This memo also serves to provide historical context. Historically, a storage facility existed on the project site. The stormwater runoff for this facility drained over the surface to an inlet in the culdesac of Johnson Drive. This inlet collected the drainage from Johnson Drive and the existing Spring Creek Subdivision. While this inlet did seem to have a pipe outfall. The outfall for this pipe into Spring Creek was not located. The Johnson Drive Apartments project worked with the City’s Forestry, Stormwater and Parks Departments for a remedy to the missing public stormwater outfall into Spring Creek. Multiple pipeline alignments were considered during this effort. The pipeline alignment criteria included avoiding impacts to the existing Creekside structures and avoiding the removal of desirable trees/shurbs (as evaluated by Forestry). Through these efforts the design for a public stormwater pipeline was agreed upon and approved with the Johnson Drive Apartments project, dated February 25, 2020. Since the pipeline would be public (owned and maintained by Fort Collins) it was deemed that no easement was necessary. This storm line construction would require the following construction activities in Creekside Park. Currently, many of these activities are complete (as noted below): 1. Removal and replacement of sections of concrete walks within the park. Removal of undesirable Ash Trees (Complete) 2. Trenching and installation of storm pipeline (Complete) 3. Modification of the bank along Spring Creek to accept the storm outfall (Not Complete) 4. Grouted Riprap and Boulder Relocations at Pipe Outfall (Not Complete) 5. Reseeding Disturbed Areas (Not Complete) It is necessary for this storm pipeline work to be completed through Creekside Park to provide an outfall for the historic stormwater infrastructure and to provide adequate stormwater conveyance for the upstream basin. The construction for the outfall is the only construction activity left to be completed. It is necessary to provide adequate erosion protection for bank of Spring Creek. It is believed that once constructed, this outfall will have minimal impact on Spring Creek. If any questions arise, please do not hesitate to reach out.
