Dear Mr. Buckman:
We are hereby requesting a variance to the Larimer County Urban Area Street
Standards (LCUASS) for changes to the road cross section geometry for Montava
Phase D.
Current standard of Table 7-3 in section 7.4.1 of the Larimer County Urban Area
Street Standards (LCUASS), refers to road cross section geometry to be used in
road design for the Fort Collins area. A variance is being requested to this section
for use in the Montava Phase D project as noted below:
-Table 7-3 Fort Collins (GMA and City Limifs) Street Standards — Technical
Design Criteria
- Proposed road — The road is in the Northwest corner of the Montava
Phase D site, bounded by N Timberline Rd on the South and Flint Hill Dr to the
Northeast (see attached exhibits).
- The proposed street will vary as shown in the attached exhibits. Specific
changes focus on the centerline radius, and thus radii on the edges of the roadway.
According to Table 7-3 the minimum centerline radius for a connector local
residential is 275', and this roadway that doglegs Northeast has a centerline that
contains two angles each at 45° with a 40' radius.
We are requesting a variance to this standard to aid in traffic calming around major
pedestrian crossings. Also to aid in movements to and from the Montava
Pumphouse, allowing ease of access to maintenance crews. There has been a
great deal of discussion, and the design has been tested to ensure that the
roadways present on the whole site will accommodate pedestrians and emergency
vehicles equally. This area is intended to be a pedestrian friendly area with
crossings from the pedestrian greenway to the pond and park area. This stretch of
road is to be the main source of parking for the pond and park area which is not
conducive to road geometry that facilitates higher maintained driving speeds. There
are proposals for a playground and dog park which increases the importance of a
low-speed environment.

This variance request for change in centerline radii:
is not expected to have a negative impact on capital, or maintenance cost requirements
for the City, or property owners;
is not anticipated to reduce the life of the proposed roadways; and
is unlikely to be detrimental to the public health, safety/welfare, decreased sight
distance, or have any effect on turning movements.
