Correct file naming is required as part of a complete submittal. Please follow
the Electronic Submittal Requirements and File Naming Standards found here:

File names should have the corresponding number, followed by the file type
prefix, project information, and round number. For example: 1_SITE
PLAN_MasonStreet_FDP_Rd1. A list of numbers and prefixes for each file can
be found at the link above.

06/02/2023: SUBMITTAL:
All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be
removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the PDF file.
The default setting is "1" ("on") in AutoCAD. To change the setting and remove
this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and
newer) in the command line and enter "0".

the cut-off for routing the same week. When you are preparing to resubmit your plans,

The Type 1 Hearing for this project has been scheduled for Wednesday June 5 th.
The Hearing will begin at 5:30pm and will be held digitally via Zoom.
The Hearing officer has 10 business days to approve, approve with conditions, or deny the project.
Following the date of the decision, there will be a two-week appeal period.
06/02/2023: FOR HEARING:
All "For Hearing" comments need to be addressed and resolved prior to
moving forward with scheduling the Hearing. Staff will need to agree the project
is ready for Hearing approximately 4 to 8 weeks prior to the hearing.

The Engineering Department is still coordinating with Utilities, Real Estate, and
the City Attorney's Office to determine the timing for this project to begin
construction, in relation to the timing of the easement and ROW acquisition process.

The City's right-of-way contractor has obtained signed License to Enter
Agreements from the three properties where the City will be acquiring
right-of-way and easements. I will work with the other City departments to
determine whether documentation of the acquisition process should be included
in the Hearing packet.

The utility plans indicate a new subsurface exploration by CTL Thompson dated November 2023.
Is there any new information about groundwater that we should discuss?
EPS RESPONSE: Groundwater monitoring has begun. Included in the submittal package is an email from CTL showing
groundwater levels in the two monitoring wells. Refer to “Groundwater” deliverable.

This project will require a Development Construction Permit. As we have
discussed, it is not yet clear what the timing will be for the DCP. You can find

City staff are beginning to put together a first draft of the Development Agreement
for this project. We may not be able to provide the draft to your team
for review before the Type 1 hearing on June 5, but we will provide the draft as soon as it is completed.

Staff is continuing to work on this item.

We will continue to work on this internally and report back with any direction for
the developer. Likely solutions, to document and memorialize the transfer and
deferral of NHBZ mitigation to the future Hickory Pond, include DA items and an
Inter-Department Agreement approved by Directors.
01/09/2024: FOR HEARING - UNRESOLVED:
Hickory Pond – NHBZ Transfer (Follow up from Stormwater Comment 3f)
- Previous Comment: The “transfer” of NHBZ requirements to the City pond
parcel will need further coordination and discussion regarding the identification,
documentation, and monumentation of these requirements for the ultimate
implementation of the future pond.
- Updated Comment: The transfer of NHBZ mitigation requirements to the
City’s Hickory Pond will need further discussion.

to monitor monthly from March 2024 to the “fall.” - Comment Addressed.
- Please provide a stop date for this monitoring. The Stormwater Department
would like to see this continue through end-of September at minimum, end of October preferred.
- Please send me updates on these measurements each month.

For approval you will need to provide a plan for groundwater monitoring before and during the construction.
Preferably updated groundwater monitoring will be in progress before project approvals.
02/20/2024: INFORMATION:
Follow up on Groundwater – When do you expect to be able to reestablish the
groundwater monitoring wells and resume the measuring and reporting? This
needs to be completed as part of the project design. We will allow for this to
continue into construction, however want to get reporting during the high
groundwater months (July – Sept) of this year (2024). Our allowance for this to
continue into construction will be included in the DA.

The City will consider aiding in procuring the necessary offsite easements for
the proposed sanitary sewer running parallel to the 36-inch water main. The City
will need further internal discussion to determine the next steps.

05/07/2024: INFORMATION:
Light and Power is experiencing material shortages and long lead times on
certain materials and unfortunately this is an industry wide issue.
Light and Power typically has stock of our materials, including transformers, and
we work on a first come, first service basis with our inventory stock. We will
assess what we have available when this project gains City approval and
progresses to construction. Light and Power is working hard to secure
materials, transformers, and orders have been placed with our manufactures to replenish inventory.

Language regarding the protection and enhancement of the Natural Habitat
Buffer Zone will be included in the Development Agreement for this project.
Prior to the FDP approval please provide an cost estimate of the landscaping
costs for the Natural Habitat Buffer Zone, including materials, labor, monitoring
for a minimum of three years, weed mitigation and irrigation.
We then use the approved estimate to collect security at 125% of the total amount for final approval.
