SUBJECT: Van Horn Townhomes Traffic Impact Study
(File: 2407ME01) � �
This memorandum constitutes a traffic impact study (TIS) for the Van Horn
Townhomes, located in the southwest quadrant of the Suniga/Blue Spruce-Blondel
intersection in Fort Collins, Colorado. The site location is shown in Figure 1. The site plan
for the Van Horn Townhomes is shown in Figure 2. The Van Horn Townhomes is
proposed as 26 townhome dwelling units. The access to the site will be to/from Blondel
Street. The scape of this TIS was discussed with Steve Gilchrist, Fort Collins Traffic
Engineering. Since the trip generation is so low, this TIS will provide trip generation and
multi-modal level of service analyses.
Suniga Road is classified as a four-lane arterial street on the Fort Collins Master
Street Plan. Currently, Suniga Road has a four-lane cross section with a raised center
median. The posted speed is 40 mph. There are separated, raised bicycle lanes on
Suniga Road, west of Blue Spruce Drive-Blondel Street. Suniga Road has on-street
bicycle lanes to the east of Blue Spruce Drive-Blondel Street. The Suniga/Blue Spruce-
Blondel intersection has stop sign control on Blue Spruce Drive-Blondel Street. The
existing geometry at the Suniga/Blue Spruce-Blondel intersection is shown in Figure 3.
Recent peak hour vehicle counts at the Suniga/Blue Spruce-Blondel intersection are
shown in Figure 4. Also shown on Figure 4 are recent peak hour pedestrian and bicycle
counts. Raw traffic data is provided in Appendix A. Using the volumes shown in Figure
4, the current peak hour operation at the Suniga/Blue Spruce-Blondel intersection is
shown in Table 1. Calculation forms for these analyses are provided in Appendix B. The
intersection was analyzed using the unsignalized intersection techniques from the
Hiqhwav Capacitv Manual, 6t" Edition. A description of level of service for unsignalized
intersections from the Hiqhwav Capacitv Manual, 6t" Edition and the Motor Vehicle LOS
Standards (Intersections) are provided in Appendix B. Acceptable operation is considered
to be at level of service D overall and level of service F for any approach leg at unsignalized
intersections. As can be seen in Table 1, the Suniga/Blue Spruce-Blondel intersection is
currently operating acceptably with existing control and geometry.
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. A compilation of trip generation information
contained in Trip Generation, 11th Edition, ITE was used to estimate trips that would be
generated by the proposed/expected uses at the Van Horn Townhomes site. Single Family
Attached Housing [Townhome] (Code 215) was used to estimate the trip generation of
the 26 dwelling units. Table 2 shows the expected trip generation to/from the site on a
daily and peak hour basis. A trip is defined as a one-way vehicle movement from origin
to destination. The trip generation resulted in 188 daily trip ends, 12 morning peak hour
trip ends, and 15 afternoon peak hour trip ends. Also shown on Table 2 is the peak hour
trip generation for pedestrians and bicycles.
Figure 5 shows the recent plus site generated peak hour traffic for vehicles,
pedestrians, and bicycles. Since the recent pedestrian and bicycle counts were done
during the winter, pedestrian and bicycle trip generation for the Blondel Street
neighborhood was calculated based upon Trip Generation, 11t" Edition, ITE and the
number of dwelling units near Blondel Street.
Pedestrian Level of Service
Figure 6 shows a map of the area that is within 1320 feet of the Van Horn
Townhomes site. The Van Horn Townhomes site is located within an area termed as
"Pedestrian District," which sets the level of service threshold at LOS A for all measured
factors, except for Street Crossings which is LOS B. There will be six pedestrian
destinations within 1320 feet of the Van Horn Townhomes site. These are: 1) the
commercial uses to the northwest of the site, 2) the residential uses to the north of the
site, 3) the residential uses to the northeast of the site, 4) the residential uses to the south
of the site, 5) the commercial uses to the west of the site, and 6) the commercial uses to
the west of the site across College Avenue. There are sidewalks along all streets in the
area of the Van Horn Townhomes site. Sidewalks will be built within the development
that will connect to existing nearby sidewalks along Blondel Street and Suniga Road. The
Pedestrian LOS Worksheet is provided in Table 3.
• Directness — The distance ratio to all pedestrian destinations is less than 1.2 (LOS
A) using the existing sidewalk system.
• Continuity — The sidewalk system to all destination areas has no breaks or gaps.
All sidewalks in the area are separated with landscaped parkways. Therefore,
continuity to all destination areas can achieve LOS A.
• Street Crossings — There are only minor (local) street crossings for destinations
#4 and #5. There is/will be a signalized crossing at the College/Suniga intersection
to get to destination #6. In order to get to destination #1, #2, and #3, it requires a
crossing of Suniga Road (major street). Therefore, the Crosswalk Treatment
Identification Process was used for the crossing of Suniga Road. In the "Fort
Collins Active Modes Plan," the Suniga/Blue Spruce-Blondel intersection was
identified as a"Low Priority/Readiness Project" for signs and markings. Using the
Crosswalk Treatment Identification Process, this location is adjacent to a major
pedestrian generator/attractor. The nearest marked or protected crosswalk is

greater than 300 feet away (College/Suniga intersection). The volume of
pedestrian generator/attractor. The nearest marked or protected crosswalk is

pedestrians crossing Suniga Road will be less than 40 per hour or less than 120
in four hours. Therefore, no crossing treatment is required at the Suniga/Blue
Spruce-Blondel intersection.
Visual Interest and Amenity — The visual interest and amenity will be acceptable
at LOS A for all destination areas, since this area generally has enhanced
pedestrian features (large sidewalk widths, landscaping, etc.).
Security — The security will be acceptable at LOS A for all destination areas, since
this area generally has enhanced pedestrian features. There is street lighting and
very adequate sidewalks along Suniga Road.
Bicycle Level of Service
Figure 7 shows a map of the area that is within 1320 feet of the Van Horn
Townhomes site. There will be three bicycle destinations within 1320 feet of the Van
Horn Townhomes site. These are: 1) the commercial uses to the northwest of the site, 2)
the commercial uses to the west of the site, and 3) the commercial uses to the west of
the site across College Avenue. The Bicycle LOS Worksheet is provided in Table 4. The
level of service is A for the bicycle destinations, since the site is directly connected to
bicycle lanes on Suniga Road. There are separated, raised bicycle lanes on Suniga
Road, west of Blue Spruce Drive-Blondel Street. Suniga Road has on-street bicycle lanes
to the east of Blue Spruce Drive-Blondel Street. This is consistent with the information
contained in the "Fort Collins Active Modes Plan." Bicycle lanes are not required on
Blondel Street or Blue Spruce Drive since these are local streets.
Transit Level of Service
Currently, this area of Fort Collins is served by Transfort Routes 8 and 81. Route
8 operates from the Downtown Transit Center and along College Avenue, Willox Lane,
Blue Spruce Drive, Conifer Street, Redwood Street, and Linden Street. Route 81
operates a loop similar to that of Route 8. The nearest bus stop is at the
Redwood/Cajetan intersection, approximately 1,685 feet from the Van Horn Townhomes
site.
It is concluded that all modes of travel (vehicle, pedestrian & bicycle) will achieve
acceptable levels of service. A crosswalk treatment at the Suniga/Blue Spruce-Blondel
intersection is not required.
