Job #240729.CIV Dear City Staff: Variance Request – Access Point Spacing This is a request for a variance from the stated spacing between driveways and intersections contained in Table 7-3 of the Larimer County Urban Area Street Standards (LCUASS). The stated spacing between driveways and intersections is 460 to 660 feet. The Schoolside Park project proposes to provide one access point to the project off S Timberline Road, 277 feet from the parking lot entrance to Bacon Elementary School. JVA, Inc. has examined the design and construction feasibility issues related to these issues and concludes that the design meets the intent of the standard engineering practices, and will adequately serve the property and not negatively impact adjacent properties. This letter serves as an official variance request to the City’s standards. Existing Conditions The property is located at 5830 S Timberline Road and is approximately 3.92 acres. The site is bound by S Timberline Road to the west, Bacon Elementary School to the south, and Mail Creek Ditch to the north and east. The existing access point used by construction vehicles in to the site is approximately 150 feet from the entrance to Bacon Elementary School. Justification LCUASS requires spacing between driveways and intersection to be between 460 feet and 660 feet. In order for the proposed site to have a minimum of 460 feet between the Bacon Elementary School entrance and the proposed access point, the access point would have to align with Twisted Root Road at the north of the site. This alignment is not possible without significant hardship to the project because there is an underpass that travels under Timberline Road from east to west. Schoolside Park: Access Point Spacing Variance Request August 20, 2024 2 of 2 BOULDER I FORT COLLINS I WINTER PARK Since the small proposed park has a total of 12 new parking stalls, we anticipate negligible impacts to traffic counts through this area and do not expect a resulting safety issue. VARIANCE REQUEST Larimer County Urban Area Street Standard: Fort Collins Street Standards – Table 7-3 – Clearance between driveways/alleys & street intersections to be between 460 feet and 660 feet. Variance: The project is requesting to place an access point 277 feet from the entrance to Bacon Elementary School, because conformance to the standard is not possible due to the underpass at Twisted Root Road. No safety issues are expected due to low impacts to overall traffic as a result of the project. Please contact JVA, Inc. if additional information is needed.
