City of Fort Collins Alignments— Figure 7 3F, 5F, 7-8F, 7-9F Roadway Cross Sections and Utility Easements Montava Phase D Project No. 1230.0009.00 Dear Mr. Buckman: We are hereby requesting a variance to the Larimer County Urban Area Street Standards (LCUASS) for deviation from the road cross section and utility easements for Montava Phase D Current standard 7.3.1.A. of the Larimer County Urban Area Street Standards (LCUASS), Figures 7-31F, 7-51F, 7-81F, & 7-91F refer to the road cross section and utility easement geometry for use in road design for the Fort Collins Area. A variance is being requested to this minimum width in the Montava Phase D project as noted below: - Figure 7-3F 2-Lane Arterial Street - Proposed Road: N Giddings Road - The proposed Giddings Road cross section will vary as shown in the attached exhibits. Specific changes include the absence of a detached walk, bike lane, and parkway. The interim improvements will include the restriping of the existing roadway at both entrances to Montava Phase D to include a Northbound left turn lane into the Montava Phase D site by constricting the travel lanes to match the 2-lane arterial cross section seen in Figure 7-31F. The variance will keep the existing 8' shoulder/bike lane. The standard 15' utility easement will be provided. This roadway is planned to be updated to LCUASS standards with the next phase (a.k.a. Montava Phase D Infastrucute Phase) of development. - Figures 7-5F Collector-With Parking - Proposed Road: Timberline Road and Goodheart Drive - The proposed Timberline Road and Goodheart Drive cross sections will vary by moving the bike lanes from the road section to an adjacent 748 Whalers Way regional pathway. The utility easement will remain 9' wide. Suite 200 Fort Collins,CO 80525 970.226.0557 main 970.226.0204 fax ideas@tstinc.com www.tstinc.com ■ - Figure 7-8F Connector Local Street, - Proposed Road: Longwood Drive, Mountain Willow Way, Tealbrook Drive, Flint Hill Drive - The proposed roadways will vary by encouraging cyclists to use the adjacent regional pathway rather than share the roadway. Some roadways will include parking on one or both sides of the street. ROW will be a minimum of 60'. The utility easement will be removed, and pocket easements will be implemented where needed. - Figure 7-9F Residential Local Street - Proposed Road: Montava Avenue, Harwood Lane, Nanna Lane - The proposed roads will have a reduced ROW from the 57' minimum to 51' with parking only planned to be on one side of the road. The utility easement will be removed, and pocket easements will be implemented where needed. There are several modifications listed above to the current LCUASS. These revised cross sections went through a great deal of discussion throughout the PUD design and approval process with the City of Fort Collins. In general, the intent is to create a viable and vibrant community where narrow roads slow vehicles and bikes share the travel way or use separate spaces. Recent Code changes have increased the standard parkway width, but we are requesting the ability to use the older standard. On the Phase D internal roads this parkway is in the form of tree grates and small planting strips with pavers breaking up these areas rather than a standard continuous parkway in order to create an urban walkable environment. Pocket utility easements along public roads will be implemented where space allows and will typically be from the rear of the lot. Standard front yard utility easements are being modified for Phase D in an attempt to give flexibility to the future lot owner to utilize this space for possible fencing, porch steps, and stoops. Montava ownership has evaluated and coordinated utility infrastructure and services to support the design of the alley loaded development. Coordination and discussions with various utility providers and the City of Fort Collins have occurred which have produced decisions on the utility service to and within the site. The utility easements adjacent to the right-of-way's were determined to be unnecessary for anything less than a collector as the utilities that are serving the homes in Montava Phase D will be coming in from the back of the unit and pocket easements where needed will be utilized. Easements for Arterial and Collector roadways will remain per LCUASS standards. In addition, this variance request is consistent with what was recently approved and requested with Phase G. Please refer to the attached exhibits for the proposed Phase D Road cross sections. This variance request for change in cross section and utility easements: • is not expected to have a negative impact on capital, or maintenance cost requirements for the City, or property owners; • is not anticipated to reduce the life of the proposed roadways; and • is unlikely to be detrimental to the public health, safety/welfare, decreased sight distance, or have any effect on turning movements. ■ Thank you for your consideration in the approval of this variance request.
