All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the PDF file. The default
setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX"
(version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0".

the annexation which will include an initiation resolution with City Council, a

08/27/2024: INFORMATION:
When the existing streets are annexed into the City of Fort Collins, the City will
determine whether the streets were constructed to LCUASS criteria. If the
streets were constructed to LCUASS criteria, the City will accept the streets for
full maintenance by our Streets Department. If the streets were not constructed
to LCUASS criteria, the City will require the streets to be reconstructed to
LCUASS criteria as part of the Heritage Christian Academy development
project before accepting it for full maintenance by the Streets Department. For
the upcoming development project, please have your surveyor collect
cross-slopes and running slopes for the existing streets, and provide all
available documentation of how the streets were constructed, so that we can
determine if the streets will need to be reconstructed. Since these streets
currently receive no maintenance from Larimer County, it is likely that they will
need to be reconstructed. The Streets Department estimates that it would cost
$175,000 to overlay the pavement and potentially be eligible for limited
maintenance, and about $1,750,000 to fully rebuild the streets and potentially be
eligible for full maintenance. If the reconstruction costs would be
disproportionate to the scope of the project, we can discuss options such as a
General Improvement District or a Special Improvement District.

of a Transportation Impact Study. TIS waived. However, any subsequent

and is subject to the erosion control requirements located in the Fort Collins
Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those

Based upon this project type, Annexation alone does not trigger erosion control
requirements. Please be aware that future submittals or planned work will be
evaluated based upon the submittal requirements of FCSCM and may require

Please document all existing stormwater infrastructure on a site plan. Please
provide information on the owner, subdivision documents including utility plans,
CDOT projects, maintenance agreements, etc. The site plan and other
information will be reviewed to determine whether a study will be required (see
below) to determine if the infrastructure shall remain private or be converted to
public. If the existing stormwater infrastructure is determined to be public, then
further action may be required to update it to City Criteria.
Please refer to LCUASS Appendix G – Policy and Standard for Maintenance
and Improvement of Annexed Infrastructure (City of Fort Collins only) available at:

Per Appendix G, please note the following from Section G.02.01.04 regarding storm drainage systems:
The level of maintenance of storm drainage facilities dedicated to the public, to
be assumed by the City, shall be determined by the City. The property owners
must first have a study made (at their expense) of the existing drainage system, including
everything that contributes runoff to the system, how it functions, and how it conforms or fails
to conform to City standards. The study must be performed by a professional engineer licensed
in the State of Colorado. The study results must then be submitted to the City for evaluation. The
City will evaluate the system for its adequacy as a functioning system and determine whether it
meets City standards. If the system functions adequately, meets City standards and is located in
the public right-of-way or located on land owned by the City, the City will may accept certain
responsibilities for maintenance. If the system does not function or has certain non-functioning parts
or does not meet City standards, the City shall evaluate the seriousness of the deficiencies for the
health, safety or welfare of the public and take appropriate action.
Non-functioning components that cause damage only to the property owners adjoining the system,
will be the full responsibility of those property owners to correct or improve as they deem necessary.
If the system deficiencies do cause damage to the public other than the adjoining property owners, the
City shall take action to the degree necessary to inform the property owners of the problem, indicating
their responsibility to correct the problems.
And, Section G.03.03:
(a) The drainage system must be upgraded to a functioning system
(b) Borrow ditches - Remove and replace with concrete curb and gutter (if borrow ditches must remain,
the minimum thalweg slope is 2% or if <2%, ditch must be paved with a concrete valley pan to prevent
standing water)
(c) Borrow ditch side slopes - Must be 4:1 or flatter
(d) Driveway culverts - Replace with acceptable City standard pipe
(e) Borrow ditches and driveway culverts - If necessary to remain, must be
maintained by the adjacent property owners
(f) Detention Ponds - Must be certified by a professional engineer licensed in
the State of Colorado that it functions in accordance with City standards
(g) Culverts under the streets - Corrugated metal, plastic or other material
culverts must be resized and replaced with Reinforce Concrete Pipe that meets City standards.

(h) Inlets - May need to be replaced or remodeled if they are undersized or do not meet City standards
Response: Per the discussion in the review meeting on 9/28/24, this comment will not apply to this
annexation as there the only public storm drainage infrastructure that exists in the annexation
boundary is located in Mexico Way which was designed and constructed by the Timbervine project
under City of Fort Collins review/approval. Additionally, it was noted that the ODP application will
provide an overall drainage report that describes the onsite development and existing and drainage
improvements.

No comments on annexation. However, if the project comes in for development
review an Ecological Characterization Study (ECS) is required by City of Fort
Collins Land Use Code (LUC) Section 3.4.1 as the site is within 500 feet of
LUC defined natural habitats and features (Lake Canal, wetlands). Please note
the buffer zone standards range from 50-100ft for these features. The ECS
should address all items (a)-(l) of LUC 3.4.1(D)(1) available for view online. In

addition, ensure that the study identifies feature(s) size, the "top of bank" of any
stream or ditch, the edge(s) of wetlands, and whether jurisdictional wetlands may be impacted
by the proposed project. If prairie dogs are onsite or within 500ft, the ECS should specifically
address the presence of active prairie dogs including estimate of number of individuals and entire
size of the colony within the project area. The ECS should address all items (a) (l) of LUC 3.4.1(D)(1)

INFORMATIONAL ITEMS:
• Electric vehicle charging parking spaces are required, see local amendment IBC 3604.
• This building is located within 250ft of a 4-lane road or 1000 ft of an active
railway, must provide exterior composite sound transmission of 39 STC min.
• Buildings must provide 10ft to 30ft of fire separation from property line and 20
feet between other buildings or provide fire rated walls and openings per chapter 6 and 7 of the IBC.
• All multifamily buildings must be fire sprinkled. City of Fort Collins
amendments to the 2021 International Fire Code limit what areas can avoid fire
sprinklers with a NFPA 13R, see local IFC 903 amendment.
• If using electric systems to heat or cool the building, ground source heat pump
or cold climate heat pump technology is required.
• A City licensed commercial general contractor is required to construct any new multi-family structure.
• For projects located in Metro Districts, there are special additional code requirements for new buildings.
Please contact the plan review team to obtain the requirements for each district.
• City of Fort Collins amendments to the 2021 IFC require a full NFPA-13 sprinkler system in
multifamily units with an exception to allow NFPA 13R systems in buildings with no more than 6
dwelling units (or no more than 12 dwelling units where the building is divided by a 2-hour fire barrier
with no more than 6 dwelling units on each side).
• A City licensed commercial general contractor is required to construct any new multi-family structure.
• Attached single-family provide 3ft setback to property line or provide fire rated
walls & openings per chap 3 of the IRC.
• Attached single-family townhomes and duplexes are required to be fire
sprinkled per local amendment and must provide a P2904 system min and provide fire rated wall per R302.
• New homes must provide EV/PV ready conduit, see local amendment.
• Electric vehicle charging parking spaces are required, see local amendment.
• Provide site-wide accessibility plan in accordance with CRS 9-5. This requires accessible units per
that state standard. This requirement includes single family attached homes if more than 6 units.
