The Mark FDP240013 – Modified Corner Ramp
Variance Description:
This is a request for variance to the standard pedestrian ramp details required at four-way intersections per LCUASS
section 16.3.1-A.1.
Variance to this Standard will allow for a “depressed corner” ramp to be installed at the southwest corner of
Johnson Drive and Spring Court.
Technical Design Criteria:
LCUASS section 16.3.1-A.1 states, “Access ramps shall be included at all intersection comers. Access ramps shall be
constructed in accordance with Construction Drawings 1603 through 1607.”
Identifying the issue:
This project was approved by the City of Fort Collins on 02/25/2020 under the name of “Utility Plans for Johnson
Drive Apartments”. There is another variance attached to this project for the street section of both adjacent public
streets. Both this variance along with the “Modified Street Section” variance were approved with the previous plans.
All of the street improvements up to the curb and gutter for both Spring Ct and Johnson Dr along with the
foundation of the building have been installed.
In the modified street section variance, the tree lawn width is proposed to be thinner than required (6’ rather than
the required 8.5’ from flowline to edge of walk). This constraint matched with the design of the stairs and retaining
wall behind the sidewalk does not provide enough room vertically and horizontally for directional ramps to be
designed and constructed per LCUASS detail 1606a.
Justification for Modified Corner Ramp
Project Partially Constructed
Mentioned in the “Identifying the Issue” section, this project was approved some time ago and was in the
middle of construction before it came to a screeching halt. Because the previously approved plans have
expired, the City is requiring another entitlements process before construction can begin. The existing
Right-of-Way for both streets was approved previously. It is not possible to add anymore.
With the curb and gutter at the southwest corner of the Spring Ct/Johnson Dr already installed and the
building foundation already in place, the vertical difference between flowline and the finished floor
elevation is already set leaving no room for revisions to the previously approved corner ramp design along
with the stairs and retaining walls that would be affected.

CDOT Approved Ramp Style
The “depressed corner” style of ADA compliant pedestrian ramps are used commonly in highly dense
commercial and urban areas where the building is close to the Right-of-Way. CDOT details this style of
ramp in their standard detail M-608-1 sheet 7 labeled as “blended transition”. This ramp style provides ADA
compliance for intersection corners with minimal room to gain elevation in the ramp portion while still
providing an adequate landing. This landing is typically bigger than the required 4’x4’ landing at the top of
a directional. This landing size is important for people leaving and entering the building via stairs that abut
the back. The detail does call out for a 6’ minimum walk width. The project is providing a 6’ walk both on
Spring Ct and Johnson Dr. CDOT including this specific ramp type in their standards and typically having a
stricter code regarding ADA compliance is enough to conclude that it will be adequate for this project.
Conclusion
We do not feel that this variance will increase risks to public health, safety, or welfare, nor will it reduce the design
life of any public pedestrian access routes or cause the City of Fort Collins additional maintenance costs.
This pedestrian ramp will allow for ADA compliance and access to the building and the adjacent sidewalks
proposed with the project.
We believe this modified corner ramp will be a benefit to the public welfare by providing larger pedestrian spaces
through the increased sidewalks widths.
