PROJECT DEVELOPMENT PLAN
1.PLANT QUALITY: ALL PLANT MATERIAL SHALL BE A-GRADE OR NO. 1 GRADE - FREE OF ANY DEFECTS, OF NORMAL HEALTH,
HEIGHT, LEAF DENSITY AND SPREAD APPROPRIATE TO THE SPECIES AS DEFINED BY THE AMERICAN ASSOCIATION OF
NURSERYMEN (AAN) STANDARDS. ALL TREES SHALL BE BALL AND BURLAP OR EQUIVALENT.
2.IRRIGATION: ALL LANDSCAPE AREAS WITHIN THE SITE INCLUDING TURF, SHRUB BEDS AND TREE AREAS SHALL BE
IRRIGATED WITH AN AUTOMATIC IRRIGATION SYSTEM. THE IRRIGATION PLAN MUST BE REVIEWED AND APPROVED BY THE
CITY OF FORT COLLINS WATER UTILITIES DEPARTMENT PRIOR TO THE ISSUANCE OF A BUILDING PERMIT. ALL TURF
AREAS SHALL BE IRRIGATED WITH AN AUTOMATIC POP-UP IRRIGATION SYSTEM. ALL SHRUB BEDS AND TREES, INCLUDING
IN NATIVE SEED AREAS, SHALL BE IRRIGATED WITH AN AUTOMATIC DRIP (TRICKLE) IRRIGATION SYSTEM, OR WITH AN
ACCEPTABLE ALTERNATIVE APPROVED BY THE CITY WITH THE IRRIGATION PLANS. THE IRRIGATION SYSTEM SHALL BE
ADJUSTED TO MEET THE WATER REQUIREMENTS OF THE INDIVIDUAL PLANT MATERIAL.
3.TOPSOIL: TO THE MAXIMUM EXTENT FEASIBLE, TOPSOIL THAT IS REMOVED DURING CONSTRUCTION ACTIVITY SHALL BE
CONSERVED FOR LATER USE ON AREAS REQUIRING REVEGETATION AND LANDSCAPING.
4.SOIL AMENDMENTS: SOIL AMENDMENTS SHALL BE PROVIDED AND DOCUMENTED IN ACCORDANCE WITH CITY CODE
SECTION 12-132. THE SOIL IN ALL LANDSCAPE AREAS, INCLUDING PARKWAYS AND MEDIANS, SHALL BE THOROUGHLY
LOOSENED TO A DEPTH OF NOT LESS THAN EIGHT(8) INCHES AND SOIL AMENDMENT SHALL BE THOROUGHLY
INCORPORATED INTO THE SOIL OF ALL LANDSCAPE AREAS TO A DEPTH OF AT LEAST SIX(6) INCHES BY TILLING, DISCING
OR OTHER SUITABLE METHOD, AT A RATE OF AT LEAST THREE (3) CUBIC YARDS OF SOIL AMENDMENT PER ONE
THOUSAND (1,000) SQUARE FEET OF LANDSCAPE AREA. PRIOR TO THE ISSUANCE OF ANY CERTIFICATE OF OCCUPANCY, A
WRITTEN CERTIFICATION MUST BE SUBMITTED TO THE CITY THAT ALL PLANTED AREAS, OR AREAS TO BE PLANTED, HAVE
BEEN THOROUGHLY LOOSENED AND THE SOIL AMENDED, CONSISTENT WITH THE REQUIREMENTS SET FORTH IN SECTION
12-132.
5.INSTALLATION AND GUARANTEE: ALL LANDSCAPING SHALL BE INSTALLED ACCORDING TO SOUND HORTICULTURAL
PRACTICES IN A MANNER DESIGNED TO ENCOURAGE QUICK ESTABLISHMENT AND HEALTHY GROWTH. ALL LANDSCAPING
FOR EACH PHASE MUST BE EITHER INSTALLED OR THE INSTALLATION MUST BE SECURED WITH AN IRREVOCABLE LETTER
OF CREDIT, PERFORMANCE BOND, OR ESCROW ACCOUNT FOR 125% OF THE VALUATION OF THE MATERIALS AND LABOR
PRIOR TO ISSUANCE OF A CERTIFICATE OF OCCUPANCY FOR ANY BUILDING IN SUCH PHASE.
6.MAINTENANCE: TREES AND VEGETATION, IRRIGATION SYSTEMS, FENCES, WALLS AND OTHER LANDSCAPE ELEMENTS
WITH THESE FINAL PLANS SHALL BE CONSIDERED AS ELEMENTS OF THE PROJECT IN THE SAME MANNER AS PARKING,
BUILDING MATERIALS AND OTHER SITE DETAILS. THE APPLICANT, LANDOWNER OR SUCCESSORS IN INTEREST SHALL BE
JOINTLY AND SEVERALLY RESPONSIBLE FOR THE REGULAR MAINTENANCE OF ALL LANDSCAPING ELEMENTS IN GOOD
CONDITION. ALL LANDSCAPING SHALL BE MAINTAINED FREE FROM DISEASE, PESTS, WEEDS AND LITTER, AND ALL
LANDSCAPE STRUCTURES SUCH AS FENCES AND WALLS SHALL BE REPAIRED AND REPLACED PERIODICALLY TO
MAINTAIN A STRUCTURALLY SOUND CONDITION.
7.REPLACEMENT: ANY LANDSCAPE ELEMENT THAT DIES, OR IS OTHERWISE REMOVED, SHALL BE PROMPTLY REPLACED IN
ACCORDANCE WITH THE REQUIREMENTS OF THESE PLANS.
8.THE FOLLOWING SEPARATIONS SHALL BE PROVIDED BETWEEN TREES/SHRUBS AND UTILITIES:
40 FEET BETWEEN CANOPY TREES AND STREET LIGHTS
15 FEET BETWEEN ORNAMENTAL TREES AND STREETLIGHTS
10 FEET BETWEEN TREES AND PUBLIC WATER, SANITARY AND STORM SEWER MAIN LINES
6 FEET BETWEEN TREES AND PUBLIC WATER, SANITARY AND STORM SEWER SERVICE LINES.
4 FEET BETWEEN SHRUBS AND PUBLIC WATER AND SANITARY AND STORM SEWER LINES
4 FEET BETWEEN TREES AND GAS LINES
9.ALL STREET TREES SHALL BE PLACED A MINIMUM EIGHT (8) FEET AWAY FROM THE EDGES OF DRIVEWAYS AND ALLEYS
PER LUC 3.2.1(D)(2)(a).
10.PLACEMENT OF ALL LANDSCAPING SHALL BE IN ACCORDANCE WITH THE SIGHT DISTANCE CRITERIA AS SPECIFIED BY THE
CITY OF FORT COLLINS. NO STRUCTURES OR LANDSCAPE ELEMENTS GREATER THAN 24" SHALL BE ALLOWED WITHIN THE
SIGHT DISTANCE TRIANGLE OR EASEMENTS WITH THE EXCEPTION OF DECIDUOUS TREES PROVIDED THAT THE LOWEST
BRANCH IS AT LEAST 6' FROM GRADE. ANY FENCES WITHIN THE SIGHT DISTANCE TRIANGLE OR EASEMENT MUST BE NOT
MORE THAN 42" IN HEIGHT AND OF AN OPEN DESIGN.
11.THE DEVELOPER SHALL ENSURE THAT THE FINAL LANDSCAPE PLAN IS COORDINATED WITH ALL OTHER FINAL PLAN
ELEMENTS SO THAT THE PROPOSED GRADING, STORM DRAINAGE, AND OTHER DEVELOPMENT IMPROVEMENTS DO NOT
CONFLICT WITH NOR PRECLUDE INSTALLATION AND MAINTENANCE OF LANDSCAPE ELEMENTS ON THIS PLAN.
12.MINOR CHANGES IN SPECIES AND PLANT LOCATIONS MAY BE MADE DURING CONSTRUCTION -- AS REQUIRED BY SITE
CONDITIONS OR PLANT AVAILABILITY. OVERALL QUANTITY, QUALITY, AND DESIGN CONCEPT MUST BE CONSISTENT WITH
THE APPROVED PLANS. IN THE EVENT OF CONFLICT WITH THE QUANTITIES INCLUDED IN THE PLANT LIST, SPECIES AND
QUANTITIES ILLUSTRATED SHALL BE PROVIDED. ALL CHANGES OF PLANT SPECIES AND LOCATION MUST HAVE WRITTEN
APPROVAL BY THE CITY PRIOR TO INSTALLATION.
13.ALL PLANTING BEDS SHALL BE MULCHED TO A MINIMUM DEPTH OF THREE INCHES.
14.IRRIGATED TURF SHALL BE TEXAS BLUEGRASS HYBRID 'VORTEX' BY KORBY SOD LLC OR APPROVED EQUAL.
15.EDGING BETWEEN GRASS AND SHRUB BEDS SHALL BE 18" X 4" ROLLED TOP STEEL SET LEVEL WITH TOP OF SOD OR
APPROVED EQUAL.
16.THE DEVELOPER, OR ITS SUCCESSOR(S) IN INTEREST, SHALL BE RESPONSIBLE FOR THE ONGOING IRRIGATION AND
MAINTENANCE OF THE LANDSCAPING LOCATED WITHIN THE PUBLIC RIGHTOFWAY ALONG THE PORTION OF N MASON ST
THAT ABUTS THE PROPERTY AS SHOWN ON THE FINAL DEVELOPMENT PLAN DOCUMENTS. THIS OBLIGATION MAY BE
ASSIGNED TO A HOME OWNERS ASSOCIATION DULY CONSTITUTED PURSUANT TO COLORADO STATE LAW, HOWEVER,

FUTURE MITIGATION PLANT SCHEDULE
NOTES:
1.1. THE DEVELOPER SHALL ENSURE THAT ALL LANDSCAPING AND RESTORATION ACTIVITIES
WITHIN THE NATURAL HABITAT BUFFER ZONE (NHBZ) ARE PROPERLY INSTALLED AND
MAINTAINED UNTIL THE PERFORMANCE CRITERIA OUTLINED BY THE DEVELOPMENT
AGREEMENT IS MET. IF CITY OF FORT COLLINS UTILITIES IS READY TO CONSTRUCT THE

FORT COLLINS ENVIRONMENTAL PLANNING WILL RELEASE SECURITY TO THE DEVELOPER
AND TRANSFER NHBZ PERFORMANCE CRITERIA TO UTILITIES. WHEN FORT COLLINS
UTILITIES BEGINS CONSTRUCTION ON THE FINAL CONDITION OF THE HICKORY DETENTION
POND, UTILITIES WILL ACCEPT THE NHBZ MAINTENANCE AT THE TIME THAT A
DEVELOPMENT APPLICATION IS SUBMITTED TO THE PLANNING DEPARTMENT FOR THE
FINAL CONSTRUCTION OF THE HICKORY DETENTION POND.
2.
2.1.ALL LANDSCAPE IMPROVEMENTS WITHIN THE RIGHT-OF-WAY SHALL BE INSTALLED
WHEN SUBSEQUENT LOT IS DEVELOPED AND WILL BE THE RESPONSIBILITY OF THE
RESPECTIVE DEVELOPER. TREE LOCATIONS, SPECIES, AND TREE LAWN SHOWN FOR
REFERENCE ONLY. SPECIES AND LAYOUT ARE SUBJECT TO CHANGE DEPENDENT ON
LOT ACCESS POINTS. ESCROW TO BE PROVIDED FOR IMPROVEMENTS BUILT WITH THIS
PROPOSAL.
2.2.ANY IMPACTS TO THE REQUIRED NATURAL HABITAT BUFFER AREA SHALL BE
MITIGATED FOR ON LOT 1. EXTENTS OF MITIGATION TO BE DETERMINED AT THE TIME

SYSTEM OF PROTECTED EXISTING TREES AT A MINIMUM DEPTH OF TWENTY-FOUR (24) INCHES. THE
AUGER DISTANCE IS ESTABLISHED FROM THE FACE OF THE TREE (OUTER BARK) AND IS SCALED FROM
TREE DIAMETER AT BREAST HEIGHT AS DESCRIBED IN THE CHART BELOW:
9.NO TREES SHALL BE REMOVED DURING THE SONGBIRD NESTING SEASON (FEBRUARY 1 TO JULY 31)
WITHOUT FIRST HAVING A PROFESSIONAL ECOLOGIST OR WILDLIFE BIOLOGIST COMPLETE A NESTING
SURVEY 5-7 DAYS BEFORE TREE REMOVAL OR TRIMMING TO IDENTIFY ANY ACTIVE NESTS EXISTING ON
THE PROJECT SITE. THE SURVEY SHALL BE SENT TO THE CITY ENVIRONMENTAL PLANNER. IF ACTIVE
NESTS ARE FOUND, THE CITY WILL COORDINATE WITH RELEVANT STATE AND FEDERAL
REPRESENTATIVES TO DETERMINE WHETHER ADDITIONAL RESTRICTIONS ON TREE REMOVAL AND
CONSTRUCTION APPLY.
10.LOW PRESSURE HYDRO EXCAVATION, AIR SPADING OR HAND DIGGING ARE ADDITIONAL TOOLS AND
PRACTICES THAT WILL HELP REDUCE IMPACT TO THE TREE(S) ROOT SYSTEM WHEN EXCAVATING AT

IN ACCORDANCE WITH THE CITY OF FORT COLLINS GUIDELINES (LUC 3.4.1) THE NHBZ SHOULD BE MANAGED TO:
1.PRESERVE OR ENHANCE THE ECOLOGICAL CHARACTER OR FUNCTION AND WILDLIFE USE OF THE NATURAL HABITAT
OR FEATURE AND TO MINIMIZE OR ADEQUATELY MITIGATE THE FORESEEABLE IMPACTS OF DEVELOPMENT.
2.PRESERVE OR ENHANCE THE EXISTENCE OF WILDLIFE MOVEMENT CORRIDORS BETWEEN NATURAL HABITATS AND
FEATURES, BOTH WITHIN AND ADJACENT TO THE SITE.
3.ENHANCE THE NATURAL ECOLOGICAL CHARACTERISTICS OF THE SITE. IF EXISTING LANDSCAPING WITHIN THE NHBZ
IS DETERMINED BY THE DECISION MAKER TO BE INCOMPATIBLE WITH THE PURPOSES OF THE BUFFER ZONE, THEN
THE APPLICANT SHALL UNDERTAKE RESTORATION AND MITIGATION MEASURES SUCH AS RE-GRADING AND/OR THE
REPLANTING OF NATIVE VEGETATION.
4.PROVIDE APPROPRIATE HUMAN ACCESS TO NATURAL HABITATS AND FEATURES AND THEIR ASSOCIATED NHBZ'S IN
ORDER TO SERVE RECREATION PURPOSES, PROVIDED THAT SUCH ACCESS IS COMPATIBLE WITH THE ECOLOGICAL
CHARACTER OR WILDLIFE USE OF THE NATURAL HABITAT OR FEATURE.
RESPONSIBILITIES
THE APPLICANT SHALL BE RESPONSIBLE FOR:
·RESTORATION OF ALL UPLAND PORTIONS OF THE NHBZ, INCLUDING THE UPLAND PORTIONS OF THE NHBZ THAT
OCCUR ON CITY OF FORT COLLINS PROPERTY. THE APPLICANT IS EXPECTED TO MEET THE UPLAND RESTORATION
REQUIREMENTS PRIOR TO THE HANDOFF TO CITY OF FORT COLLINS UTILITIES.
·PRESERVATION AND ENHANCEMENT OF THE REMNANT DRY CREEK, INCLUDING ESTABLISHING SITE GRADING TO
ENCOURAGE WATER INFILTRATION WITHIN THE REMNANT DRY CREEK TO THE MAXIMUM EXTENT POSSIBLE.
·RESTORATION OF THE HICKORY REGIONAL DETENTION POND TO THE INTERIM CONDITION, WHERE THE
ESTABLISHED VEGETATION WILL PROVIDE SOIL SURFACE STABILITY UNTIL THE FINAL DESIGN AND RESTORATION IS
COMPLETED BY THE CITY OF FORT COLLINS UTILITIES.
CITY OF FORT COLLINS UTILITIES SHALL BE RESPONSIBLE FOR:
·ONGOING MAINTENANCE AND WEED MANAGEMENT OF ALL UPLAND PORTIONS OF THE NHBZ ON CITY OF FORT
COLLINS PROPERTY, AFTER THE APPLICANT HAS MET THE ESTABLISHMENT REQUIREMENT ON THE UPLAND
PORTIONS OF THE NHBZ.
·FINAL RESTORATION OF THE HICKORY REGIONAL DETENTION POND, INCLUDING INSTALLATION OF NATURALIZED
WETLAND FEATURES WITHIN THE ORDINARY HIGH-WATER MARK OF THE DETENTION POND. HICKORY REGIONAL
DETENTION POND SHALL MIMIC A HETEROGENEOUS NATURAL STREAM/WETLAND/FLOODPLAIN COMPLEX AS MUCH AS
SITE CONSTRAINTS ALLOW. THE PRIMARY FUNCTION OF THE DESIGN SHOULD ATTENUATE FLOWS AND MIMIC THE
FORMER DRY CREEK RIPARIAN COMPLEX OF RIPARIAN CORRIDOR, WETLANDS, AND FLOODPLAIN OF THE FORMER
DRY CREEK.
O INCREASE THE PERVIOUS SURFACE AREA ACROSS THE BASIN'S BOTTOM.
O SLOW WATER FLOW AND DISSIPATE FLOW CONCENTRATION.
O EMPHASIZE SINUOUS EDGES AND AN UNDULATING BOTTOM IN ORDER TO MAXIMIZE HETEROGENEITY OF EDGE
HABITATS AND PROVIDE MORE RESISTANCE TO FLOW THROUGH SMALL ISLANDS, OXBOW CHANNEL MIMICS, AND MINI
FLOODPLAINS.
O MINIMIZE EDGE SLOPE: THE TERRESTRIAL- FACULTATIVE PLANT BOUNDARY SHOULD HAVE A VERY GRADUAL
SLOPE.
O PERSISTENT EMERGENT VEGETATION: PERSISTENT EMERGENT VEGETATION HAS STEMS WHICH PERSIST EVEN
AFTER THE GROWING SEASON. THIS PROVIDES YEAR-ROUND RESISTANCE TO WATER FLOW.
O CREATE A HETEROGENEOUS MOISTURE REGIME WITH HYDRIC, MESIC, AND UPLAND COMMUNITIES.
THE DESIGN CRITERIA FOR THE HICKORY REGIONAL DETENTION POND SHALL INCLUDE TOPOGRAPHY TO SUPPORT A
VARIETY OF HYDRIC CONDITIONS, WHICH WILL RESULT IN PLANNED WATER DEPENDENT VEGETATIVE COMMUNITIES
RANGING FROM EMERGENT / MESIC MEADOW WITH OBLIGATE AND FACULTATIVE WETLAND SPECIES, WHICH WILL
TRANSITION TO RIPARIAN / MESORIPARIAN / XERORIPARIAN HABITATS WHERE FACULTATIVE WILLOWS AND SHRUBS
CAN BE PLANTED. PLANT MATERIALS, IN THE FORM OF SEEDING AND PLANTING, WILL BE USED TO RESTORE HABITAT
FEATURES WITHIN THE DETENTION POND AND SHOULD TARGET STRUCTURAL AND SPECIES DIVERSITY.
RESTORATION FRAMEWORK
STEP 1: CREATING OPPORTUNITY AND REDUCING COMPETITION - NOXIOUS AND WEEDY SPECIES SHOULD BE CONTROLLED
USING MECHANICAL OR CHEMICAL METHODS PRIOR TO PROJECT CONSTRUCTION OR GRADING TO ENSURE THAT A
VARIETY OF NATIVE SPECIES ARE GIVEN THE OPPORTUNITY TO ESTABLISH.
STEP 2: GRADING - CURRENT DEVELOPMENT PLANS PROPOSE FILLING IN PORTIONS OF DRY CREEK, THOUGH A MAJORITY
OF THE CHANNEL WILL REMAIN INTACT. GRADING WILL BE COMPLETED TO ENSURE SOME SURFACE WATER FLOWS WILL
CONTINUE TO CONTRIBUTE TO THE REMNANT PORTIONS OF DRY CREEK. GRADING AND DESIGN OF THE FUTURE HICKORY
POND SHOULD FOLLOW THE CITY'S STANDARDS AND GUIDELINES (CITY OF FORT COLLINS 2009 & 2018).
PRIOR TO THE COMMENCEMENT OF GRADING, THE CONTRACTOR SHALL BE REQUIRED TO SHOW PROOF OF EQUIPMENT
CLEANING. THE MECHANISM FOR SHOWING PROOF SHOULD BE AGREED UPON BETWEEN THE CONTRACTOR AND THE CITY
OF FORT COLLINS ENVIRONMENTAL PLANNING BEFORE IMPLEMENTATION OF THE GRADING.
STEP 3: SOIL PREPARATION - THE SOIL SURFACE SHOULD BE OPTIMIZED FOR SEEDING OR PLANTING. AN AGRONOMIC
ASSESSMENT IS RECOMMENDED TO EVALUATE THE CHEMICAL AND PHYSICAL PROPERTIES OF THE SOIL AND DETERMINE IF
SOIL AMENDMENTS WOULD HELP ESTABLISH NATIVE VEGETATION. THE SOIL SURFACE SHOULD BE SMOOTH,
UNCOMPACTED, AND FREE OF LARGE MATTER WHICH COULD IMPEDE PLANTING OR SEEDING. PRIOR TO SEEDING THE SOIL
SURFACE SHOULD BE LOOSE, ALLOWING FOR GOOD SOIL/SEED CONTACT.
PRIOR TO SEEDING AN ENVIRONMENTAL PLANNING INSPECTOR NEEDS TO CONFIRM PROPER SEED BED PREPARATION AND
SEED MIX DETAILS ARE APPROPRIATE.
STEP 4: AFTER FINAL CONTOURING AND AMENDMENT APPLICATION/INCORPORATION, SEEDING SHOULD OCCUR AS SOON
AS POSSIBLE TO AVOID UNDESIRABLE IMPACTS FROM WIND OR PRECIPITATION. SEEDING CAN BE ACCOMPLISHED USING
BROADCASTING, DRILLING, AND HYDROSEEDING TECHNIQUES WHEREVER APPLICABLE. DRILLING IS THE PREFERRED
METHOD BECAUSE SEEDING RATES AND DEPTHS CAN BE MORE EASILY CONTROLLED, AND SEED/SOIL CONTACT IS
MAXIMIZED. LATE OCTOBER THROUGH EARLY MAY IS THE BEST TIME OF YEAR TO PLANT NATIVE SEED IN FORT COLLINS.
·FOR BROADCAST SEEDING: THE SEEDING RATE SHOULD BE DOUBLED, SEED-TO SOIL CONTACT SHOULD BE
INCREASED IMMEDIATELY THROUGH MANIPULATION, WHICH WILL ALSO PROVIDE SOME PROTECTION FROM WIND
OR WATER EROSION AND GRANIVORES. MANIPULATION CAN BE ACCOMPLISHED BY EITHER A LIGHT DISC
HARROWING PERPENDICULAR TO THE FLOW OF ENERGY (WIND AND/OR WATER) OR HAND RAKING AROUND
SENSITIVE AREAS (I.E. WILLOW PATCHES).
·FOR DRILL SEEDING: FINAL DRILLING PASS MUST OCCUR ON THE CONTOUR, TO CREATE SUBTLE RIDGES
PERPENDICULAR TO THE FLOW OF ENERGY. DRILL SEEDING SHOULD NOT BE CONDUCTED IN SENSITIVE AREAS.
·FOR HYDROSEEDING: USE SHOULD BE LIMITED TO STEEP AND/OR INACCESSIBLE SLOPES WHERE DRILLING IS NOT
AN OPTION. THE SLOPE SHOULD BE ROUGHENED TO HELP PREVENT THE HYDROSEEDING MIX FROM WASHING OFF
THE SLOPE, WHICH CREATES AN UNEVEN DISTRIBUTION OF SEEDS.
APPROPRIATE NATIVE SEEDING EQUIPMENT WILL BE USED, WHICH DOES NOT INCLUDE STANDARD TURF SEEDING
EQUIPMENT OR AGRICULTURE EQUIPMENT. DRILL SEED THE APPROVED MIX IN TWO PASSES, EACH AT A RIGHT ANGLES TO
THE OTHER AND USING HALF THE SEED IN EACH PASS. SEED SHOULD BE DRILLED AT THE SPECIFIED APPLICATION RATE
AND TO A DEPTH OF ¼ TO ½ INCH. IF AREAS ARE TOO WET OR STEEP TO DRILL SEED, BROADCAST SEED IN OPPOSITE
DIRECTIONS AT TWICE THE APPLICATION RATE USED FOR DRILL SEEDING. RESTORE FINE GRADE AFTER SEEDING, AND
COVER SEED TO A DEPTH OF ¼ OF AN INCH BY RAKING OR DRAGGING. FIRM SEEDED AREAS WITH A ROLLER WEIGHING A
MAXIMUM OF 100 LBS. PER FOOT OF WIDTH. AFTER HYDROSEEDING, HYDROMULCHING SHOULD OCCUR AS A SEPARATE
PROCESS SINCE MIXING SEED AND MULCH WILL RESULT IN POOR SEED/SOIL CONTACT. MULCHES WILL BENEFIT MOST
SITES THAT HAVE BEEN HYDROSEEDED AND WILL BE MOST EFFECTIVE WHEN THEY COVER THE GROUND ALMOST
COMPLETELY AND ARE DURABLE ENOUGH TO REMAIN UNTIL SEED GERMINATION.
STEP 5. MAINTENANCE AND MANAGEMENT - MAINTENANCE AND MANAGEMENT ACTIVITIES SHOULD BE IMPLEMENTED TO
ENSURE THE SUCCESS OF THE ECOLOGICAL RESTORATION PROJECT. THE CONTRACTOR SHALL MONITOR SEEDED AREA
FOR EROSION CONTROL, GERMINATION, AND RESEEDING AS NEEDED TO ESTABLISH COVER. TEMPORARY SUPPLEMENTAL
IRRIGATION IS PLANNED WITHIN THE UPLAND RESTORATION AREAS IN THE NHBZ TO ENSURE MORE RELIABLE
ESTABLISHMENT IN A VARIETY OF POTENTIAL CLIMATIC CONDITIONS. TEMPORARY SUPPLEMENTAL IRRIGATION WILL BE
USED IN A MANNER TO PROVIDE NO MORE THAN 150% OF NORMAL PRECIPITATION FOR THE AREA AND WILL BE REMOVED
AT LEAST ONE GROWING SEASON PRIOR TO MEASUREMENT OF THE SUCCESS CRITERIA. MONTHLY NORMAL
PRECIPITATION AND MAXIMUM TOTAL APPLIED WATER VALUES FOR THE GROWING SEASON ARE PRESENTED
ON THE FOLLOWING TABLE:
ANNUAL MONITORING PLAN
ANNUAL MONITORING WILL CONTINUE FOR AT LEAST THREE YEARS FOLLOWING RESTORATION OF THE NHBZ. THE NHBZ
WILL BE VISITED THREE TIMES A YEAR ON THE FOLLOWING SCHEDULE:
1.INSPECTIONS WILL OCCUR IN THE SPRING, SUMMER, AND FALL, WHERE A QUALIFIED ECOLOGIST WILL TRAVERSE
THE ENTIRETY OF THE SITE TO ASSESS RESTORATION PERFORMANCE ALONG WITH NOXIOUS AND INVASIVE WEED
POPULATIONS.
2.AT THE PEAK OF GROWING SEASON, A QUALIFIED ECOLOGIST WILL IMPLEMENT QUANTITATIVE MEASUREMENTS TO
EVALUATE GROUND COVER WITHIN THE NHBZ.
QUANTITATIVE MEASUREMENTS WILL CONSIST OF 8 PERMANENT PHOTO POINTS AND 15 GROUND COVER SAMPLING
POINTS. AT EACH SAMPLE POINT, GROUND COVER WILL BE MEASURED LINE POINT INTERCEPT TRANSECTS, WHERE THE
ECOLOGIST WILL RECORD VEGETATIVE GROUND COVER BY SPECIES TO THE NEAREST 1%. ALL SPECIES, INCLUDING
NOXIOUS AND INVASIVE SPECIES, AND THEIR RESPECTIVE PERCENT GROUND COVER WILL BE RECORDED.
THE CONSULTANT SHALL NOTIFY THE CITY OF FORT COLLINS ENVIRONMENTAL PLANNING PRIOR TO EACH INSPECTION.
AFTER EACH INSPECTION OF THE NHBZ, THE CONSULTANT SHOULD EMAIL A BRIEF NARRATIVE SUMMARIZING THE
FINDINGS OF THE SITE VISIT AND CORRESPONDING ACTION ITEMS TO CITY OF FORT COLLINS ENVIRONMENTAL
PLANNING, THE DEVELOPER, AND THE LANDSCAPING CONTRACTOR.
A BRIEF REPORT CONTAINING SURVEY FINDINGS AND RECOMMENDATIONS WILL BE PROVIDED TO THE CITY BY OCTOBER
31ST OF EACH YEAR. THIS WILL GIVE THE CITY OF FORT COLLINS ENVIRONMENTAL PLANNING AND THE APPLICANT AMPLE
TIME TO DISCUSS AND IMPLEMENT ADAPTIVE MANAGEMENT TO ADDRESS ANY UNDERPERFORMING AREAS PRIOR TO WHEN
ON-THE-GROUND TREATMENT IMPLEMENTATION WOULD BE NEEDED, IF DETERMINED NECESSARY.
DURING THE THIRD YEAR OF ANNUAL MONITORING, A DETERMINATION OF SUCCESSFUL ESTABLISHMENT IN THE NHBZ
WILL BE MADE BY CITY ENVIRONMENTAL PLANNING DEPARTMENT BASED ON A SITE SURVEYS AND VEGETATIVE
PERFORMANCE COMPARED TO THE FOLLOWING SUCCESS CRITERIA:
1.THE TOTAL VEGETATIVE GROUND COVER CONTRIBUTED BY ALL DESIRABLE PLANT SPECIES (EXCEPTING MATURE
TREES) IS EQUAL TO OR GREATER THAN THE DESIRABLE VEGETATIVE COVER OF THE APPLICABLE REFERENCE
AREA(S) FROM THAT CALENDAR YEAR,
2.NO MORE THAN FIVE PERCENT (5%) OF THE SPECIES NOTED ON THE SITE MAY BE WEEDY OR NOXIOUS SPECIES AS
DEFINED BY CITY CODE SECTION §20-41 AND COLORADO DEPARTMENT OF AGRICULTURE'S NOXIOUS WEED LIST AS
DEFINED BY THE COLORADO NOXIOUS WEED ACT §§35-5.5,
3.THE DEVELOPMENT SITE SHALL DISPLAY NO EVIDENCE OF DETRIMENTAL EROSION DUE TO RILLS, GULLIES OR
EXCESSIVE BARE SPOTS OF GROUND,
4.SURVIVAL RATE OF ALL PLANTED SHRUBS AND TREES IS EQUAL TO OR GREATER THAN EIGHTY PERCENT (80%), AND
5.ANY DIVERSITY STANDARDS APPLIED ACCORDING TO THE CITY ENVIRONMENTAL PLANNER'S DISCRETION. DIVERSITY
STANDARDS SHOULD BE REFLECTIVE OF THE REFERENCE AREA OR TARGET HABITAT CONDITIONS PROVIDED BY THE
CITY. BY THE CITY ENVIRONMENTAL PLANNING DEPARTMENT AND UTILITY SERVICES DEPARTMENT.

1.THE TIME OF YEAR SEEDING IS TO OCCUR SHOULD BE OCTOBER THROUGH EARLY MAY.
2.PREPARE SOIL AS NECESSARY AND APPROPRIATE FOR NATIVE SEED MIX SPECIES THROUGH AERATION AND
ADDITION OF AMENDMENTS, THEN SEED IN TWO DIRECTIONS TO DISTRIBUTE SEED EVENLY OVER ENTIRE
AREA. DRILL SEED ALL INDICATED AREAS AS SOON AS POSSIBLE AFTER COMPLETION OF GRADING
OPERATIONS.
3.IF CHANGES ARE TO BE MADE TO SEED MIX BASED ON SITE CONDITIONS THEN APPROVAL MUST BE
PROVIDED BY CITY ENVIRONMENTAL PLANNER
4.APPROPRIATE NATIVE SEEDING EQUIPMENT WILL BE USED (STANDARD TURF SEEDING EQUIPMENT OR
AGRICULTURE EQUIPMENT SHALL NOT BE USED).
5.DRILL SEED APPLICATION RECOMMENDED PER SPECIFIED APPLICATION RATE TO NO MORE THAN 1
2" DEPTH
(OR APPROPRIATE DEPTH FOR SELECTED SPECIES). FOR BROADCAST SEEDING INSTEAD OF DRILL SEEDING

6.PREPARE WEED MANAGEMENT PLAN TO ENSURE THAT WEEDS ARE PROPERLY MANAGED BEFORE, DURING
AND AFTER SEEDING ACTIVITIES.
7.AFTER SEEDING, THE AREA SHALL BE COVERED WITH CRIMPED STRAW, JUTE MESH, OR OTHER
APPROPRIATE METHODS. PLASTIC BASED EROSION CONTROL MATERIALS (I.E., PLATIC WELDED BLANKETS)
SHALL NOT BE USED WITHOUT EXPRESS PERMISSION FROM THE ENVIRONMENTAL PLANNER AS THESE
MATERIALS HAVE PROVED TO CAUSE WILDLIFE ENTRAPMENT ISSUES.
8.WHERE NEEDED, TEMPORARY IRRIGATION SHOULD BE PROVIDED UNTIL SEED IS ESTABLISHED. IF
IRRIGATION IS USED, THE IRRIGATION SYSTEM FOR SEEDED AREAS SHALL BE FULLY OPERATIONAL AT THE
TIME OF SEEDING AND SHALL ENSURE 100% HEAD-TO-HEAD COVERAGE OVER ALL SEEDED AREAS. ALL
METHODS AND REQUIREMENTS IN THE APPROVED IRRIGATION PLAN SHALL BE FOLLOWED.
9.CONTRACTOR SHALL MONITOR SEEDED AREA FOR PROPER IRRIGATION, EROSION CONTROL, GERMINATION
AN RE-SEEDING AS NEEDED TO ESTABLISH COVER.
10.THE APPROVED SEED MIX AREA IS INTENDED TO BE MAINTAINED IN A NATURAL LIKE LANDSCAPE
AESTHETIC. IF AND WHEN MOWING OCCURS IN NATIVE GRASS SEED MIX AREAS DO NOT MOW LOWER
THAN 6 TO 8 INCHES IN HEIGHT TO AVOID INHIBITING NATIVE PLANT GROWTH.
11.NATIVE SEED AREA WILL BE CONSIDERED ESTABLISHED WHEN SEVENTY PERCENT (70%) VEGETATIVE COVER
IS REACHED WITH NO LARGER THAN ONE FOOT SQUARE BARE SPOTS AND/OR UNTIL DEEMED ESTABLISHED
BY CITY PLANNING SERVICES AND EROSION CONTROL.
12.THE DEVELOPER AND/OR LANDSCAPE CONTRACTOR IS RESPONSIBLE FOR ADEQUATE SEEDLING COVERAGE
AND GROWTH AT THE TIME OF FINAL STABILIZATION, AS DEFINED BY STATE AND LOCAL AGENCIES. IF FINAL
STABILIZATION IS NOT ACHIEVED TO THE SATISFACTION OF THE AGENCY, THE DEVELOPER AND/OR
LANDSCAPE CONTRACTOR SHALL BE RESPONSIBLE FOR ADDITIONAL CORRECTIVE MEASURES TO SATISFY
