1.REFER TO FINAL UTILITY PLANS FOR EXACT LOCATIONS AND CONSTRUCTION INFORMATION FOR STORM
DRAINAGE STRUCTURES, UTILITY MAINS AND SERVICES, PROPOSED TOPOGRAPHY, STREET IMPROVEMENTS.
2.REFER TO THE SUBDIVISION PLAT AND UTILITY PLANS FOR EXACT LOCATIONS, AREAS AND DIMENSIONS OF ALL
EASEMENTS, LOTS, TRACTS, STREETS, WALKS AND OTHER SURVEY INFORMATION.
3.THE PROJECT SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE FINAL PLANS. AMENDMENTS TO THE PLANS
MUST BE REVIEWED AND APPROVED BY THE CITY PRIOR TO THE IMPLEMENTATION OF ANY CHANGES TO THE
PLANS.
4.ALL CONSTRUCTION WITH THIS DEVELOPMENT PLAN MUST BE COMPLETED IN ONE PHASE UNLESS A PHASING
PLAN IS SHOWN WITH THESE PLANS.
5.ALL EXTERIOR LIGHTING PROVIDED SHALL COMPLY WITH THE FOOT-CANDLE REQUIREMENTS IN SECTION 3.2.4 OF
THE LAND USE CODE AND SHALL USE A CONCEALED, FULLY SHIELDED LIGHT SOURCE WITH SHARP CUT-OFF
CAPABILITY SO AS TO MINIMIZE UP-LIGHT, SPILL LIGHT, GLARE AND UNNECESSARY DIFFUSION.
6.SIGNAGE AND ADDRESSING ARE NOT PERMITTED WITH THIS PLANNING DOCUMENT AND MUST BE APPROVED BY
SEPARATE CITY PERMIT PRIOR TO CONSTRUCTION. SIGNS MUST COMPLY WITH CITY SIGN CODE UNLESS A
SPECIFIC VARIANCE IS GRANTED BY THE CITY.
7.FIRE HYDRANTS MUST MEET OR EXCEED POUDRE FIRE AUTHORITY STANDARDS. ALL BUILDINGS MUST PROVIDE
AN APPROVED FIRE EXTINGUISHING SYSTEM.
8.ALL BIKE RACKS PROVIDED MUST BE PERMANENTLY ANCHORED.
9.ALL SIDEWALKS AND RAMPS MUST CONFORM TO CITY STANDARDS. ACCESSABLE RAMPS MUST BE PROVIDED AT
ALL STREET AND DRIVE INTERSECTIONS AND AT ALL DESIGNATED ACCESSABLE PARKING SPACES. ACCESSABLE
PARKING SPACES MUST SLOPE NO MORE THAN 1:48 IN ANY DIRECTION. ALL ACCESSIBLE ROUTES MUST SLOPE
NO MORE THAN 1:20 IN DIRECTION OF TRAVEL AND WITH NO MORE THAN 1:48 CROSS SLOPE.
10.COMMON OPEN SPACE AREAS AND LANDSCAPING WITHIN RIGHT OF WAYS, STREET MEDIANS, AND TRAFFIC
CIRCLES ADJACENT TO COMMON OPEN SPACE AREAS ARE REQUIRED TO BE MAINTAINED BY THE PROPERTY
OWNER OF THE COMMON AREA. THE PROPERTY OWNER IS RESPONSIBLE FOR SNOW REMOVAL ON ALL
ADJACENT STREET SIDEWALKS AND SIDEWALKS IN COMMON OPEN SPACE AREAS.
11.DESIGN AND INSTALLATION OF ALL PARKWAY/TREE LAWN AND MEDIAN AREAS IN THE RIGHT-OF-WAY SHALL BE IN
ACCORDANCE WITH CITY STANDARDS, AND ONGOING MAINTENANCE OF SUCH AREAS INS THE RESPONSIBILITY
OF THE OWNER/DEVELOPER.
12.PRIVATE CONDITIONS, COVENANTS, AND RESTRICTIONS (CC&R'S), OR ANY OTHER PRIVATE RESTRICTIVE
COVENANT IMPOSED ON LANDOWNERS WITHIN THE DEVELOPMENT, MAY NOT BE CREATED OR ENFORCED
HAVING THE EFFECT OF PROHIBITING OR LIMITING THE INSTALLATION OF XERISCAPE LANDSCAPING,
SOLAR/PHOTO-VOLTAIC COLLECTORS (IF MOUNTED FLUSH UPON ANY ESTABLISHED ROOF LINE), CLOTHES LINES
(IF LOCATED IN BACK YARDS), ODORCONTROLLED COMPOST BINS, OR WHICH HAVE THE EFFECT OF REQUIRING
THAT A PORTION OF ANY INDIVIDUAL LOT BE PLANTED IN TURF GRASS.
13.ANY DAMAGED CURB, GUTTER AND SIDEWALK EXISTING PRIOR TO CONSTRUCTION, AS WELL AS STREETS,
SIDEWALKS, CURBS AND GUTTERS, DESTROYED, DAMAGED OR REMOVED DUE TO CONSTRUCTION OF THIS
PROJECT, SHALL BE REPLACED OR RESTORED TO CITY OF FORT COLLINS STANDARDS AT THE DEVELOPER'S
EXPENSE PRIOR TO THE ACCEPTANCE OF COMPLETED IMPROVEMENTS AND/OR PRIOR TO THE ISSUANCE OF THE
FIRST CERTIFICATE OF OCCUPANCY.
14.FIRE LANE MARKING: A FIRE LANE MARKING PLAN MUST BE REVIEWED AND APPROVED BY THE FIRE OFFICIAL
PRIOR TO THE ISSUANCE OF ANY CERTIFICATE OF OCCUPANCY. WHERE REQUIRED BY THE FIRE CODE OFFICIAL,
APPROVED SIGNS OR OTHER APPROVED NOTICES THAT INCLUDE THE WORDS NO PARKING FIRE LANE SHALL BE
PROVIDED FOR FIRE APPARATUS ACCESS ROADS TO IDENTIFY SUCH ROADS OR PROHIBIT THE OBSTRUCTION
THEREOF. THE MEANS BY WHICH FIRE LANES ARE DESIGNATED SHALL BE MAINTAINED IN A CLEAN AND LEGIBLE

AFTER THE IRRIGATION IS FUNCTIONING. THE CITY FORESTER, THROUGH CONVERSATIONS WITH THE DEVELOPER,

TOPSOIL IS PLACED, TILL UNAMENDED SOIL TO A MINIMUM DEPTH OF TWELVE INCHES (12”) IN PARKWAY AREAS TO BE
PLANTED. VERIFY SOIL IS FREE OF FOREIGN MATERIALS, CONSTRUCTION DEBRIS, STONES LARGER THAN ONE-INCH (1”) IN
SIZE AND ANY OTHER EXTRANEOUS MATERIAL. APPLY SOIL AMENDMENT (AGED COMPOST) AT THE RATE OF 3 CY /1,000 SF
EVENLY ON SURFACE OF IN-PLACE TOPSOIL AND THOROUGHLY BLEND INTO TOPSOIL AT A DEPTH OF SIX INCHES (6”) TO
PRODUCE PLANTING SOIL. COMPACT EACH BLENDED LIFT OF PLANTING SOIL TO 75 TO 82 PERCENT OF MAXIMUM
STANDARD PROCTOR DENSITY PER ASTM D 698 AND TESTED IN-PLACE. GRADE PLANTING SOIL TO A SMOOTH, UNIFORM
SURFACE PLANE WITH LOOSE, UNIFORMLY FINE TEXTURE. ROLL AND RAKE, REMOVE RIDGES, AND FILL DEPRESSIONS TO
MEET FINISH GRADES. AFTER THE COMPLETION OF SOIL AMENDMENT IN STREET TREE PLANTING AREAS ALONG EACH
BLOCK FACE, A WRITTEN CERTIFICATION, INCLUDING THE DOCUMENTATON REQUIRED BY CITY CODE SECTION 12-132(2),
MUST BE SUBMITTED TO THE CITY THAT ALL PLANTED AREAS, OR AREAS TO BE PLANTED, HAVE BEEN THOROUGHLY
LOOSENED AND THE SOIL AMENDED, CONSISTENT WITH THE REQUIREMENTS SET FORTH HEREIN.
4.STREET LANDSCAPING, INCLUDING STREET TREES, SHALL BE SELECTED IN ACCORDANCE WITH ALL CITY CODES AND
POLICIES. ALL TREE PRUNING AND REMOVAL WORK SHALL BE PERFORMED BY A CITY OF FORT COLLINS LICENSED
ARBORIST WHERE REQUIRED BY CODE. STREET TREES SHALL BE SUPPLIED AND PLANTED BY THE DEVELOPER USING A
QUALIFIED LANDSCAPE CONTRACTOR.
5.CANOPY ESTABLISHMENT SECURITY - TWENTY-FIVE PERCENT (25%) OF THE COST OF ALL STREET TREES TO BE PLANTED
WITHIN THE LIMITS OF DEVELOPMENT SHALL BE SECURED WITH AN IRREVOCABLE LETTER OF CREDIT, PERFORMANCE
BOND, OR ESCROW ACCOUNT PRIOR TO ISSUANCE OF THE INITIAL STREET TREE PERMIT. THE FAIR MARKET VALUE FEE
PER TREE IS DETERMINED BY THE CITY FORESTER OR A QUALIFIED LANDSCAPE APPRAISER USING THE CURRENT
EDITIONS OF THE COUNCIL OF TREE AND LANDSCAPE APPRAISER'S GUIDE FOR PLANT APPRAISAL, THE INDUSTRY'S
INTERNATIONAL STANDARD AND BEST PRACTICE.
6.THE ESTABLISHMENT PERIOD OF THREE FULL GROWING SEASONS (MARCH THROUGH NOVEMBER) BEGINS ONCE ALL
STREET TREES IN A BLOCK FACE HAVE BEEN PERMITTED AND PLANTING HAS BEEN APPROVED BY THE CITY OF FORT
COLLINS FORESTRY DIVISION. WITHIN THIS ESTABLISHMENT PERIOD, THE DEVELOPER IS RESPONSIBLE FOR REPLACING
DEAD, DYING OR DAMAGED STREET TREES AS IDENTIFIED BY THE FORESTRY DIVISION DURING ANNUAL INSPECTIONS IN
THE FALL. ANY TREE IDENTIFIED PURSUANT TO ANNUAL INSPECTION SHALL BE REPLACED WITHIN SIX (6) MONTHS OF THE
INSPECTION. AT THE END OF THE ESTABLISHMENT PERIOD, THE FORESTRY DIVISION SHALL ASSUME MAINTENANCE
RESPONSIBITILITY OF THE STREET TREES AND USE THE AMOUNT OF CANOPY ESTABLISHMENT SECURITY THAT IS NEEDED
TO REPLACE ANY DEAD, DYING, OR DAMAGED STREET TREES, AND THEN IMMEDIATELY RELEASE ANY REMAINING CANOPY
ESTABLISHMENT SECURITY BACK TO THE DEVELOPER.
7.SUBJECT TO APPROVAL BY THE CITY FORESTER -- STREET TREE LOCATIONS MAY BE ADJUSTED TO ACCOMMODATE
DRIVEWAY LOCATIONS, UTILITY SEPARATIONS BETWEEN TREES, STREET SIGNS AND STREET LIGHTS. STREET TREES TO
BE CENTERED IN THE MIDDLE OF THE LOT TO THE EXTENT FEASIBLE. QUANTITIES SHOWN ON PLAN MUST BE INSTALLED
UNLESS A REDUCTION IS APPROVED BY THE CITY FORESTER TO MEET SEPARATION STANDARDS.
STREET TREE NOTES:
1.PLANT QUALITY: ALL PLANT MATERIAL SHALL BE A-GRADE OR NO. 1 GRADE - FREE OF ANY DEFECTS, OF NORMAL HEALTH, HEIGHT, LEAF
DENSITY AND SPREAD APPROPRIATE TO THE SPECIES AS DEFINED BY THE AMERICAN ASSOCIATION OF NURSERYMEN (AAN) STANDARDS.
ALL TREES SHALL BE BALL AND BURLAP OR EQUIVALENT.
2.IRRIGATION: ALL LANDSCAPE AREAS WITHIN THE DEVELOPMENT INCLUDING TURF, SHRUB BEDS AND TREE AREAS SHALL BE IRRIGATED
WITH AN AUTOMATIC IRRIGATION SYSTEM. ALL TURF AREAS SHALL BE IRRIGATED WITH AN AUTOMATIC POP-UP IRRIGATION SYSTEM.
ALL SHRUB BEDS AND TREES, INCLUDING IN NATIVE SEED AREAS, SHALL BE IRRIGATED WITH AN AUTOMATIC DRIP (TRICKLE) IRRIGATION
SYSTEM, OR WITH AN ACCEPTABLE ALTERNATIVE APPROVED BY THE CITY. THE IRRIGATION SYSTEM SHALL BE ADJUSTED TO MEET THE
WATER REQUIREMENTS OF THE INDIVIDUAL PLANT MATERIAL. NOTWITHSTANDING THAT IRRIGATION SHALL BE PROVIDED BY A
NON-POTABLE WATER SYSTEM PURSUANT TO THE PUBLIC BENEFITS AGREEMENT, IRRIGATION PLANS SHALL BE SUBMITTED TO THE CITY
OF FORT COLLINS FOR REVIEW PRIOR TO THE CITY'S FIRST ACCEPTANCE OF THE PUBLIC IMPROVEMENTS FOR THE DEVELOPMENT.
3.IRRIGATION SYSTEMS TO BE TURNED OVER TO THE CITY PARKS DEPARTMENT FOR MAINTENANCE MUST BE APPROVED BY THE PARKS
MANAGER AND MEET PARKS IRRIGATION STANDARDS. DESIGN REVIEW SHALL OCCUR DURING UTILITIES DEPARTMENT IRRIGATION
REVIEW PRIOR TO THE CITY'S FIRST ACCEPTANCE OF THE PUBLIC IMPROVEMENTS FOR THE DEVELOPMENT, AND CONSTRUCTION
OBSERVATION AND INSPECTION BY PARKS SHALL BE INCORPORATED INTO THE CONSTRUCTION PROCESS.
4.TOPSOIL: TO THE MAXIMUM EXTENT FEASIBLE, TOPSOIL THAT IS REMOVED DURING CONSTRUCTION ACTIVITY SHALL BE CONSERVED FOR
LATER USE ON AREAS REQUIRING REVEGETATION AND LANDSCAPING.
5.SOIL AMENDMENTS: THE FOLLOWING SHALL APPLY TO PLANTING AREAS OTHER THAN STREET TREE PLANTING AREAS. (SEE STREET
TREE NOTES FOR SOIL AMENDMENTS REQUIREMENTS FOR STREET TREE PLANTING AREAS.) SOIL AMENDMENTS SHALL BE PROVIDED AS
FOLLOWS: AFTER TOPSOIL IS PLACED, TILL UNAMENDED SOIL TO A MINIMUM DEPTH OF SIX INCHES (6”) IN AREAS TO BE PLANTED.
VERIFY SOIL IS FREE OF FOREIGN MATERIALS, CONSTRUCTION DEBRIS, STONES LARGER THAN ONE-INCH (1”) IN SIZE AND ANY OTHER
EXTRANEOUS MATERIAL. APPLY SOIL AMENDMENT (AGED COMPOST) AT THE RATE OF 3 CY /1,000 SF EVENLY ON SURFACE OF IN-PLACE
TOPSOIL AND THOROUGHLY BLEND INTO TOPSOIL AT A DEPTH OF SIX INCHES (6”) TO PRODUCE PLANTING SOIL. COMPACT EACH
BLENDED LIFT OF PLANTING SOIL TO 75 TO 82 PERCENT OF MAXIMUM STANDARD PROCTOR DENSITY PER ASTM D 698 AND TESTED
IN-PLACE. GRADE PLANTING SOIL TO A SMOOTH, UNIFORM SURFACE PLANE WITH LOOSE, UNIFORMLY FINE TEXTURE. ROLL AND RAKE,
REMOVE RIDGES, AND FILL DEPRESSIONS TO MEET FINISH GRADES. PRIOR TO THE ISSUANCE OF 70 BUILDING PERMITS IN THIS
DEVELOPMENT. A WRITTEN CERTIFICATION, INCLUDING THE DOCUMENTATON REQUIRED BY CITY CODE SECTION 12-132(2), MUST BE
SUBMITTED TO THE CITY THAT ALL PLANTED AREAS, OR AREAS TO BE PLANTED, HAVE BEEN THOROUGHLY LOOSENED AND THE SOIL
AMENDED, CONSISTENT WITH THE REQUIREMENTS SET FORTH HEREIN. THIS CERTIFICATION SHALL BE SUBMITTED TO THE CITY FOR

AMENDMENTS SHALL NOT BE REQUIRED IN AREAS WHERE LOW IMPACT DEVELOPMENT STORMWATER QUALITY INFRASTRUCTURE IS

6.INSTALLATION AND GUARANTEE: ALL LANDSCAPING SHALL BE INSTALLED ACCORDING TO SOUND HORTICULTURAL PRACTICES IN A
MANNER DESIGNED TO ENCOURAGE QUICK ESTABLISHMENT AND HEALTHY GROWTH. ALL LANDSCAPING FOR EACH PHASE MUST BE
EITHER INSTALLED OR THE INSTALLATION MUST BE SECURED WITH AN IRREVOCABLE LETTER OF CREDIT, PERFORMANCE BOND, OR
ESCROW ACCOUNT FOR 125% OF THE VALUATION OF THE MATERIALS AND LABOR PRIOR TO ISSUANCE OF A CERTIFICATE OF
OCCUPANCY FOR ANY BUILDING IN SUCH PHASE.
7.MAINTENANCE: TREES AND VEGETATION, IRRIGATION SYSTEMS, FENCES, WALLS AND OTHER LANDSCAPE ELEMENTS WITH THESE FINAL
PLANS SHALL BE CONSIDERED AS ELEMENTS OF THE PROJECT IN THE SAME MANNER AS PARKING, BUILDING MATERIALS AND OTHER
SITE DETAILS. THE APPLICANT, LANDOWNER OR SUCCESSORS IN INTEREST SHALL BE JOINTLY AND SEVERALLY RESPONSIBLE FOR THE
REGULAR MAINTENANCE OF ALL LANDSCAPING ELEMENTS IN GOOD CONDITION. ALL LANDSCAPING SHALL BE MAINTAINED FREE FROM
DISEASE, PESTS, WEEDS AND LITTER, AND ALL LANDSCAPE STRUCTURES SUCH AS FENCES AND WALLS SHALL BE REPAIRED AND
REPLACED PERIODICALLY TO MAINTAIN A STRUCTURALLY SOUND CONDITION.
8.REPLACEMENT: ANY LANDSCAPE ELEMENT THAT DIES, OR IS OTHERWISE REMOVED, SHALL BE PROMPTLY REPLACED IN ACCORDANCE
WITH THE REQUIREMENTS OF THESE PLANS.

STORM DRAINAGE, AND OTHER DEVELOPMENT IMPROVEMENTS DO NOT CONFLICT WITH NOR PRECLUDE INSTALLATION AND

14.MINOR CHANGES IN SPECIES AND PLANT LOCATIONS MAY BE MADE DURING CONSTRUCTION - AS REQUIRED BY SITE CONDITIONS OR
PLANT AVAILABILITY. OVERALL QUANTITY, QUALITY, AND DESIGN CONCEPT MUST BE CONSISTENT WITH THE APPROVED PLANS. IN THE
EVENT OF CONFLICT WITH THE QUANTITIES INCLUDED IN THE PLANT LIST, SPECIES AND QUANTITIES ILLUSTRATED SHALL BE PROVIDED.
ALL CHANGES OF PLANT SPECIES AND LOCATION MUST HAVE WRITTEN APPROVAL BY THE CITY PRIOR TO INSTALLATION.
15.ALL PLANTING BEDS SHALL BE MULCHED TO A MINIMUM DEPTH OF THREE INCHES.

17.THE DEVELOPER, OR ITS SUCCESSOR(S) IN INTEREST, SHALL BE RESPONSIBLE FOR THE ONGOING IRRIGATION AND MAINTENANCE OF
THE LANDSCAPING LOCATED WITHIN THE PUBLIC RIGHT_OF_WAY ALONG THE PORTION OF GIDDINGS ROAD THAT ABUTS THE PROPERTY

STEPWISE APPROACH - INSTALLATION AND MAINTENANCE
STEP 1 - CREATING OPPORTUNITY AND REDUCING COMPETITION - NOXIOUS AND WEEDY SPECIES SHOULD BE CONTROLLED USING
MECHANICAL OR CHEMICAL METHODS PRIOR TO PROJECT CONSTRUCTION OR GRADING TO ENSURE THAT A VARIETY OF NATIVE
SPECIES ARE GIVEN THE OPPORTUNITY TO ESTABLISH
STEP 2 - SOIL PREPARATION - THE SOIL SURFACE SHOULD BE OPTIMIZED FOR SEEDING OR PLANTING. SPREAD TOPSOIL IN RESTORATION
AREAS.AN AGRONOMIC ASSESSMENT IS RECOMMENDED TO EVAULATE THE CHEMICAL AND PHYSICAL PROPERTIES OF THE TOPSOIL
AND DETERMINE IF SOIL AMENDMENTS WOULD HELP ESTABLISH NATIVE VEGETATION AND POLLINATOR SPECIES ADAPTED TO NATIVE

SHOULD OCCUR AS SOON AS POSSIBLE TO AVOID UNDESIRABLE IMPACTS FROM WIND OR PRECIPITATION. SEEDING CAN BE
ACCOMPLISHED USING BROADCASTING AND DRILLING TECHNIQUES WHERE APPLICABLE.
·DRILL SEEDING: FINAL DRILLING PASS MUST OCCUR ON THE CONTOUR, TO CREATE SUBTLE RIDGES PERPENDICULAR TO THE FLOW
OF ENERGY. DRILL SEEDING SHOULD NOT BE CONDUCTED IN SENSITIVE AREAS. APPROPRIATE NATIVE SEEDING EQUIPMENT WLL
BE USED, WHICH DOES NOT INCLUDE STANDARD TURF SEEDING EQUIPMENT OR AGRICULTURE EQUIPMENT. DRILL THE
APPROVED SEED MIX IN TWO PASSES, EACH AT RIGHT ANGLES TO THE OTHER AND USING HALF THE SEED IN EACH PASS. SEED
SHOULD BE DRILLED AT THE SPECIFIED APPLICATION RATE. IF AREAS ARE TOO WET OR STEEP TO DRILL SEED, BROADCAST SEED AS
DESCRIBED BELOW.
·BROADCAST SEEDING: THE SEEDING RATE SHOULD BE DOUBLED, SEED-TO SOIL CONTACT SHOULD BE INCREASED IMMEDIATELY
THROUGH MANIPULATION WHICH WILL ALSO PROVIDE SOME PROTECTION FROM WIND OR WATER EROSION AND GRANIVORES.
MANIPULATION CAN BE ACCOMPLISHED BY EITHER A LIGHT DISC HARROWING PERPENDICULAR TO THE FLOW OF ENERGY (WIND
AND/OR WATER) OR HAND RAKING AROUND SENSITIVE AND SMALLER AREAS.
·ESPECIALLY IN DETENTION AREAS, SEED ONLY WHEN AREAS ARE LIKELY TO BE DRY FOR AN EXTENDED PERIOD OF TIME.
·RESTORE FINE GRADE AFTER SEEDING, AND COVER SEED TO DEPTH RECOMMENDED BY SEED SUPPLIER BY RAKING OR DRAGGING.

SUCCESS OF THE NATURAL FEATURES. THE CONTRACTOR SHALL MONITOR SEEDED AREAS FOR EROSION CONTROL, GERMINATION,
AND RESEEDING AS NEEEDED TO ESTABLISH COVER.
MOWING AFTER SEED ESTABLISHMENT - AREAS WITH NATIVE SEED MIXES ARE INTENDED TO BE MAINTAINED IN A NATURAL LIKE
LANDSCAPE AESTHETIC. IF AND WHEN MOWING OCCURS IN NATIVE SEED AREAS DO NOT MOW LOWER THAN 5 TO 6 INCHES IN
HEIGHT, TO AVOID INHIBITING NATIVE PLANT GROWTH. NATIVE SEED SHOULD BE MOWED AT MOST TWICE A YEAR, BUT TYPICALLY
ONLY ONCE IN THE FALL.
POLLINATOR PATHS AND BIRD/BUTTERFLY GARDENS -
·BI-WEEKLY HAND WEEDING IS RECOMMENDED DURING THE GROWING SEASON (MAY-NOVEMBER).
·MULCH IN POLLINATOR AREAS SHOULD BE SHALLOWER THAN STANDARD PLANTING BEDS AND MAY NEED MORE FREQUENT
REPLACEMENT. INSTALL MULCH AT 1” DEPTH MAXIMUM.

REVEGETATION SCHEDULES
EXCAVATION AND GRADING MAY ORDINARILY OCCUR DURING ANY MONTH OF THE YEAR. HOWEVER, REVEGETATION ACTIVITIES ARE
TYPICALLY MORE LIMITED WITH RESPECT TO THE TIME OF YEAR IN WHICH THEY SHOULD BE COMPLETED AND MUST BE TIMED TO
COINCIDE WITH A RECOGNIZED PLANTING SEASON. THE FOLLOWING TABLE DEPICT SCHEDULES THAT CAN BE FOLLOWED TO ACHIEVE
THE MITIGATION OBJECTIVES SET FOR THIS PROJECT.
SITE CONDITIONS AND/OR CLIMATIC VARIATIONS MAY REQUIRE THAT THESE SCHEDULES BE MODIFIED SOMEWHAT TO ACHIEVE

WEED MANAGEMENT NOTES:
WEED CONTROL PLAN SUMMARY
THIS SECTION SUMMARIZES THE ELEMENTS OF THE WEED CONTROL PLAN TO BE PREPARED FOR THE NATURAL
FEATURES DURING THE FIRST GROWING SEASON IF WEEDS ARE DEEMED TO BE DETRIMENTAL TO
ESTABLISHMENT SUCCESS OR ARE REQUIRED TO BE ERADICATED AS PER REGULATIONS. THE COMPLETED
PLAN WILL BE SUBMITTED TO GOVERNMENTAL AGENCIES, INCLUDING THE CITY OF FORT COLLINS
ENVIRONMENTAL PLANNING DEPARTMENT AND LARIMER COUNTY, AS REQUIRED FOR REVIEW AND
APPROVAL.
THE WEED CONTROL PLAN SHALL BE PREPARED BY A LICENSED COMMERCIAL PESTICIDE APPLICATOR (LCPA).
SUBSEQUENT WEED CONTROL ACTIVITIES WILL ALSO BE CONDUCTED BY AN LCPA. THE PLAN TO BE PREPARED
WILL TAKE THE FORM OF AN INTEGRATED PEST MANAGEMENT PLAN (IPM) THAT WILL CONSIDER ALL
METHODS OF CONTROL THAT WOULD POTENTIALLY BE APPLICABLE TO THE PROJECT AREA. THESE METHODS
INCLUDE MECHANICAL, CHEMICAL, CULTURAL, AND BIOLOGICAL TECHNIQUES. PRIOR TO PLAN PREPARATION,
A VISIT TO THE PROJECT AREA SHALL BE CONDUCTED BY THE LCPA, TO ASSESS SITE CONDITIONS, ROUTES OF
ACCESS, WEEDY SPECIES PRESENT, THE RELATIONSHIP OF SURROUNDING WATER / WETLAND BODIES TO THE
PROPOSED AREAS TO BE TREATED, POTENTIAL SOURCES OF RUN-ON AND RUN-OFF, AND OTHER FACTORS
RELEVANT TO THE WEED CONTROL PLANNING PROCESS GIVEN THE PRESENCE OF WETLANDS NEAR SOME OF
THE NATURAL FEATURES, THOUGH CHEMICAL CONTROLS DO EXIST THAT ARE CONSIDERED BY THE CORPS OF
ENGINEERS TO BE APPROPRIATE IN SUCH CASES.
PLANT SPECIES TO BE CONSIDERED AS WEEDS AND CONTROLLED AND/OR ERADICATED AT THIS PROJECT SITE,
AS PER CITY CODE, ARE THOSE LISTED BY THE LARIMER COUNTY WEED CONTROL DISTRICT AND THOSE LISTED
AS NOXIOUS BY THE COLORADO WEED LAW.
ANNUAL MONITORING
WHEN A WEED CONTROL PLAN HAS BEEN IMPLEMENTED, THE NATURAL FEATURES WILL BE INSPECTED TWICE
A YEAR ON THE FOLLOWING SCHEDULE:
1.IN THE SPRING, A QUALIFIED ECOLOGIST WILL TRAVERSE THE NATURAL FEATURES AREA TO ASSESS
NOXIOUS WEED POPULATIONS.
2.AT THE PEAK OF GROWING SEASON, A QUALIFIED BIOLOGIST WILL IMPLEMENT QUANTITATIVE
MEASUREMENTS TO EVALUATE GROUND COVER WITHIN THE NATURAL FEATURES AREAS. QUANTITATIVE
MEASUREMENTS WILL CONSIST OF TWO PERMANENT PHOTO POINTS AND FIVE GROUND COVER
SAMPLING POINTS. AT EACH SAMPLE POINT, GROUND COVER WILL BE MEASURED USING LINE POINT
ESTIMATES, WHERE THE ECOLOGIST WILL ESTIMATE AND RECORD VEGETATIVE GROUND COVER BY
SPECIES TO THE NEAREST ONE PERCENT. SPECIES, INCLUDING NOXIOUS WEEDS AND INVASIVE SPECIES,
AND THEIR RESPECTIVE PERCENT GROUND COVER WILL BE RECORDED.
3.BRIEF WEED MANAGEMENT ACTION ITEM REPORTS/MEMOS WILL BE NEEDED PRIOR TO SEPTEMBER
30TH AND NEED TO BE DELIVERED TO THE PLANNER, DEVELOPER, AND CONTRACTORS TO ENSURE
TIMELY ACTION
4.ANNUAL MONITORING WILL CONTINUE FOR A TOTAL OF THREE YEARS FOLLOWING ESTABLISHMENT OF
THE NATURAL FEATURES AREAS. A BRIEF MEMO CONTAINING FINDINGS AND RECOMMENDATIONS WILL
BE PROVIDED TO THE CITY OF FORT COLLINS ENVIRONMENTAL PLANNING DEPARTMENT BY SEPTEMEBER
30TH/ OF EACH YEAR.
5.DURING THE THIRD YEAR OF ANNUAL MONITORING, A DERMINATION OF SUCCESSFUL ESTABLISHMENT
IN THE NATURAL FEATURES AREAS WILL BE MADE BY CITY ENVIRONMENTAL PLANNING DEPARTMENT
BASED ON A SITE INSPECTION AND VEGETATION PERFORMANCE COMPARED TO THE FOLLOWING
SUCCESS CRITERIA:
a.≥ 80% SURVIVAL OF WOODY PLANTS (TREES AND SHRUBS)
b.70% TOTAL VEGETATIVE COVER (EXCLUDING NOXIOUS WEEDS) IS REACHED WITH NO BARE SPOTS
LARGER THAN ONE SQUARE FOOT.
c.NOXIOUS WEEDS DO NOT EXCEED 10% OF TOTAL COVER.
d.DEEMED ACCEPTABLE BY CITY ENVIRONMENTAL PLANNING DEPARTMENT
NATIVE SEED MIX NOTES
1.THE TIME OF YEAR SEEDING IS TO OCCUR SHOULD BE OCTOBER THROUGH EARLY MAY.
2.PREPARE SOIL AS NECESSARY AND APPROPRIATE FOR NATIVE SEED MIX SPECIES THROUGH
LOOSENING AND ADDITION OF AMENDMENTS THAT PROMOTE WATER ABSORPTION AND RELEASE,
THEN SEED IN TWO DIRECTIONS TO DISTRIBUTE SEED EVENLY OVER ENTIRE AREA. DRILL SEED ALL
INDICATED AREAS AS SOON AS POSSIBLE AFTER COMPLETION OF GRADING OPERATIONS.
3.IF CHANGES ARE TO BE MADE TO SEED MIX BASED ON SITE CONDITIONS THEN APPROVAL MUST BE
PROVIDED BY CITY ENVIRONMENTAL PLANNER.
4.APPROPRIATE NATIVE SEEDING EQUIPMENT WILL BE USED (STANDARD TURF SEEDING EQUIPMENT
OR AGRICULTURE EQUIPMENT SHALL NOT BE USED).
5.DRILL SEED APPLICATION RECOMMENDED PER SPECIFIED APPLICATION RATE TO NO MORE THAN ½
INCH DEPTH. FOR BROADCAST SEEDING INSTEAD OF DRILL SEEDING METHOD DOUBLE SPECIFIED
APPLICATION RATE. REFER TO NATIVE SEED MIX TABLE FOR SPECIES, PERCENTAGES AND
APPLICATION RATES.
6.PREPARE A WEED MANAGEMENT PLAN TO ENSURE THAT WEEDS ARE PROPERLY MANAGED BEFORE,
DURING AND AFTER SEEDING ACTIVITIES.
7.AFTER SEEDING THE AREA SHALL BE COVERED WITH CRIMPED STRAW, JUTE MESH, OR OTHER
APPROPRIATE METHODS. PLASTIC_BASED EROSION CONTROL MATERIALS (I.E., PLASTIC_WELDED
BLANKETS) SHALL NOT BE USED WITHOUT EXPRESS PERMISSION FROM THE ENVIRONMENTAL
PLANNER AS THESE MATERIALS HAVE PROVEN TO CAUSE WILDLIFE ENTRAPMENT ISSUES.
8.WHERE NEEDED, TEMPORARY IRRIGATION SHOULD BE PROVIDED UNTIL SEED IS GERMINATED THEN
WEEN THE SEED FROM IRRIGATION. IF IRRIGATION IS USED, THE IRRIGATION SYSTEM FOR SEEDED
AREAS SHALL BE FULLY OPERATIONAL AT THE TIME OF SEEDING AND SHALL ENSURE 100%
HEAD_TO_HEAD COVERAGE OVER ALL SEEDED AREAS. ALL METHODS AND REQUIREMENTS IN THE
APPROVED IRRIGATION PLAN SHALL BE FOLLOWED.
9.CONTRACTOR SHALL MONITOR SEEDED AREA FOR PROPER IRRIGATION, EROSION CONTROL,
GERMINATION AND RESEEDING AS NEEDED TO ESTABLISH COVER.
10.THE APPROVED NATIVE SEED MIX AREA IS INTENDED TO BE MAINTAINED IN A NATURAL LIKE
LANDSCAPE AESTHETIC. DO NOT MOW DURING HOT, DRY PERIODS. DO NOT MOW LOWER THAN 6 TO
8 INCHES IN HEIGHT TO AVOID INHIBITING NATIVE PLANT GROWTH.
11.NATIVE SEED AREA WILL BE CONSIDERED ESTABLISHED WHEN SEVENTY PERCENT VEGETATIVE
COVER IS REACHED WITH LESS THAN TEN PERCENT OF COVER CONSISTING OF NOXIOUS WEEDS, NO
BARE SPOTS LARGER THAN ONE FOOT SQUARE, AND/OR UNTIL DEEMED ESTABLISHED BY CITY
PLANNING SERVICES AND EROSION CONTROL.
12.THE DEVELOPER AND/OR LANDSCAPE CONTRACTOR IS RESPONSIBLE FOR ADEQUATE SEEDLING
COVERAGE AND GROWTH AT THE TIME OF FINAL STABILIZATION, AS DEFINED BY STATE AND LOCAL
AGENCIES. IF FINAL STABILIZATION IS NOT ACHIEVED TO THE SATISFACTION OF THE AGENCY, THE
DEVELOPER AND/OR LANDSCAPE CONTRACTOR SHALL BE RESPONSIBLE FOR ADDITIONAL
CORRECTIVE MEASURES TO SATISFY FINAL VEGETATIVE REQUIREMENTS FOR CLOSEOUT.
13.A WEED MANAGEMENT PLAN WILL BE DEVELOPED FOR CONSTRUCTION IN ACCORDANCE WITH CITY
OF FORT COLLINS AND LARIMER COUNTY REQUIREMENTS. THE PLAN WILL INCLUDE SITE
ASSESSMENT, TREATMENT PLANS, AND MONITORING TO ACHIEVE A UNIFORM STAND OF SEED
COVERAGE WITH LESS THAN TEN PERCENT (10%) ABSOLUTE COVER OF NOXIOUS WEEDS WITHIN
THE DEVELOPMENT AREA.
