Subject: Schoolside Park – Collaboration Meeting with PSD
Date: July 23, 2024

Alex Hendricks, Trudy Trimbath, Mike Calhoon, Rob Crab, Joe Horky, Sara Arfmann
Meeting Purpose: To give an update on Schoolside Park design and discuss
easement agreements needed for park development review and construction.
Key Discussion Items
• Fire Lane
o Both parties support the existing fire lane on PSD property to be utilized
by PFA for Bacon Elementary School and for the park site.
o Since no changes are proposed to the fire lane, and this is located on
PSD property, PSD will continue to maintain this fire lane.
o A Cross-Access Easement will be needed for the fire lane to service the
park; The City will prepare a draft easement agreement for PSD to review.
• Sidewalk Connection
o A sidewalk connection to the park from the front of the school is supported
by both parties.
o The City will install the connecting sidewalk and will make any necessary
adjustments to the irrigation system on PSD property due to the new
sidewalk installation.
o A Temporary Construction Easement will be needed for the portion of this
sidewalk on PSD property; The City will prepare a draft agreement for
PSD to review.
• Park Storm Drainage
o Per the regional storm drainage report, the park site is allowed to connect
to the regional detention pond. The connection to the regional pond is via
a storm drainage line located on PSD property. This line runs east-west
just inside of the north property line on the school site.
o A Prescriptive Easement is needed for the park storm drainage to connect
to the existing storm line on PSD property and permission from PSD is
needed for the park storm drainage line to connect to the regional storm
drain line further west on the school property than identified in the report.
• Maintenance
o The City supports maintaining what is on City property; PSD supports
maintaining what is on PSD property.
o The City will construct concrete edging to separate native turf on the park
site from adjacent irrigated sod on the school site.
