This memorandum will address three fong range (2045) operational scenarios: 1) full-movement and signalization of the Ziegler/Hidden Pond-Site Access intersection with no connection to the English Ranch neighborhood; 2) a connection to the English Ranch neighborhood with signalization of the Ziegler/Paddington-Grand Teton intersection and full-movement, stop sign control at the Ziegier/Hidden Pond-Site Access intersection; and 3) no connection to the English Ranch neighborhood with full-movement, stop sign control at the Ziegler/Hidden Pond- Site Access and Ziegler/Paddington-Grand Teton intersections. The scope of this study was discussed with Steve Gilchrist, Fort Collins Traffic Operations. Figure 1 shows the long range (2045) total peak hour traffic with no connection to the English Ranch neighborhood. This is the same long range (2045) total peak hour traffic from the cited Union Park TIS. Figure 2 shows the long range (2045) total peak hour traffic with the English Ranch neighborhood connection. The forecasted traffic in Figure 2 assumes that there would likely be a signal installed at the Ziegler/Paddington- Grand Teton intersection that would divert trips from the English Ranch neighborhood, as well as a portion of the Union Park site traffic that would be heading north on Ziegler Road. As a matter of policy, traffic signals are not installed at any focation until such time that signal installation warrants are met according to the Manual on Uniform Traffic Con#rol Devices. The Ziegler/Cauncif Tree-HP Access intersection is currently signalized. The peak hour signal warrant utilizes the major street approach volume (both directions) and the minor street approach volume (greatest on one of the minor streets). The analysis procedure is a function of the number of approach lanes on each street. Ziegler Road has two through lanes in each direction. The Site Access, approaching Ziegler Road, will have a two lane approach. Since Hidden Pond Drive has a one lane approach, the eastbound left-turn and through movement will be combined in a single lane. Therefore, only this left- turn and through movement will be used for the peak hour signal warrant. Paddington Drive and Grand Teton Drive are analyzed as single-lane approaches. At the major street approach volumes (greater than 1,800 vehicles per hour in each peak hour), the signal warrant threshold volume is >_100 vehicles per hour. Using the long range (2045) total peak hour traffic with no connection to the English Ranch neighborhood (Figure 1), the Ziegler/Hidden Pond-Site Access intersection will meet peak hour signal warrants during the weekday morning and afternoon peak hours. Using the long range (2045) total peak hour traffic with the English Ranch neighborhood connection (Figure 2), the Ziegler/Paddington-Grand Teton intersection will meet peak hour signal warrants during the weekday morning and afternoon peak hours. Peak hour signal warrants are provided in Appendix A. Table 1 shows the long range (2045) total morning and afternoon peak hour operation at the key intersections with no connection to the English Ranch neighborhood and a signal at Hidden Pond-Site Access. Calculation forms are provided in Appendix B. The intersections were evaluated using techniques provided in the Highwav Capacity Manual, 6th Edition. A description of level of service for signalized and unsignalized intersections from the Hiqhway Capacity Manual, 6th Edition and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix B. At signalized intersections, acceptable operation is considered to be at level of service D overall and level of service E for any approach leg or movement. Acceptable operation is considered to be at level of service D overall and level of service F for any approach leg at unsignalized intersections. The LOS E for the minor street movements/legs at the signalized intersections is primarily attributed to the long cycle length necessary at the Harmony/Ziegler intersection. That being said, the key intersections will meet the Fort Collins LOS criteria with no connection to the English Ranch neighborhood and a signal at Hidden Pond-Site Access. Table 2 shows the long range (2045) total morning and afternoon peak hour operation at the key intersections with the English Ranch neighborhood connection and a signal at Paddington-Grand Teton. Calculation forms are provided in Appendix C. The Ziegler/Council Tree-HP Access intersection is not shown since the operation of this intersection does not change under any of the scenarios. The key intersections will meet the Fort Collins LOS criteria with the English Ranch neighborhood connection and a signal at Paddington-Grand Teton. Table 3 shows the long range (2045) total morning and afternoon peak hour operation at the key intersections with no connection to the English Ranch neighborhood and no signal at Hidden Pond-Site Access or at Paddington-Grand Teton. Calculation forms are provided in Appendix D. The Ziegler/Council Tree-HP Access intersection is not shown since the operation of this intersection does not change under any of the �� LDELICH � � rASSOCIATES scenarios. At the key intersections, the minor street approaches will meet the Fort Collins LOS criteria with no connection to the English Ranch neighborhood and no signal at Hidden Pond-Site Access or at Paddington-Grand Teton. It is concluded that a signal would be warranted at Hidden Pond-Site Access with no connection to the English Ranch neighborhood and a signal would be warranted at Paddington-Grand Teton with the English Ranch neighborhood connection. Based upon these warrants, the City will allow a signal to be installed at one of these intersections, but not both. The determining element is the connection to the English Ranch neighborhood. The operation (LOS) at either intersection will be similar. The key intersections will meet the Fort Collins LOS criteria with a signal at either intersection as analyzed in this addendum.
