should rely on their own measurements for
bidding and removal purposes.

Environmental matrices by the National Voluntary Laboratory Accreditation Program (NVLAP), Lab Code
101896-0 for Transmission Electron Microscopy (TEM) and Polarized Light Microscopy (PLM) analysis and the
American Industrial Hygiene Association (AIHA LAP, LLC), Lab ID 101533 for Phase Contrast Microscopy
(PCM) analysis. This laboratory is currently proficient in both Proficiency Testing and PAT programs respectively.
Eurofins Reservoirs has analyzed the following samples for asbestos content as per your request. The analysis
has been completed in general accordance with the appropriate methodology as stated in the attached analysis
table. The results have been submitted to your office.

sole property of the customer. Eurofins Reservoirs will not discuss any part of this study with personnel other
