Schoolside Park use is not listed with the parking requirements section of the Land Use Code. Within the
code, there is no stated standard for schoolside parks or neighborhood parks.
When looking at other land uses, that at first review may seem similar, outdoor recreation comes the
closest. However, Schoolside parks and neighborhood parks do not have a particular capacity. The
definition of Outdoor Recreation is “an area devoted to active sports or recreation such as go-cart tracks,
miniature golf, archery ranges, sport stadiums or the like, and may or may not feature stadium-type
seating”. This reflects a different type of use than this schoolside park embedded within the
neighborhood.
• The park design includes 11 standard parking spaces and 1 ADA van accessible parking space within
a parking lot, located within the park, which can be accessed from S. Timberline Road.
• The park is intended primarily for use by the neighborhood, with much of the usage expected and
hoped to be accessed by people walking and bicycling via sidewalks or the Mail Creek Trail.
• In the event of an occasion with demand for more parking, the adjacent public school parking lots
and the local public street network with on-street parking that extends throughout the
neighborhood, of which the park is a part, can be used by park visitors.
Additionally, EV charging is not required for this site since a restroom is one of the exceptions for the
requirement. In addition, since the land use code doesn’t identify required parking for a Schoolside
Park, EV Charing stations are also not required due to no parking being required for this use per the land
use code.
Our ReCreate – Parks & Recreation Plan design guidelines call for pursuing shared parking strategies to
eliminate or reduce on-site surface parking particularly in higher density areas, where space is at a
premium, and where parks and recreation facilities abut each other or other public facilities, on-site
surface parking is difficult to justify.
