Tree Removal Justification
Phase D is designated in the Montava PUD Master Plan as a mixed-density neighborhood. The existing
site consists primarily of agricultural fields and structures, but contains two primary tree groupings; one
on the west end near the agricultural structures and one along the east side of the property near
Giddings Road. Both groups have been reviewed by City Forestry staff and are identified in the Tree
Inventory and Mitigation Plan.
The intent of section 3.2.1 of the Land Use Code is to ensure significant canopy cover is created,
diversified and maintained so that all associated social and environmental benefits are maximized to the
extent reasonably feasible. In the areas where protection is not feasible with the development of the
lot, trees must be replaced according to the requirements of the Land Use Code.
The trees within the Phase D boundaries are primarily Russian Olives and Siberian Elms, many of which
are exempt from the mitigation requirements due to their species, size and/or ‘wild or volunteer origin’.
The west groups of trees near the agricultural structures consists of some Honeylocust trees but are in
poor condition.
Due to the tree species, condition and location, the existing trees are planned to be removed to
accommodate the Phase D development plans. A total of 33.5 (34) replacement trees are required for
mitigation of these existing trees, which can easily be accommodated with the Phase D plans. The
landscape plans for Phase D include a more significant and diversified tree canopy cover than currently
exists on the site.
