Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". Comment Number: 2 07/09/2024: FOR HEARING: Please provide additional information on the parking calculations. Plans should list the rated capacity of the park to calculate the required number of spots. RESPONSE: Parks do not have required parking requirements. A neighborhood park does not have a particular capacity; and the definition of Outdoor Recreation is “an area devoted to active sports or recreation such as go-cart tracks, miniature golf, archery ranges, sport stadiums or the like, and may or may not feature stadium-type seating”. This reflects a different type of use than this park embedded within the neighborhood. We believe that through discussions with staff, this issue is resolved and no additional revisions are needed on the plans. Comment Number: 2 07/02/2024: INFORMATION: The house on the selected park site was built in 1978 and is not fifty years of age at this time. As a result, historic survey is not required and demolition is permitted. RESPONSE: Acknowledged. Department: Engineering Development Review Contact: John Gerwel jgerwel@fcgov.com Topic: General Comment Number: 1 07/08/2024: FOR HEARING: A variance will be needed for the spacing of the access point onto Timberline. LCUASS Table 7-3 shows that spacing between driveways and intersections must be between 460 and 660 feet. This can only be met if the driveway aligns with Twisted Root drive. Since this is not possible due to the underpass, a letter will need to be addressed to the City Engineer outlining the need for the variance and the justification of the placement of the proposed driveway. Please reach out if you have questions on this. RESPONSE: A variance letter has been included in this submittal for review. Comment Number: 3 07/01/2024: FOR HEARING: Has the permission been obtained from PSD to do the proposed offsite work on their property? The sidewalk connections and the storm inlet work is what I'm seeing that needs to be addressed. This could be handled with a temporary construction easement between the two parties. Or if there is an existing documentation that approves of the proposed work, that could suffice. RESPONSE: We have met with PSD and have verbal permission to complete work shown on the plans. We are working with Real Estate Services and the City Attorney’s office to draft and execute the appropriate easement agreements. If additional documentation is needed prior to the executed agreements, please let us know. Comment Number: 4 07/01/2024: FOR HEARING: There are a few things missing on the cover sheet of the utility plans. Please include the project bench marks referencing the City's datum, a reference to the soil's report, and legal description of the site (i.e. in relation to the plat). RESPONSE: Additional information has been added to the cover sheet of the utility plans. Comment Number: 5 07/01/2024: FOR HEARING: The waterline connection is a little confusing. It looks like there is a branch that is 2 feet long with a gate valve attached. Is this an error in linework? RESPONSE: Waterline connection has been moved and updated. 6 Comment Number: 6 07/01/2024: FOR HEARING: There were a few spots in the grading plan where there were missing contour labels and the tie-ins got a little messed up. See redlines on C1.0 of the utility plans. RESPONSE: Additional contour labels added, grading tie-ins adjusted and redlines on C1.0 have been addressed. Comment Number: 4 7 07/08/2024: INFORMATION: Given that the only vehicular access to this site is via a right-in/right-out onto northbound Timberline, if u turns at the school access, or at the north end of the median become an operational or safety issue, the City may a restrict this in the future. RESPONSE: As this is the only point of entry to the parking lot and it is already restricted to a right-in and right-out turn, can you please provide more information on what future restrictions may include? Department: Erosion Control Contact: Andrew Crecca acrecca@fcgov.com Topic: Erosion Control Comment Number: 1 07/02/2024: INFORMATION: This project is located within the City's MS4 boundaries and is subject to the erosion control requirements located in the Fort Collins Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those requirements can be found at www.fcgov.com/erosion . This project was evaluated based upon the submittal requirements of FCSCM. Based upon the provided materials we were able to determine a total disturbed area. No Erosion Control Erosion Control Escrow / Security Calculation will be needed. Based upon the area of disturbance or this project is larger than one acre, State permits for stormwater will be required should be pulled before Construction Activities begin. RESPONSE: Acknowledged Comment Number: 2 07/02/2024: FOR HEARING: Please review and address all redlines provided on the ESC Report and Utility Plans. Please provide an erosion control plan for 'Final Plan or Approval Submittal'. This project disturbs 3 or more acres so sequence sheets need to be to be provided on the erosion control plans. Please ensure that the Erosion Control Plans provided include a individual sequence sheets in accordance with (FCSCM Ch 2 Section 6.1.3.2) RESPONSE: Redlines have been addressed. Initial, interim and final Erosion Control sheets have been added. Comment Number: 2 07/09/2024: FOR HEARING: Please review and address all markups provided on the Utility Plans. RESPONSE: Markups on utility plans have been addressed. Comment Number: 3 07/09/2024: FOR HEARING: Since no pervious pavements are included in this project, 75% of all newly added or modified impervious area must be treated by LID techniques. A storage based LID is required to treat the parking and driveway area, rain gardens are typical. It must be sized to treat the entire basin draining to it, not just the paved areas. A grass buffer may be used as an LID technique for other areas when incorporated in a "treatment train". Levels spreaders are required for concentrated flow applications. RESPONSE: A rain garden has been added to treat 75% of impervious area. See drainage report for more information. Comment Number: 4 07/09/2024: FOR HEARING: The proposed outfall location to the existing storm drain on school property is further upstream than the location designed by the Timbers PUD Drainage Report. Verify that the existing storm drain has the additional capacity for the 2.0 CFS at the proposed outfall location. Permission to deviate from the original outfall location must be agreed to by Poudre School District. RESPONSE: PSD has agreed to the proposed deviation in the park site connection point to the storm drain to the regional detention pond. Existing storm drain analysis is included in the drainage report that addresses capacity. Comment Number: 5 07/09/2024: FOR HEARING: Further design is required for the detention pond. The FAA method for detention sizing is required. Provide stage-storage calculations. Provide WQCV calculations. Design emergency spillway for detention pond. Show overflow routing. Department: Environmental Planning Contact: Kristie Raymond kraymond@fcgov.com Topic: General Comment Number: 1 06/26/2024: FOR HEARING: The presence of natural features (irrigation ditch) on the project site necessitates a process for the creation of a Natural Habitat Buffer Zone to protect that natural feature. For the public hearing, the project must demonstrate adequate space to satisfy buffering requirements and that any mitigation is feasible. For final approval, the details and specifics of restoration and/or mitigation must be created (specifically weed management). For permitting phase, development agreement language will be created to memorialize the buffer and clarify requirements. RESPONSE: A NHBZ is delineated on the plans. We presume the approved, recorded plans with the buffer zone included can memorialize this buffer. Any requirements can also be included on the plan sheets. Please let us know if additional information is needed to be added to our landscape plans sheets. The city does not typically have a development agreement for the construction of our parks. During the two-year warranty period, the landscape contractor is responsible for performing weed management. After the two-year warranty period, our parks maintenance crews take over this responsibility. Gary Tubesing will be the crew chief for this park. He has an outstanding track record of establishing native seed and controlling weeds. Additional narrative for the NHBZ was added to sheet LP001. Comment Number: 2 06/26/2024: FOR HEARING: The Natural Habitat Buffer Zone needs to be delineated and labeled on the site, grading, utility, photometric, and landscape plan. RESPONSE: Zone shown on plans. Comment Number: 3 06/26/2024: FOR HEARING: Please add the following note on all sheets of the site, landscape and utility plans that show the Habitat Buffer: "The Natural Habitat Buffer Zone is intended 11 to be maintained in a native landscape. Please see Section 5.6 of the Land Use Code for allowable uses within the Natural Habitat Buffer Zone." This will help preserve the intention behind the buffer zones and the natural features into the future. RESPONSE: Note added to plans. Comment Number: 4 06/26/2024: FOR HEARING: A restoration plan based on adaptive management principles will be required that addresses weed management, seedbed preparation, seeding, and outlines the reference area-based success criteria, general timeline, and monitoring methods. An abbreviated version containing the key points of the plan will be required on the site/landscape plan. Weed management will be a critical aspect of the restoration plan and may need to be addressed with its own plan. RESPONSE: Restoration Plan Narrative, Native Seed Mixes and Native Seed Notes are included on sheet LP-001. Comment Number: 6 06/26/2024: FOR HEARING: Areas within the habitat buffer that are bare or disturbed will need to be re-seeded. RESPONSE: Acknowledged. Comment Number: 7 06/26/2024: FOR HEARING: Within the natural habitat buffer zone, according to LUC Section 5.6, the City has the ability to determine if the existing landscaping within the buffer zone is incompatible with the purposes of the buffer zone. The ECS discusses several measures meant to enhance the buffer zone, including enhancements through native plantings: - Utilize native, cool- and warm-season flowering plants and linden trees to enhance pollinator habitat; limit the use of insecticides. - Utilize buffalograss (Buchloe dactyloides), blue grama (Bouteloua gracilis) and other native xeric species for landscapes where possible to reduce water consumption. RESPONSE: We specify a native short grass prairie mix for all our native zones within our parks. This same species mix (that has performed well) and has been used on the last several parks) is being proposed for this park as well. Comment Number: 5 06/27/2024: FOR HEARING: Please add a table to the site plan that includes the following: - Amount of buffer area that would be required by a 50' buffer from the ditch - Amount of buffer area provided on these plans - Minimum buffer distance - Maximum buffer distance - Average buffer distance 12 RESPONSE: We have added NHBZ sheets that include this information. Comment Number: 8 06/27/2024: FOR HEARING: The vegetation within NHBZs are intended to mimic the native vegetation communities which function on climatic precipitation, therefore irrigation should not be relied on for satisfactory performance of native seeded areas. Temporary irrigation of native seed areas within the NHBZ may only be used for the first two growing seasons following seeding. It may not be used the same season of security release sampling. This does not apply to permanent irrigation systems for woody and live-planted specimens. RESPONSE: Since our public parks and trail system receive substantial foot traffic and use, it can often take longer than 1-2 seasons to establish native turf. The plans include separate irrigation zones for the native seed areas than can be turned off once establishment has been achieved. This is a Parks Department standard that has been implemented system wide for new parks within the City. Comment Number: 9 06/27/2024: FOR HEARING: Please make the following corrections to the 'Native Seeding Notes': -Note #9 should be updated with the following text: "AFTER SEEDING THE AREA SHALL BE COVERED WITH CRIMPED STRAW, JUTE MESH, OR OTHER APPROPRIATE METHODS. Additionally, please show where Native Turf Type 1 and Native Turf Type 2 will be on the plan. RESPONSE: Planting beds have specific species called out on this updated plan set. Hatch patterns delineate where each of the native turf types are to be applied. 13 Comment Number: 11 06/27/2024: INFORMATION: A great opportunity to include a pollinator plan/gardens exists throughout the project. A pollinator garden can provide habitat for pollinators, reduce the heat island effect in a city, and improve air quality. These gardens can also provide corridors for pollinators as they move to an area. This is a great opportunity to maximize bloom times and colors throughout your site. Additionally, with the proximity to a school and located along a trail, this could be a great educational asset to this plan. Included is a resource for design ideas supporting Nature in the City program efforts when considering a pollinator garden: Attracting Native Pollinators, The Xerces Society, 2011 RESPONSE: We agree! We have included plants and native seed mixes with species that Support wildlife and pollinators. While we would love to have “gardens” in our parks, we have to balance design with long term operations and maintenance considerations. RESPONSE: This has been added to note #1. Comment Number: 13 07/02/2024: INFORMATION: Due to the park site being in the vicinity of high salt areas, agronomic soil samples both prior to grading and post-soil amendment are recommended to facilitate proper species selection and planting practices. RESPONSE: We have had geotechnical work completed on-site and require our landscape contractor to adjust soil amendment per soil sampling at time of construction. The plat will need to show the drive aisle to the parking area as dedicated EAE in order to be considered for access. RESPONSE: We are working on agreements with PSD to use their fire lane and will provide in next submittal. We have their support to use this approach. Comment Number: 2 07/09/2024: FOR HEARING: DEAD END FIRELANE - The drive aisle to the parking area exceeds 150 feet in length. A second point of access or approved turnaround will be required. The civil plans show a second access point. If this is to be used, a cross access agreement will be required with Bacon Elementary. Comment Number: 3 07/09/2024: FOR HEARING: FIRE LANE WITH A HYDRANT - Drive aisles used as a fire lane containing a fire hydrant shall be 26 feet in width. The drive aisle to the parking has a hydrant located the drive. The width of the drive aisle shall be widened to 26 feet either the entire drive aisle or in the area of the hydrant according to Figure D103.1. RESPONSE: The existing fire lane at Bacon Elementary School is proposed to be used for the park site. This existing fire lane currently accommodates fire trucks. The fire hydrant located on the Bacon Elementary School property is within close proximity to the fire lane and is proposed to serve the park site. Comment Number: 4 07/09/2024: FOR HEARING: FIRE LANE LOADING - IFC Appendix D102.1 amendment - Fire lanes shall be designed as a flat, hard, all-weather driving surface capable of supporting 80,000 pounds. Private drives used for fire lanes shall provide information confirming the design can handle fire truck loading. A note shall be added to the civil plans indicating all areas dedicated as EAE are capable of supporting 80,000 pounds. Posting of additional fire lane signage may be determined at time of fire inspection. Code language provided below. - IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background.
