HomeMy WebLinkAboutMONTAVA - PHASE D INFRASTRUCTURE - BDR240010 - SUBMITTAL DOCUMENTS - ROUND 1 - Project Narrative1 Project Information and Design Narrative Montava Phase D Infrastructure, BDR24_______ July 31, 2024 We are pleased to submit our application for Montava Phase D Infrastructure. This application is subject to and consistent with the Montava PUD Master Plan, the Montava PUD Overlay and the Montava PUD Master Development Agreement approved by the City in 2020. Phase D Bifurcation – Core and Infrastructure As described in our Conceptual Review meeting on March 21, 2024, in several meetings with the City Executive Committee for Montava and City Planners, and further solidified following our Preliminary Design Review meeting on April 3, 2024, we have bifurcated Phase D and are seeking approval for Phase D in two separate BDR submittals: the Phase D Core and Irrigation Pond plan, and this Phase D Infrastructure Plan. Each of the two submittals has its own distinct submittal/approval timeline and will be designed to be functionally independent of any other submittals. The Phase D Core and Irrigation Pond (BDR 240006) was submitted on May 1, 2024 and is currently in its second round of review. The anticipated date for the Director’s Decision is early November 2024. Following a very productive design work session with City staff on May 21, 2024, our team has prepared the Infrastructure Plan set. It is anticipated that the Phase D Core and the Infrastructure Plan can be reviewed concurrently, with approval of the Infrastructure Plan being granted soon after approval of the Core. Phase D Infrastructure Summary Phase D Infrastructure Plan set includes: a Fiddle intersection at Giddings Road/Maple Hill Drive; the ultimate condition improvements on Giddings - such as curb, gutter and sidewalk - between the Fiddle and the southern Phase D Core access point; interim condition bike lanes and striping for Giddings Road; Maple Hill Drive from the Fiddle intersection at Giddings Road to its future intersection with Flint Hill Drive at the northwest extent of Phase D Core, including a Dutch roundabout at Maple Hill Drive and N. Timberline Road; a temporary drainage channel along Giddings Road from the Fiddle to Mountain Vista Drive; and the drainage channel adjacent to Maple Hill Drive and the Phase D Core. Existing Improvements and Uses The existing use of the property is either the existing two-lane paved Giddings Road, or agricultural land currently owned by the Anheuser-Busch Foundation and actively farmed by Tim Kerbs. There are no existing natural features or buildings within the boundaries 2 of the Infrastructure plan. Proposed Uses Proposed uses are roadways, bike and pedestrian facilities and drainage. Giddings Road Rights-of-Way Giddings Road currently has a 100’ ROW from Richards Lake Road to Mountain Vista Drive. The Master Street Plan identifies Giddings Road as a future two-lane arterial roadway with 84’ ROW. Montava is in support of vacating the excess 16’ of ROW for Giddings Road from Richards Lake Road to Mountain Vista Drive. Thereafter, once the ultimate configuration of the Fiddle intersection and Giddings Road within the Infrastructure Plan is determined, the Infrastructure Plan plat will dedicate any additional ROW needed to accommodate the Infrastructure Plan improvements. Utility Easements City staff has indicated that standard 9-foot utility easements along collectors and standard 15-foot utility easements along arterial roadways will be required per LCUASS. Such easements have been provided where required in the Infrastructure Plan. Staff has also indicated that a variance of the LCUASS requirements for utility easements on lesser street classifications, i.e. local or smaller, would be supported by staff as serving the New Urbanist principles that were contemplated and approved with the PUD. To the extent that the Infrastructure Plan includes streets of such lesser classifications, a variance request will be submitted to Engineering for approval. Site Circulation The Infrastructure Plan includes the initial phase of the backbone roadway system for Montava, including the associated bicycle and pedestrian facilities. The Fiddle intersection will initially facilitate Phase D Core with two points of access to Giddings Road and, in the future, the six-legged intersection will connect other phases of residential development in Montava to the Town Center and the farm. Maple Hill Drive will eventually provide access to a future elementary school and an east/west connection through the Maple Hill neighborhood ultimately connecting to Turnberry Road. Site Design and Architecture The site plan includes grading and landscape design for the drainage channels and roadway medians. There are no buildings proposed within the Infrastructure Plan. Compatibility with Surrounding Area The proposed roadways, intersections and drainageways are being designed to support future phases of development within the Montava PUD. As the current use of the land is for agricultural operations, these 3 new improvements with be the first of many planned projects to convert the land to residential mixed use and commercial opportunities. We are working with the tenant farmer, Tim Kerbs, to relocate his equipment operations to other areas in the PUD to enable him to continue to farm the available vacant lands. Utilities Utilities in the Phase D Infrastructure Plan will include new potable water and non-potable water for irrigation, sewer line crossings where needed, and the relocation and installation of new electrical and telecom systems along Giddings Road and in the Maple Hill Drive right-of-way. The drainage channel parallel to Maple Hill Drive will include new piped crossings and a box culvert under Giddings Road, all sized to serve future development and consistent with the recommendations in the Montava Master Drainage Report and Upper Cooper Slough Drainage Summary prepared by the City of Fort Collins. Water Detention / Drainage Plan All of Phase D, Core and Infrastructure, is contemplated in the 2019 Master Drainage Report and is served by subbasins D and F, which ultimately drain into future Pond F and are then conveyed via channels to future pond 427 in a southeasterly direction, ultimately following the path contemplated 2019 Master Drainage Report and working in alignment with the ICON study. Our drainage report for Phase D Infrastructure supports the plan for stormwater runoff to be channeled south to a future pond and then released at a 2-year historic rate south of Mountain Vista Drive. The Infrastructure Plan will include a portion of the diversion channel that will be built to relieve storm water from the No. 8 Ditch and ultimately convey it east through Montava to the future basin network on our eastern edge. This portion of the channel proposed with Phase D Infrastructure will support Phase D and is sized to support future phases within the PUD. Also included in the Infrastructure Plan is a box culvert underneath the Fiddle intersection to be constructed now but not fully operational until the channel system is completed in the future. An existing agreement between Anheuser-Busch and The Larimer and Weld Irrigation Company - executed in 1986, approved by the City, and runs with the land - allows all stormwater from the Montava PUD land east of the No. 8 Ditch, up to the historic 100-year event, to be discharged into the Larimer and Weld Canal. Phase D Core and Infrastructure drainage will fall well short of the 100-year limit allowed in the existing agreement. City Planners have been provided with a copy of the agreement and the letter of approval by the City. Run-off Treatment Stormwater conveyance will be engineered through a series of channels and ponds to meet the requirements established in the Fort Collins Stormwater Criteria, December 2018. 4 Natural Features Phase D Infrastructure lacks existing natural features that require additional study, modification, mitigation, or special consideration. Restricting Factors or Characteristics We are unaware of any factors that would prevent approval and construction of Phase D Infrastructure Plan in the time frame provided in the first section of this narrative. Public Benefits The Phase D Infrastructure Plan is also subject to the Development Agreement to Secure Public Benefits for the Montava PUD Master Plan approved by the City in 2020 (the “Public Benefits Agreement”). A non-potable water system, a community benefit described in the Public Benefits Agreement, will be utilized to irrigate common areas within the Infrastructure Plan. No elements of the Phase D Infrastructure Plan are intended to supersede the requirements of the Public Benefits Agreement. Previous Submittals Phase G plans have technically approved and we have undergone three rounds of review on Phase E - both of these phases are on hold pending resolution of Ditch Company issues regarding ditch improvements and crossings. Phase D was the subject of a Conceptual Review meeting on March 21, 2024 and a Preliminary Design Review on April 3, 2024. Thereafter, the first application of the bifurcated Phase D, the Phase D Core and Irrigation Pond, was submitted on May 1, 2024 and is now in its second round of review. All of the pending applicaitons are part of the approved Montava PUD Master Plan.
