College Avenue Fort Collins, CO 80524 Project # 24-0409 The Mark PDR240006 – Storm Sewer Cover Variance Description: This is a request for variance to the standard Section 12.2.2 of the Larimer County Urban Area Street Standards (LCUASS Fort Collins). Variance to this Standard will allow for less than 2’ of cover from the top of a proposed storm line within roadways. Technical Design Criteria: LCUASS Section 12.2.2 states, “All utilities shall be located at least 2 feet below the scarified subgrade elevation, unless specifically approved to be less by the Local Entity Engineer.” Identifying the issue: Due to site constraints the required depth is not met in certain areas as depicted with the utility plans, specifically crossing Johnson Drive. The proposed storm sewer has 2’ or more of cover within the pavement section. At the flowline of the curb and gutter, the storm sewer has 1.77’ of cover. A more significant issue is that the proposed storm sewer has already been constructed. The improvements on Johnson Drive that are over the storm sewer along with the building’s foundation have already been constructed as well. This project was approved by the City of Fort Collins on 02/25/2020 under the name of “Utility Plans for Johnson Drive Apartments”. The site has been vacant for some time now which has triggered the need for a full entitlements process again for someone new to go in and finish construction. Justification for Less Storm Sewer Cover Storm Sewer is Already Installed  Mentioned in the “Identifying the Issue” section, this project was approved some time ago and was in the middle of construction before it came to a screeching halt. Because the previously approved plans have expired, the City is requiring another entitlements process before construction can begin.  The existing storm sewer vertical alignment has already been approved by the City once before. The storm sewer has already been constructed as well. 301 N Howes Street Suite 100 Ft Collins, CO 80521 | (970) 221-4158 | epsgroupinc.com 2 of 2 Reinforced Concrete Pipe Strength • The typical concern when minimum coverage cannot be designed is potential pipe damage and pavement cracking. Northern Engineering has specified that all pipes found within the Right-of-Way be Reinforced Concrete Pipe Class III (RCP) and Class III bedding or better. RCP Class III has an ultimate load bearing capacity of 2000 lbs/ft/ft. According to ASTM C 76.AASHTO M 170 a Class III pipe will suffice for an AASHTO HL-93 Highway load for pipes with less than a foot of cover. We believe that with the specification of Class III RCP there will be no adverse impacts to the roadway sections where shallow pipe is installed. Conclusion We do not feel that this variance will increase risks to public health, safety, or welfare, nor will it reduce the design life of any public infrastructure or cause the City of Fort Collins additional maintenance costs.
