City Engineer City of Fort Collins 281 North College Ave. Fort Collins, CO 80521 Re: Variance Request — 7.3.1.A. City of Fort Collins Classifications — 7-3F Montava Phase D TST Project No. 1230.0009.00 Dear Mr. Buckman: We are hereby requesting a variance to the Larimer County Urban Area Street Standards (LCUASS) for changes to the road geometry for Montava Phase D. Current standard of Table 7-3 in section 7.4.1 of the Larimer County Urban Area Street Standards (LCUASS), refers to road cross section geometry to be used in road design for the Fort Collins area. A variance is being requested to this section for use in the Montava Phase D project as noted below: -Table 7-3 Fort Collins (GMA and City Limits) Street Standards — Technical Design Criteria - Proposed road — Longwood Drive - The road is in the Northeast corner of the Montava Phase D site, at the intersection of Longwood Drive and Giddings Road (see attached exhibits). - The proposed street will vary as shown in the attached exhibits. Specific changes focus on the centerline tangent length. According to Table 7-3 the minimum centerline tangent length for a connector local residential is 100', currently Longwood Dr has an interim tangent length of 67.5' before beginning the centerline curve. We are requesting a variance to this standard to provide connectivity through the site until the ultimate design can be obtained. The ultimate design for the Longwood Dr and Giddings Rd intersection will include a roundabout which will satisfy any minimum tangent length requirements. This variance request for change in centerline tangent length: is not expected to have a negative impact on capital, or maintenance cost requirements for the City, or property owners; is not anticipated to reduce the life of the proposed roadways; and is unlikely to be detrimental to the public health, safety/welfare, decreased sight distance, or have any effect on turning movements. ❑ Thank you for your consideration in the approval of this variance request for the minimum centerline tangent length for the Montava Phase D Giddings Rd/Lonwood Dr intersection. If you have any questions, or require additional information, please do not hesitate to contact me directly. Respectfully, TST, INC. Note: Two curves in the same direction must be separated by a tangent at least two times the minimum tangent lengths shown in Table 7-3 and Table 7-4. 2 These distances are measured as shown in Figure 9-1. 3 Table indicates residential driveways. All commercial driveways shall be constructed with radial curb returns (see Section 9.3.2). 4 Radial curb returns are also allowed where traffic volumes meet the requirements for a High Volume Driveway. 5 For a distance less than 460' an administrative variance must be approved by the Local Entity Engineer; for a distance greater than 660' a modification in accordance with the Land Use Code will be required. 6 Minimum spacing for full movement and/or potentially signalized intersections Page 7-8 Larimer County Urban Area Street Standards — Repealed and Reenacted August 1, 2021 Adopted by Larimer County, City of Loveland, City of Fort Colins LONGWOOD DR TANGENT VARIANCE 50 25 0 50 scale 1"=50' feet MONTAVA PHASE D DATE: JULY 17, 2024 JOB N0. 1230.0009.00 SHEET 1 OF 1 TST, INC.
